About Canal 3 Formosa

Canal 3 Formosa

Canal 3 Formosa is an Argentine free-to-air television channel broadcasting from the city of Formosa, capital of the province of the same name in the country's north-east, on channel 3. It is operated by the Government of the Province of Formosa through the Subsecretaría de Comunicación Social, and forms part of the provincial radio and television complex together with FM Tropical. The station began regular transmissions on 10 June 1987 under the commercial name Formosa Televisión Color — FTC — and has maintained, in the words of the provincial government, the imprint of diffusing "our own things": a programming that prioritises the themes of provincial interest, with local production from Formosa.

The channel's headquarters are those of the Subsecretaría de Comunicación Social, at Avenida 9 de Julio 30 in the city of Formosa, and its signal is seen across Formosa Province and surrounding areas. Canal 3 is the younger of the province's two state open channels: it was created in 1987 to give the provincial government a screen of its own alongside the older Canal 11, known as Lapacho TV, and together the two signals compose the public television of Formosa, integrated in the Red Formoseña de Medios de Comunicación, the provincial media network.

Overview

Canal 3 is a public channel with varied programming. A part of its schedule consists of regional content, much of it produced by the channel itself: its news service Canal 3 Noticias, the morning magazine Magazine, the general-interest programme Estar bien, the Saturday programme Modo Finde and the Sunday programme Domingón, among other local productions. The station broadcasts in Spanish and presents itself, through the provincial government's communication, as a medium that reflects the profiles of the province and its people, with live transmissions from different points of the country and the daily reflection of local information.

History

The origin of Canal 3 lies in an unusual institutional situation. Formosa already had a provincial channel — LT 88 TV Canal 11, launched in 1978 — but by the mid-1980s that station had passed into the orbit of the national state, in a transfer whose validity the province would later contest before the Supreme Court; the Court declared the transfer null in 1989, although the restitution of Canal 11 to the province was only ordered by presidential decree in 1997 and effected at the end of 1999, when Lapacho TV was born under provincial control. In the meantime, the provincial government lacked a television screen of its own. To remedy this, Governor Floro Bogado declared a State of Informative and Social Communication Emergency throughout the provincial territory, which permitted the launch of a new signal — and of Radio Tropical, FM 96.5 — under the sphere of the Formosa government.

The licence began regular transmissions on 10 June 1987, operated commercially as Formosa Televisión Color. From that day, Canal 3 has transmitted without interruption, according to the provincial government's anniversary accounts, maintaining its identity as the channel of provincial production. Together with FM Tropical it forms the provincial radio and television complex, under the Subsecretaría de Comunicación Social, which depends on the Ministry of the General Secretariat of the Executive Power. The complex celebrated its twentieth anniversary in 2007 with remodelled installations in its headquarters building in the capital, its twenty-third anniversary in 2010 and its thirty-fifth in 2022, on each occasion renewing its commitment to the Formosa audience.

Ownership

Canal 3 is owned by the provincial state of Formosa and operated by the Government of the Province of Formosa through the Subsecretaría de Comunicación Social. It belongs to the same public structure as FM Tropical — today on 96.9 MHz — with which it shares the provincial radio and television complex, and it is integrated in the Red Formoseña de Medios de Comunicación, the network through which the provincial state organises its public media, alongside LT 88 Canal 11 Lapacho, restored to the province in 1999. The provincial government presents the channel's programming as prioritising the diffusion of topics of provincial interest, with local production and the protagonism of professional journalists of the medium.

The two-channel provincial system

Canal 3 cannot be understood without its elder sibling. Canal 11 of Formosa was licensed to the province in 1970 — originally on the channel 3 frequency, later changed to channel 11 — and began transmissions on 8 April 1978 as LT 88 TV, inaugurated to transmit the 1978 football World Cup. Transferred to the national state under the military regime, it was claimed back by the province after the return of democracy in 1983; the Supreme Court's judgment of 24 August 1989 annulled the transfer, Presidential Decree 14 of 8 January 1997 ordered its restitution, and on 9 December 1999 Governor Gildo Insfrán received the station into the provincial orbit, with Lapacho LT 88 Canal 11 born days later, on 13 December 1999. Canal 3, created twelve years earlier precisely because Canal 11 was not then in provincial hands, continued afterwards as the second signal of the recovered provincial system, retaining its own identity as Formosa Televisión Color and its base in the Subsecretaría de Comunicación Social building.

Programming

The programming of Canal 3 consists in part of content of regional origin, several of them produced by the channel itself. Its emblematic local titles are Canal 3 Noticias, its news service; Magazine, a morning news magazine; Estar bien, a general-interest programme; Modo Finde, a Saturday programme; and Domingón, a Sunday programme, among other local productions. The grid thus covers the whole week with provincial production, from weekday news to weekend general interest, reflecting the channel's founding purpose of diffusing "las cosas nuestras" — the things of Formosa — with a particular style, including live transmissions from different points of the country covering events of public significance.

News operation

Canal 3 Noticias is the channel's news service, with its principal focus on the province of Formosa. It has two editions, broadcast from Monday to Friday at 12:00 and at 21:00. The service covers the provincial government seated in the capital, the municipalities of the interior — from Clorinda, the province's second city on the Paraguayan border, to the towns of the Bermejo and Pilcomayo basins — and the daily life of a province whose society the channel was created to inform. Its morning companion, Magazine, opens the broadcast day with news and service information in magazine form.

Distribution and reach

Canal 3 is seen in the province of Formosa and surrounding areas from its transmitter in the provincial capital. As part of the provincial radio and television complex, its distribution is a function of the provincial state, and its signal forms part of the offer of the Red Formoseña de Medios. The channel's listed web presence is hosted through the provincial news agency AGENFOR, which publishes its content on the agency's site — a structure consistent with its character as a service of the Subsecretaría de Comunicación Social rather than a commercial broadcaster.

Digital presence

Canal 3's online home is a section of AGENFOR, the Formosa news agency, within the provincial government's communication system. There the channel's identity, schedule and news are presented to digital audiences, while the anniversaries and institutional life of the Canal 3 and FM Tropical complex are chronicled on the official site of the Government of Formosa. The digital footprint of the station is thus that of a public service integrated into the provincial state's own platforms.

Audience and significance

Canal 3 Formosa is a singular case in Argentine television: a provincial channel created in 1987 not because the province lacked television, but because it lacked a television of its own. Born of a declared state of informative emergency, it gave the Formosa government its own screen during the years when the older Canal 11 was in national hands, and it kept that role after 1999 as the second signal of the provincial public system. For more than thirty-five years of uninterrupted transmission, Canal 3 has been the everyday mirror of Formosa — its news at midday and at night, its Saturday and Sunday magazines, its coverage of provincial events — and a standing example of how, in Argentina's smaller provinces, television has been as much an instrument of statecraft as of entertainment.
