About Room 151

Room 151

Room 151, styled Room151, is an online news, opinion and resource service for local government finance professionals in the United Kingdom. Based in London, it serves local authority section 151 officers and other senior finance officers, covering treasury management, strategic finance, funding, resources, pensions and risk. Its name refers to the section 151 officer: the statutory chief finance officer every local authority must appoint under section 151 of the Local Government Act 1972, the person legally responsible for the proper administration of the authority's financial affairs. It is a trade title in the purest sense, written for a defined professional readership whose decisions involve billions of pounds of public money, and it combines daily online news with a weekly newsletter, a pensions briefing, surveys, roundtables and a family of conferences led by the Local Authority Treasurers' Investment Forum, known as LATIF.

Room151 was launched on 8 November 2011 by Longview Productions Ltd, the organiser of the Local Authority Treasurers' Investment Forum. It remains a small, privately owned publishing and events company. In November 2021 it celebrated its tenth anniversary, using the occasion to review a decade in which, as contributor David Green wrote, total borrowing by English authorities had nearly doubled and the treasury landscape had been reshaped by changes in borrowing, investments, interest rates, regulation and accounting rules. Few UK publications can claim such a complete grip on a single professional niche.

Origins and Launch

Room151 grew out of an event rather than the other way round. Longview Productions already organised the Local Authority Treasurers' Investment Forum, the annual gathering of council treasury managers. Launching an online news service in November 2011 gave that community a year-round source of reporting and analysis between conferences, and gave the conference business a publication at its centre. The Muck Rack directory entry for the title records the launch date, the founding company and the editorial remit in a single summary: an online news, opinion and resource service for section 151 and other senior officers covering treasury, strategic finance, funding, resources and risk.

The timing was astute. Local government finance was entering a period of austerity-driven funding reductions, growing commercial investment by some councils, reform of council housing finance, and, in 2012, the housing self-financing settlement that added billions to authority borrowing. A specialist title able to explain technical changes quickly, and to convene the officers affected by them, had a clear market. Room151 built that position over the following decade, expanding from treasury into the Local Government Pension Scheme, funding policy, devolution and local government reorganisation.

Who It Serves: The Section 151 Officer

To understand Room151, it helps to understand its reader. The section 151 officer is one of the three statutory officers at the top of every council, alongside the head of paid service and the monitoring officer. They sign off budgets, set treasury strategies, manage borrowing that across English authorities rose from £56 billion to £107 billion in the decade to 2021 by the figures cited in Room151's own anniversary analysis, oversee investments that doubled from £22 billion to £45 billion over the same period, and carry personal statutory responsibility when finances go wrong. Around them sits a wider readership the site and its events explicitly address: deputy section 151 officers, finance directors, heads of resources, treasury managers and officers, heads of treasury and pensions, chief accountants and commercial directors.

That readership explains the title's tone and format. Articles assume professional knowledge. Coverage of the Public Works Loan Board, the prudential code, minimum revenue provision guidance, money market funds and inter-authority lending is written for practitioners who deal with those subjects daily. At the same time, the site publishes the service's human and political dimensions: surveys of finance officers' own views, reports of roundtable discussions, and news about the funding pressures that have pushed some councils towards exceptional financial support from government.

Editorial Coverage

Room151's coverage is organised around the main disciplines of local government finance. Treasury coverage follows borrowing, investment, interest rates and regulation, including the shift in council investment away from bank and building society deposits, which fell from 68 per cent of investments in 2011 to 29 per cent a decade later, towards money market funds and lending between local authorities, which grew into a £14 billion market over the same period. Funding coverage follows the local government finance settlement, business rates, council tax, devolution deals and exceptional financial support for councils in difficulty. Technical coverage explains accounting, audit and regulatory change. LGPS coverage deals with the Local Government Pension Scheme: pooling, investment strategy, valuation and reform, including the long-running McCloud remedy following the court judgment on transitional pension protections.

News is mixed with opinion from practitioners and advisers. Guest contributors have included the head of pensions risk policy and strategy at Local Pensions Partnership writing on McCloud, the co-founder of Abundance Investment explaining municipal investment platforms that let councils raise funds directly from citizens, and David Green's tenth-anniversary review of the treasury decade. Political coverage is filtered through finance: party manifestos, for example, are assessed for what they mean for business rates, council funding, infrastructure and housing duties. Much of the full archive requires subscription or membership sign-in, reflecting a model in which professional readers and their organisations pay for specialist information.

Newsletters and Surveys

Beyond the website, Room151 publishes the Room151 Weekly Newsletter, covering local government treasury and pension investment, funding, development, resources and technical finance, and the LGPS Quarterly Briefing, which focuses purely on pension fund investment. Newsletters are a core part of the service, packaging the week's developments for officers who cannot monitor a news site daily.

The title also runs an annual treasury and current affairs survey, sponsored in recent years by CCLA Investment Management, inviting treasury managers, principal accountants, directors of resources and section 151 and deputy officers to give their views on funding changes, borrowing and investments, local government reorganisation and fiscal devolution. The results are published first at LATIF and then shared with participants, and are used by authorities as a tool for decision-making. Its 2026 survey reporting highlighted the biggest risks in local government finance as seen by officers themselves, including a backlash over debt write-offs as part of reorganisation and distaste for exceptional financial support. Alongside Schroders, it also runs an annual LGPS Investment Survey, launched for a fourth year alongside research into the impact of the government's Fit for the Future pooling reforms.

Events: LATIF and Beyond

Events are half of the Room151 business model and the origin of the brand. The Local Authority Treasurers' Investment Forum and Finance Directors' Summit, held annually in London, is described by its organiser as the premier annual gathering of council treasury managers and finance directors in the UK, drawing more than 100 local authorities. The 2022 edition, the fourteenth, ran as two events in one day so delegates could move between treasury and finance director sessions. The sixteenth annual edition took place in September 2024 at 155 Bishopsgate in London, preceded by an invitation-only roundtable on the role of LGPS investment in national renewal. LATIF North extends the format to northern England, held in Manchester, Leeds and, in March 2024, York, with places free for up to two delegates per council and a conference dinner as part of the programme. Room151 subscribers are entitled to free delegate places at LATIF, up to five delegates per authority in recent terms, binding the publication and the conference tightly together.

The events portfolio has widened with the editorial remit. The LGPS Investment Forum, reaching its sixth edition in November 2026 at the Royal College of Surgeons in London, is aimed at administering authorities, pools and advisers, covering pooling, local investment and income generation. Other Room151 events listed for autumn 2026 include a Technology, Data and Finance Forum bringing together chief finance and chief information officers, and a session on local investment for the LGPS and the future of place-based capital in Birmingham. Roundtable reports from sponsored discussions appear on the website, extending the events' content to non-attendees.

Business Model

Room151 is a small, privately owned publishing and events company. Its revenue logic is typical of successful business-to-business media: subscriptions and membership for premium content, free delegate places used to deepen subscriber relationships, sponsorship and exhibition income from financial firms that want access to council decision-makers, and paid events and roundtables. Treasury and investment suppliers, from money market fund providers to advisers, have an obvious reason to reach an audience that controls tens of billions in investments and borrowing, and Room151's combination of news, data from its surveys and face-to-face forums gives them several routes to do so. The tenth-anniversary and survey coverage alike show a title confident in that position, acting as an intermediary between local government finance officers and the market that serves them.

A Decade of Change in Council Finance

Room151's archive doubles as a record of how local government finance changed in the 2010s and 2020s. Its anniversary analysis documented borrowing nearly doubling in a decade, including £7 billion attributable to the 2012 council housing self-financing reform and around £8 billion allegedly spent on property investments, as the Public Accounts Committee reported, alongside £23 billion borrowed but not yet spent as cash investments doubled. It recorded the Public Works Loan Board providing most of the increase in borrowing, short-term borrowing rising from 1 per cent to 9 per cent of the total, and banks and building societies losing share as investment counterparties after the 2008-09 financial crisis. Later coverage followed councils into financial distress, the debate over exceptional financial support, and the pause and review of local government reorganisation, which its reporting described as putting finance chiefs back into turmoil. A reader following Room151 across its life would have a coherent, practitioner-level history of the era.

Place in Trade Media

Room151 occupies a specific and defensible corner of British trade publishing. General local government titles cover councils broadly; national newspapers cover council finance only when it becomes a crisis. Room151 covers it every day, in technical depth, for the officers personally responsible for it, and reinforces that coverage with the sector's best-known treasury conference, regional sister events, a pensions forum, newsletters and benchmark surveys. Launched in 2011 from an events business, it has grown into the reference point for local authority treasury, funding and LGPS investment news in the United Kingdom, proof that a small, privately owned title can dominate a niche by knowing its readers' statutory duties, professional language and annual calendar better than anyone else.
