About ARB

ARB

ARB is a nationwide private television channel in Azerbaijan, broadcasting in Azerbaijani from Baku. Its name abbreviates Azerbaijani Republic Broadcaster, in Azerbaijani Azərbaycanın Respublika Yayımçısı. The channel was launched on 10 May 2014 as Region TV, created by the merger of six regional television stations, and was rebranded as ARB on 19 September 2016. It is the flagship general channel of ARB Media Group, headquartered in the Yasamal district of Baku, with a schedule mixing news, social programmes, entertainment and reality shows. The ARB experiment was structurally novel in Azerbaijani television: instead of a new Baku station expanding outward, six existing regional broadcasters pooled themselves into a single national channel, while their home services continued as regional channels under the same group. The group around the flagship came to comprise eight television channels in total, including the news channel ARB 24, the children's channel ARB Günəş and regional services for the south and north, together with the radio station Kapaz FM, although, as this profile explains, the group's present licensing structure is more fragmented than its branding suggests.

Region TV: a national channel built from six regional stations

ARB began life as Region TV on 10 May 2014, formed by the merger of six regional television stations. The stations that combined are documented in the history of its sister news channel: Türkel TV of Tovuz was one of the six, and the group's later roster names the regional services that fed the project, Kapaz in Ganja, Shaki, Aran, Shimal in Khachmaz and Canub in Lankaran. The logic was consolidation. Azerbaijan's regional channels served single districts with limited resources, while national advertising and audiences belonged to the Baku channels. By merging six regionals into one national terrestrial service, their owners created a channel with a ready-made regional production base and a claim to speak for the country beyond the capital. Region TV broadcast as a general channel for just over two years under that name. The merger model also explains the group's enduring shape: a national flagship in Baku, thematic channels on satellite, and regional channels that kept their local identities inside the group rather than disappearing into it.

Rebranding as ARB in September 2016

On 19 September 2016 Region TV was rebranded as ARB, and the whole group took the same identity on the same day: Türkel TV became ARB 24, Günəş TV became ARB Günəş, and the regional stations became ARB Kapaz, ARB Shaki, ARB Aran, ARB Shimal and ARB Canub in group branding. The simultaneous rebrand is one of the best-documented facts in Azerbaijani television history because it is recorded in the individual histories of each sister channel. The name ARB, Azerbaijani Republic Broadcaster, asserted national status for a channel that had begun as a federation of regionals. The flagship's picture format is listed as 1080i high definition, and its headquarters are in the Yasamal raion of Baku, the district that also hosts ATV and the ARB 24 news operation. The group's own description of the project, preserved in website-directory records of arbtv.az, calls it the largest media partnership project in the South Caucasus, comprising eight television channels, one national broadcaster in ARB TV, five regional televisions, two thematic satellite channels, ARB 24 and ARB Günəş, and one radio channel, Kapaz FM.

Programming: news, social programmes, entertainment and reality

ARB's broadcast schedule includes social programmes, news broadcasts, entertainment programmes and reality shows, in the summary given by academic channel surveys, which studied ARB alongside AzTV, İTV, ATV, Space TV and Khazar TV as one of the country's existing national channels. That mix defines the flagship's position: a general channel with a stronger social-programme strand than the pure entertainment services, reflecting its regional origins and the everyday concerns of audiences outside Baku, combined with the entertainment and reality formats that national commercial television requires. Its news broadcasts give it a general-channel completeness alongside its sister ARB 24, the group's dedicated rolling news service. Media Landscapes lists ARB among the five privately owned stations with national reach and pro-government views, alongside the now-closed Lider, Space, ATV and Khazar TV, and its general assessment that Azerbaijani national channels fully cover the activities and views of the authorities applies to ARB's news as to its competitors'. No independently audited current audience share for ARB is published in the sources consulted for this profile, and none is claimed here.

The ARB Media Group family

Understanding ARB requires its family. ARB Media Group operates the flagship ARB; ARB 24, the twenty-four-hour news channel created in 2016 from Türkel TV and licensed in 2017 as a national news channel; ARB Günəş, the children's channel created from Günəş TV, launched 1 April 2015 and available nationwide via satellite and cable; ARB Canub, the southern regional channel based in Lankaran, launched in 2006 as Cenub TV; ARB Shimal, the northern channel based in Khachmaz, launched 15 November 2007 as RTV; Kapaz TV in Ganja; and Kapaz FM radio. Earlier group rosters also carried ARB Aran and ARB Shaki. That is a substantial regional footprint, unmatched by the Baku-only private groups, and it is the direct inheritance of the 2014 merger. The flagship's website is arbtv.az. The group presents the eight-channel, one-radio structure as a single partnership, and for programming and branding purposes that is accurate. For legal and licensing purposes, as the next section explains, the picture is less unified.

Ownership and licensing: what can and cannot be verified

This profile states the ownership position openly, because the evidence requires it. The State Media Monitor, in its most recent review, removed ARB Media Group from its dataset because it could not verify the current shareholders or beneficial owners of the licensed ARB entities, or establish a common ownership and control chain across the services. The Audiovisual Council's public register identifies the operating entities separately: ARB and ARB 24 are licensed to ARB 24 LLC; ARB Canub to CTV LLC; ARB Shimal to RTV LLC; and Kapaz TV and Kapaz FM to the Kapaz Independent Teleradio Company LLC. The regulator's current regional television list includes ARB Günəş, ARB Canub and ARB Shimal, lists Kapaz TV separately, and does not carry ARB Aran or ARB Shaki under those names. A 2021 secondary ownership study attributed an unspecified interest in ARB TV to Ismat Sattarov but provided neither a percentage nor a corporate record. Sattarov had led ARB Media Group before being appointed to the National Television and Radio Council on 4 April 2020 and elected its chairman on 6 April 2020, when Radik Ismayilov replaced him as head of ARB Media Group. The documented record therefore supports a prior-affiliation and revolving-door observation, not a verified current ownership claim, and this profile makes none.

Regulatory record

ARB's documented regulatory record is short and specific. In August 2020 the National Television and Radio Council ordered ARB suspended for three hours, alongside Xəzər TV, for airing advertisements for over sixteen minutes, in breach of advertising-duration rules. On 12 April 2023 the Audiovisual Council, acting under the Law on Media, decided to suspend the programmes of the ARB television channel, broadcast by ARB 24 LLC as national terrestrial broadcaster, on 16 April 2023 for three hours because of inaccurate advertising broadcast in February 2023. On 1 May 2023 the council issued ARB with a warning, together with Xəzər TV, ATV and Dünya TV, over prohibited advertising of medical services for artificial termination of pregnancy and artificial insemination under Article 29.5 of the Law on Advertising, for spots broadcast in March and April 2023 identified by the antimonopoly and consumer-market authority. All three episodes concern advertising compliance, not journalism or programme content, and all were resolved with the short suspensions and warnings that are the Azerbaijani regulator's standard instruments. No licence action against ARB is recorded in the sources consulted.

Distribution and technical profile

ARB broadcasts nationwide terrestrially in Azerbaijan's digital system, the analogue network having been switched off in stages ending on 20 December 2016, two months after the ARB rebrand, and is carried by cable and satellite, with streaming extending its reach online. Its listed picture format is 1080i HDTV. Television penetration in Azerbaijan was recorded at 99 percent in 2014, with cable in 28.1 percent of households in 2013 and 59.1 percent in Baku, so the flagship's addressable audience is the full television population, while its group's regional channels add district-level coverage in Ganja, Lankaran, Khachmaz and other centres that Baku channels do not localise. That combination, one national feed plus genuinely regional sister services, remains ARB's structural distinction a decade after the merger. The group's satellite thematic channels, ARB 24 and ARB Günəş, are available nationwide via satellite and cable by design. No verified audience measurement for the flagship is published in the international sources consulted here.

Place in the Azerbaijani television system

ARB is the youngest of Azerbaijan's established national general channels, and the only one created by consolidation rather than by a fresh licence or a state decision. In the standard count of forty-seven Azerbaijani channels, it sits in the private national tier with ATV, Xəzər TV and Space TV, below the state AzTV channels and the public İctimai in institutional seniority but fully national in reach. Its creation in 2014 also marked the moment Azerbaijan's regional television sector, long a collection of small district stations, was reorganised into a networked group, a restructuring that anticipated the regulator's later licensing lists in which the ARB regional brands persist as separately licensed services. Academic researchers include ARB in the standard sample of national channels when studying Azerbaijani television content, confirming its place in the core system. Its sister news channel's perpetual terrestrial licence of 2017 further embedded the group in the national structure, giving the ARB family both a general and a news national service, a pairing matched only by the state group.

Limits of the public record

A directory profile should say plainly where its subject's record is thin, and ARB's is thin in English-language and international sources. Beyond the launch, merger, rebrand, programme categories, headquarters, group roster and the regulatory and licensing records set out above, there is little independently verified detail available about ARB's individual programmes, presenters, finances or audiences, and its beneficial ownership cannot be verified at all from public records, as the State Media Monitor found. Azerbaijani-language trade coverage of the channel exists but could not be corroborated for specific additional claims, so this profile does not repeat uncorroborated programme titles, ratings claims or executive biographies. The channel's importance does not depend on those details: it rests on the documented novelty of its creation, the scale of its group and its continuing presence as a national channel. Readers who need programme-level or corporate detail should consult the Audiovisual Council's licence register and the channel's own arbtv.az service, which are the authoritative sources for those questions.

Assessment and current status

ARB remains in active operation as the flagship general channel of ARB Media Group, broadcasting in Azerbaijani nationwide from Yasamal, Baku, in high definition, with news, social programmes, entertainment and reality shows. Its achievement is organisational: launched on 10 May 2014 as Region TV from the merger of six regional stations and rebranded on 19 September 2016, it turned Azerbaijan's fragmented regional television into a national group of eight channels and a radio station, the largest media partnership in the South Caucasus by its own description. Its limits are transparency limits rather than broadcasting ones: a licensing structure spread across several LLCs, a group roster that the regulator's current lists only partly match, and beneficial ownership that independent monitors state they cannot verify. For a directory reader, the essential facts are its 2014 launch, its Region TV origin, its 2016 rebrand, its Baku headquarters, its ARB Media Group family including ARB 24 and ARB Günəş, and its general-channel format. Its sister news channel, ARB 24, has a separate profile in this batch.
