About TV Edukasi

TV Edukasi

TV Edukasi, known in its early years as TVE, was Indonesia's national educational television station, owned by the country's education ministry and operated as a public service for schools, teachers and learners across the archipelago. It was made official on 12 October 2004 by the Minister of National Education, Abdul Malik Fadjar, and it broadcast for more than eighteen years before its television service stopped on 1 February 2023. The station was headquartered at the Pustekkom Building on Jalan RE Martadinata in Ciputat, South Tangerang, in the province of Banten, the home of the ministry's centre for educational technology. Its purpose was stated plainly: to spread information to the education sector, and to support equity of access to education, improvement in the quality of education, and the national programme of nine years of compulsory basic education. In a country of thousands of islands, TV Edukasi was an attempt to use broadcast television to carry lessons and teacher development to places that schools, books and trainers could not easily reach.

Founding and the Pustekkom mission

TV Edukasi grew out of the work of Pustekkom, the ministry's centre for information and communication technology in education, whose task was to develop and evaluate educational technology and to promote the use of ICT for learning. Ministry reporting records that learning media based on television and video began to be developed from 2004, with the educational broadcasts known as Televisi Edukasi, alongside the Suara Edukasi audio service. The station was inaugurated in that context: not as an entertainment venture, but as one product in a family of ministry learning media that also included radio, video on demand and, later, the Rumah Belajar learning portal. International education reporting on Indonesia notes that the government introduced the TV Edukasi programme in October 2004 aiming to support equity of educational access and quality improvement, and that Indonesia also participated in SEA EduNet, a satellite-based learning platform for sharing educational materials among Southeast Asian countries. The station's slogan in its early period, rendered in Indonesian as mannered and educating, summed up the intended tone: courteous, and instructive.

Ownership and organisation

Throughout its life TV Edukasi belonged to the state. Its owner is recorded as the Ministry of Education, Culture, Research, and Technology, the name the education ministry carried in the station's final years after a series of governmental reorganisations; in its earlier years the owning ministry was the Ministry of National Education and then the Ministry of Education and Culture. The station operated from the Pustekkom complex in Ciputat, South Tangerang, and formed part of a small family of ministry educational media: its sister service was Radio Edukasi, broadcasting on AM 1251 kHz from Yogyakarta. Because it was a ministry station rather than a licensed commercial broadcaster, TV Edukasi sat outside the usual categories of Indonesian broadcasting law in practice, as one of the indirectly government-operated channels that existed alongside the public broadcaster TVRI, private networks, subscription services and community stations. Its funding, staffing and editorial direction therefore came from the education bureaucracy itself, and its schedule was set by educational priorities rather than by advertising.

Two channels: one for students, one for teachers

A defining feature of TV Edukasi was its division into two channels with distinct audiences. The first channel served students, carrying curriculum-linked instructional programming for school levels; the second channel served teachers, carrying professional development material intended to raise teaching quality. That split reflected the ministry's twin concerns: learners in remote areas who lacked qualified teachers or materials, and teachers themselves who needed continuing training that geography made difficult to deliver in person. Programming accordingly mixed formal lessons aligned to the school curriculum with enrichment and information for the wider education community. The station's picture format in its later years is recorded as 1080i high definition, a reminder that the service continued to modernise technically even as viewing habits shifted towards the internet. For many of its viewers, however, the essential technology remained simple: a television set and a satellite dish or a local relay station, in classrooms and homes far from the ministry's offices in Jakarta and South Tangerang.

The TVRI partnership and widening reach

From its first year, TV Edukasi understood that a ministry channel alone could not reach a national audience, so it partnered with TVRI, Indonesia's public television network. Under that partnership, which began in 2004, TVRI relayed TV Edukasi's daytime broadcasts, putting educational programming onto the one network with genuinely national terrestrial coverage. The partnership lasted into the early 2010s, ending around the middle of that decade; listings of the station's partner channels record TVRI as a partner from 2004 to 2014, followed by a period of cooperation with Sindo TV in 2014 to 2015. Beyond those national arrangements, TV Edukasi built an extensive relay network of local and institutional partners across Indonesia. Its cooperation network included local stations from PKTV, Fajar TV, Ruai TV and Surabaya TV to Bali TV, Batik TV, TVKU and many others, as well as regional TVRI stations, pay television and satellite distributors, and eventually live streaming on YouTube. Even Spacetoon, the children's channel, relayed TV Edukasi for a period before its own move of frequency ended that arrangement. This patchwork was the station's real distribution system: dozens of local windows through which a single national educational service could be seen.

Programming for the school system

The core of the schedule was instructional. TV Edukasi served the formal school system, with programming organised around the levels of Indonesian education — early childhood, primary school, junior high school and senior high school — and around the subjects of the national curriculum. Education profile reporting describes the programme as a government educational broadcast introduced to broaden delivery of schooling, and ministry documents describe television and video learning models developed by Pustekkom from 2004 as part of a broader push to provide learning resources where printed materials were scarce. The station also carried information programming for the education sector as a whole: announcements, explanations of policy and material intended to keep teachers, students and parents connected to the national system. The annual Kihajar Award events run by Pustekkom, which recognised the use of technology-based learning media by schools, treated the take-up of TV Edukasi and Suara Edukasi broadcasts by schools as one measure of how far the ministry's learning media were actually being used in classrooms.

Belajar dari Rumah and the pandemic years

The station's most prominent late role came during the COVID-19 pandemic. When schools closed, the ministry created Belajar dari Rumah, Learning from Home, a television education block that began on 13 April 2020 in partnership with TVRI. For almost a year the block ran on the public network; then, from April 2021, it was moved to TV Edukasi, the ministry's own station. On weekdays the block carried a preschool programme and instructional programming for every school level, together with a parenting programme, and in prime time it showed selected children's films and national films; at weekends it carried educational and cultural programming for all ages. The morning block ran for three hours and the evening block for two. The move gave TV Edukasi a renewed national relevance at a moment when television was, for many households without reliable internet, the only practical channel for schooling — and it demonstrated the original logic of the station, sixteen years after its founding, in an emergency its founders had not foreseen.

Place among ministry learning media

TV Edukasi never stood alone. It belonged to an ecosystem of ministry learning services that came to include Radio Edukasi and Suara Edukasi in audio, video on demand, the Jardiknas national education network launched in 2006 to connect educational institutions, and the Rumah Belajar portal, which provided learning materials and communication facilities for early childhood, elementary, junior high, senior high and vocational education. Ministry teacher training in ICT made use of the same family: teachers preparing technology-integrated lesson plans drew on learning resources that included the television service, video on demand and the portal's other features. Judged in that context, the station was the broadcast arm of a long-running state project to use technology to equalise education across an archipelago — a project in which television was the earliest mass medium, later joined and partly overtaken by online platforms. Its history therefore mirrors the wider shift in Indonesian educational technology from satellite and terrestrial delivery towards internet-based learning.

Closure in 2023

The end came quietly and by stages. From 1 February 2023, TV Edukasi stopped airing on three live streaming platforms through which many of its later viewers watched: IndiHome TV, including its IPTV service, the Vidio platform, and MAXStream. That date is recorded as the station's closure. Indonesian reference listings note that afterwards the service could still be found through the Televisi Edukasi and Rumah Belajar YouTube channels, a residual online presence rather than a broadcast station. The closure closed a chapter that had begun in 2004: for eighteen years Indonesia had maintained a dedicated educational television station, through changes of ministry name, of technology and of curriculum, and through a pandemic in which it briefly returned to the centre of national education policy. Its passing reflected the migration of educational media to the internet platforms that the ministry itself had been building alongside it.

Legacy

TV Edukasi's legacy is institutional rather than commercial. It demonstrated, at national scale and over nearly two decades, that a government could run a curriculum-facing television service as part of its education system, with a channel for students and a channel for teachers, distributed through a public broadcaster partnership and a wide relay network of local stations. It carried the idea of distance learning into Indonesian homes long before online learning became universal, and in 2020 and 2021 it provided the home for Belajar dari Rumah when schools were shut. Education analysts writing about Indonesia's use of technology to broaden and improve education delivery singled the station out as the country's own schools broadcast, launched in 2004 as part of a satellite-based approach to sharing learning. Although the station itself has closed, the services that surrounded it — the learning portal, the radio services and the ministry's digital platforms — continue the same mission by other means, and the model of a state educational channel remains part of the history of both Indonesian broadcasting and Indonesian public education.
