China Art News, known in Chinese as Zhongguo Yishu Bao (中国艺术报), is a Chinese-language weekly newspaper published in Beijing under the China Federation of Literary and Art Circles (CFLAC), the umbrella body for China's national arts associations. It covers literature, theatre, film, music, fine art, dance, folk arts, photography and calligraphy from the perspective of the official arts system, reporting association activities, major exhibitions and performances, arts policy and criticism. Read by artists, cultural officials and arts administrators, it is the CFLAC system's newspaper of record for the professional arts world in China — the place where the organised arts establishment announces, documents and debates its own activity.
China Art News cannot be separated from its parent. The China Federation of Literary and Art Circles was established in July 1949, three months before the founding of the People's Republic of China, at the first National Congress of Literary and Art Workers in Beijing. It is a people's organisation composed of the national associations of writers and artists, the provincial and municipal federations, and industry federations. The federation's own introduction records that it practises group membership and has 55 group members, including 14 national associations of writers and artists, 32 provincial-level group members and nine national enterprise or trade federations. Its national congress is held every five years and elects a national committee and presidium; its presidents have included Guo Moruo, Zhou Yang, Cao Yu, Zhou Weizhi and Sun Jiazheng, and its current president is the novelist Tie Ning. Reference works on the federation list the China Art Newspaper among its publications, alongside periodicals such as Contemporary TV, Popular Cinema and Popular Photography.
Most Chinese arts journalism is organised by art form: a film paper for cinema, a photography paper for photographers, literary journals for writers. China Art News is unusual in spanning the federation's entire remit in a single weekly newspaper. A single issue can move from literature to theatre, film, music, fine art, dance, folk art, photography and calligraphy — the full list of fields covered by CFLAC's member associations. That breadth is a direct expression of the federation's structure: because CFLAC exists to unite all of the arts under one organisational roof, its newspaper exists to give all of them a common public platform, and to let each art form see itself as part of a single national cultural undertaking.
The paper's bread-and-butter reporting is the activity of the associations themselves: congresses and committee elections, member activities in the provinces, training programmes, delegations, awards and the federation's campaigns and initiatives. CFLAC and its associations administer some of China's most important arts honours and run festivals, exhibitions and competitions across every art form; the federation's English introduction notes that its undertakings include professional art festivals, non-profit literary and art activities, competitions, review and research work, programmes that send writers and artists into everyday life for creative material, voluntary services, professional training, protection of artists' legal rights and international cultural exchange. China Art News is the printed record of that programme — the medium in which an association's exhibition in a provincial capital or a training class for young performers becomes visible to the national arts establishment.
Alongside organisational news, the paper reports major exhibitions and performances: national art exhibitions, theatre festivals, film events, concerts and dance productions, folk-art showcases and calligraphy and photography shows. For arts administrators — the officials in cultural bureaus, federation branches and arts institutions who form a large share of its readership — this coverage functions as a professional calendar and a survey of what the official arts system is producing. Reviews and criticism sit within the same pages: the paper carries critical writing on new works, so that documentation and judgment, the two classic functions of an arts newspaper, are performed by the same title.
China Art News reports arts policy from the perspective of the official arts system. Cultural policy in China — on the support of particular art forms, the reform of state troupes and academies, the promotion of works overseas, or the building of online platforms for literature and art — is substantially made and implemented through the federation and association structure. A reform plan for the literary and art federations issued by the General Office of the CCP Central Committee, for example, called on CFLAC to update its literary and art exchange mechanisms, strengthen cultural confidence and build online promotional platforms; such directives are the paper's home territory. Its policy coverage is therefore best read as the system explaining itself to itself: authoritative on what the establishment intends, and written for the people charged with carrying it out.
Reference descriptions of the paper name its readers precisely: artists, cultural officials and arts administrators. That is a professional readership, distributed through the organisational network the paper covers — federation branches in every province, the national associations, academies, troupes, galleries and cultural bureaus. For a working artist inside the official system, the paper is where opportunities, selections, awards and policy signals appear. For an administrator, it is a channel of communication from the Beijing centre to the provincial periphery. This dual function — professional journal and organisational bulletin — is characteristic of China's federation newspapers, and China Art News performs it for the largest cultural federation of all.
The paper is published in Beijing, where CFLAC is headquartered at Beishatan in Chaoyang District and where the national associations, the national academies and the major state performance and exhibition institutions are concentrated. Its reporting network is the federation itself: 32 provincial group members and their prefectural and county branches generate the local arts activity — exhibitions, performances, member work — that the national paper selects from and reports. The geography matters for understanding its pages: China Art News is a national newspaper assembled from a federation's worth of local cultural life, edited in the capital.
Beyond announcements, the paper carries arts criticism and discussion of the direction of Chinese art: debates about realism and innovation, about the health of traditional forms such as calligraphy and folk art in a commercial culture, about young artists and new work, and about how Chinese art presents itself internationally. Because its contributors are drawn from the associations and academies, its criticism represents the considered views of the professional establishment rather than the commercial press. Scholars of Chinese culture use such federation publications as primary sources for the official discourse of the arts — the terms in which the system praises, corrects and steers creative work.
International cultural exchange is one of CFLAC's stated undertakings, including exchanges with Hong Kong, Macao and Taiwan and the promotion of Chinese works overseas, and the paper reports that work: touring exhibitions and performances, visiting delegations, translation and the reception of Chinese art abroad. Programmes such as the federation's support scheme for young literary and artistic workers under 45 — selected through the member associations, supported with funds, instruction and promotion, and recorded in a national talent database — are the kind of initiative the paper documents for its domestic professional audience.
China Art News is significant as the newspaper of record of China's organised arts world. Other Chinese papers cover the arts as entertainment or as commerce; this weekly covers them as an institution — a federation founded in July 1949 that still unites 55 group members across every art form. For historians and researchers, its pages preserve the official arts system's own account of itself: its exhibitions and awards, its policies and campaigns, its criticism and its provincial life. Published in Beijing under the China Federation of Literary and Art Circles and read by the artists, officials and administrators who run that system, it remains the professional newspaper of the professional arts in China.
