About DIPR Ladakh

DIPR Ladakh

DIPR Ladakh is the Department of Information and Public Relations of the Union Territory of Ladakh, based in Leh. It issues the official news, features and photographs from Leh and Kargil districts that are carried by Ladakh's newspapers, radio services and news portals, and it runs the administration's publicity, media events and journalist-support programmes across one of India's most remote and high-altitude regions. As the youngest information department in the country, created for a Union Territory that itself dates only from 2019, DIPR Ladakh documents how a government communication system is built from the ground up.

Origins in the Creation of the Union Territory

Ladakh became a Union Territory on 31 October 2019 under the Jammu and Kashmir Reorganisation Act, 2019, when the former state of Jammu and Kashmir was bifurcated into the Union Territories of Jammu and Kashmir and Ladakh. Ladakh, a territory without a legislature administered through a Lieutenant Governor, comprises two districts, Leh and Kargil, which had previously received official information services through the Jammu and Kashmir information machinery. A separate Department of Information and Public Relations was therefore a necessary part of the new administration: the Union Territory needed its own channel to issue press releases, place official notices, accredit and support local media, and present the administration's programmes to a population spread across a vast cold-desert landscape. The department's district presence in both Leh and Kargil reflects that two-district structure, with the headquarters in Leh, the territory's largest town and administrative capital.

Leadership and Organisation

The department works under an Administrative Secretary for Information and Public Relations and a Commissioner Secretary, a role held by Padma Angmo, whom departmental accounts credit with leading DIPR Ladakh from 2021 and under whose supervision its district units expanded their activities. At the operational level, a Joint Director of Information for Ladakh supervises the district teams; Joint Director Imteaaz Kacho is recorded welcoming guests at departmental festivals, chairing experience-sharing sessions with Kargil journalists and leading the department's training workshops. District units operate in Leh and in Kargil. A 2026 outsourcing notice for the department illustrates its current staffing model and skill needs: positions sought for engagement at DIPR included a team leader for media, reporting and information, education and communication work; a reporter and content writer; a graphic designer; and an English and Hindi translator — a small team combining reporting, design and translation for a multilingual territory.

The Daily News and Publicity Function

DIPR Ladakh's core task is the daily flow of official information. Its press releases, published through the Union Territory administration's portal at ladakh.gov.in, carry the official record of government programmes, council meetings, welfare campaigns and events in Leh and Kargil to local media. The job descriptions published for its media team describe the work precisely: overall coordination of media and communication support, monitoring of information, education and communication activities, quality and accuracy checks on press releases, publicity material and content posted on DIPR's social media platforms, and coordination of public address systems, publicity and branding material at important functions of the Union Territory administration. In a region where settlements are separated by mountain passes and winters are severe, this organised publicity system — releases, social media, event branding and public address — is the practical means by which official information reaches villages that national media rarely visit.

DIPR Kargil and Kargil Nama

The department's Kargil unit has a publishing identity of its own. DIPR officials have highlighted the bi-monthly magazine Kargil Nama as a notable achievement of DIPR Kargil, produced under the leadership of the Commissioner Secretary with editorial supervision by its editor, Mansoor Peer. The magazine gives the district administration a feature-format outlet beyond daily press releases, carrying longer coverage of Kargil's events and development work. Departmental reviews have also praised DIPR Kargil's coverage of events across the district — no small task in a district of scattered valleys along the Line of Control. The Kargil unit's work shows DIPR Ladakh adapting the classic Indian district information office model, in which the same small team reports news, publishes a magazine and supports the local press, to Ladakh's second district.

Working With Ladakh's Journalists

Capacity building for local media is a recurring part of the department's programme. DIPR Kargil has organised one-day workshops on media reporting, photography and related professional skills for its own staff and for working journalists, with sessions by outside resource persons on the craft of writing, press release formats, the difference between hard news and feature writing, journalistic ethics, and the fundamentals of photography including light, aperture, shutter speed and camera handling during news coverage. Senior officers at these events have described the media as the fourth pillar of democracy and a bridge between government and public, stressed the need to counter fake news by digging deep into stories, and committed to continuing such programmes. The department has also stated that a Journalist Welfare Scheme for accredited media persons in Ladakh was under formulation, extending the welfare role that older state information departments play elsewhere in India.

Promoting Ladakhi Literature: The Himalayan Writers Conclave

In November 2024 DIPR Ladakh stepped into cultural programming on a regional scale, organising the first Himalayan Writers Conclave in Leh on 11 November 2024. The day-long event brought together literary figures from across the Himalayan region. The chief guest, the Chairman and Chief Executive Councillor of the Ladakh Autonomous Hill Development Council, Leh, commended the department for creating a common platform for Himalayan writers, emphasised the guidance writers give society, and pointed to council schemes encouraging young writers; the guest of honour, Commissioner Secretary Padma Angmo, spoke of translating stories from Ladakh for audiences outside the territory and taking them to a wider audience through digital media, even suggesting a Ladakh literature festival on the lines of the Jaipur Literature Festival. The department's Administrative Secretary framed the conclave's objective as knowledge sharing among writers of the Himalayan states and territories — a cultural mandate unusual for so young an information department.

Supporting Ladakhi Cinema

Days later, on 13 November 2024, the department organised a short film and documentary screening festival in Leh in collaboration with the Film and Television Federation of Ladakh, to support local filmmakers and give artists a platform to showcase their work. The Chairman and Chief Executive Councillor of the Kargil hill council, who attended as chief guest, highlighted the potential of Ladakhi filmmakers and of locations such as the Suru Valley for film shooting, praised the department's effort and announced a grant of Rs 10 lakh for making a film on the Suru Valley through DIPR. Speakers encouraged Ladakhi filmmakers to tell stories that could travel outside Ladakh. The festival established film promotion as part of DIPR's remit, connecting its information work to the territory's ambitions in cinema and tourism.

A Permanent Media Centre for Leh

The department's physical future has also been on the administration's agenda. The Lieutenant Governor of Ladakh reviewed a proposal for a Media Centre-cum-Office Complex for DIPR at Leh, a two-storey, disabled-friendly building designed to include an auditorium where Ladakhi filmmakers and artists could showcase their work. At the review, the Lieutenant Governor commended the steps being taken to promote local filmmakers and artists, advised maximising space to create openness, suggested increasing the auditorium's seating capacity, and proposed including a cafeteria within the building. Officials attending included the Commissioner Secretary for Information and Public Relations and the Assistant Director of Information at Leh. The proposal reflects the department's growth from borrowed office space toward a dedicated media headquarters serving both Leh's press corps and its creative community.

Role in Ladakh's Media Life

Ladakh's media is small, locally rooted and essential to a dispersed population, and DIPR Ladakh sits at its centre. It is the source of the official news that Leh and Kargil newspapers, radio and portals publish; the organiser of the workshops through which local journalists train; the publisher of Kargil Nama; the promoter behind the writers conclave and film festival; and the office planning a permanent media centre for the territory. Built only since 2019 alongside the Union Territory itself, the department combines the standard functions of an Indian information department — releases, publicity, media relations — with a cultural and developmental brief shaped by Ladakh's geography and its young film and literary scenes. Its releases and events are consequently a primary record of public life in India's highest Union Territory.
