Bounce 99.9 (CFWM)

Bounce 99.9 (CFWM-FM) is Winnipeg's adult hits radio station — a Bell Media outlet broadcasting on 99.9 MHz. It was the first radio station in Canada to adopt an adult hits format, giving birth to the "Bob FM" brand on March 4, 2002 — a brand credited as one of the inspirations behind the more famous "Jack FM." On May 18, 2021, it rebranded under Bell's national adult hits brand "Bounce Radio" with no change in format. Its history stretches back to AM station CKRC, and it moved to FM in 1996.

Overview

CFWM-FM is a commercial FM station licensed to Winnipeg, Manitoba, owned by Bell Media through its Bell Media Radio division. It broadcasts on 99.9 MHz, with studios at 1445 Pembina Highway (with sister station CKMM-FM) and a transmitter at Duff Roblin Provincial Park.

The station's format is adult hits, and it is part of Bell Media's Bounce Radio network. Its broadcast area covers the Winnipeg Metropolitan Region. Sister stations in the Bell Media Winnipeg cluster include CKMM-FM (103.1 Virgin Radio).

History

The station's roots are in CKRC, a Winnipeg AM station. In 1993, CKRC was purchased by two of its employees — sales executive Terry O'Rourke and general manager Bill Gorrie — who owned and ran it for three years. They received CRTC permission to move CKRC to the FM band in 1996; the new FM station adopted the call letters CFWM-FM (the CKRC calls now belong to an FM station in Weyburn, Saskatchewan) and branded as "Magic 99.9" with a soft adult contemporary format.

In 1997, O'Rourke and Gorrie sold CFWM-FM to Standard Radio. When Standard later acquired CKMM-FM and CFQX-FM from Craig Media, CFWM had to be sold, as the CRTC would not let one company own more than two FM stations in the same market. CFWM was sold to CHUM Limited in 2001 in exchange for CHOM-FM in Montreal.

On March 4, 2002, CFWM became the first station in Canada to adopt an adult hits format, launching the "Bob FM" brand. In 2007, CFWM was sold to CTVglobemedia (now Bell Media) as part of the CHUM acquisition. Longtime Winnipeg morning hosts Beau & Tom (on air since 1989) moved from CHIQ-FM to CFWM, with Frazier rejoining them in 2009. In 2011, the trio moved back to CHIQ, replaced by Jay Richardson and Andrea Collin.

On May 18, 2021, the station rebranded as "Bounce 99.9" under Bell's national Bounce Radio adult hits brand, with no change in format.

99.9's lineage reaches back to 1928 — it's one of the oldest call chains in Manitoba. In 1993, two of CKRC's employees, sales executive Terry O'Rourke and general manager Bill Gorrie, bought the station and ran it for three years. They got CRTC permission to move CKRC to the FM band in 1996; the new station adopted the CFWM-FM calls (the CKRC calls now belong to an FM station in Weyburn, Saskatchewan) and branded as Magic 99.9 with a soft adult contemporary format. In 1997 O'Rourke and Gorrie sold to Standard Radio; after Standard acquired CKMM-FM and CFQX-FM from Craig Media, CFWM had to be divested — the CRTC would not let one company own more than two AM or FM stations in the same market — and it went to CHUM Limited in 2001 in exchange for CHOM-FM in Montreal.

On March 4, 2002, CFWM became the first radio station in Canada to adopt an adult hits format, giving birth to the "Bob FM" brand — credited as one of the inspirations behind the more famous "Jack FM" branding. Created by Howard Kroeger, Bob FM was a Winnipeg staple from 2002. In 2007, CFWM and the other CHUM stations were sold to CTVglobemedia (now Bell Media). Longtime morning hosts Beau & Tom (together since 1989) moved from CHIQ-FM to CFWM; Frazier, who had hosted mornings on CHIQ with Beau & Tom from 1995 to 2000, rejoined them in 2009. On January 4, 2011, the trio moved back to CHIQ after its flip to classic hits, replaced by Jay Richardson and Andrea Collin.

On May 18, 2021, the station rebranded to Bounce Radio 99.9 under Bell's new national adult hits brand — the format unchanged, the on-air personalities staying on air, with a farewell tribute to Bob featuring yard signs outside the Pembina Highway studio. Bell launched Bounce on 25 stations across Canada that day, playing hits of the '80s, '90s, and 2000s. The station broadcasts from 1445 Pembina Highway alongside CKMM-FM, with its transmitter off McGillivrey Boulevard near Oak Bluff.

Programming

Bounce 99.9 plays adult hits — a wide mix of familiar favorites spanning decades — with minimal chatter and personality-driven shows. The station's programming targets adult listeners with a "play anything" attitude inherited from the Bob FM era. Its hosts are familiar Winnipeg voices, and the station runs contests and promotions tied to the city's events.

Coverage and Audience

CFWM's signal covers the Winnipeg Metropolitan Region. The station targets adult listeners, competing with Corus's and Rogers' music outlets and streaming services. In Spring 2017, it held a 5.9 share in the 12+ demographic per Numeris data.

Bob FM's origin story is one of radio's best-documented happy accidents. The format was largely conceived by Howard Kroeger, a programming executive at CHUM Group Radio, after attending a friend's 40th birthday party in 2000: the music playing was early-MTV-era songs that weren't getting radio airplay, so Kroeger conducted an informal focus group with the party guests on the spot and recognized a void in the music-radio space. He was operations director for CHUM's Winnipeg stations, which gave him research and a signal — and Magic 99.9, freshly acquired from Standard Radio, was obviously no longer going to be an AC station. The "Bob" moniker came from a Minneapolis–St. Paul country station (then WBOB) that had broadcast to the south years earlier; the name was originally short for "Best of the Best" and became an everyday-character brand. The first Bob FM debuted on CFWM on March 4, 2002, with "Bad Pete" Marier as its first morning host — and the format took off: it crossed into the United States in 2003 (Honolulu, then Oklahoma City), inspired Rogers to license Jack FM (Vancouver, December 2002) and Corus's Joe FM and Dave FM, and today a syndicated version is offered by Envision Radio Networks and heard on more than 40 US stations. Playlists of over 1,000 songs — versus roughly 500 at most commercial stations — were part of the formula: "mile wide, inch deep," mostly album rock, alternative, and pop hits of the '80s and '90s with the occasional unexpected dance or novelty song, and sarcastic prerecorded quips instead of live DJs outside mornings.

Ownership

CFWM-FM is owned and operated by Bell Media, Canada's largest commercial broadcaster. Bell acquired the station in 2007 as part of its purchase of CHUM Limited via CTVglobemedia. Earlier owners included Terry O'Rourke and Bill Gorrie (1993–1997), Standard Radio (1997–2001), and CHUM Limited (2001–2007).

Digital Presence

Bounce 99.9 streams live through Bell Media's iHeartRadio Canada platform, with podcasts and show highlights available on demand. The station maintains active social media accounts promoting its hosts, contests, and events. The station is associated with the iheartradio.ca/bounce/winnipeg web portal; directory listings cite that URL as the station's official website.

The station's history — from the CKRC AM days through the 1996 FM move, the pioneering 2002 Bob FM launch, and the 2021 Bounce rebrand — is documented in CRTC licensing records and industry coverage.
