About China Environment News

China Environment News

China Environment News (中国环境报, Zhōngguó Huánjìng Bào) is China's national newspaper specialising in environmental protection. Published in Beijing in Chinese by the China Environment News Press, a news unit directly under the Ministry of Ecology and Environment, it has been the principal printed voice of China's environmental administration since the mid-1980s. When it was launched, it was said to be the only national newspaper in the world devoted entirely to environmental reporting — a claim that captures both the paper's pioneering status and the early stage at which China created a dedicated environmental press.

Founding in 1984

The China Environment News Press was established in 1984, and China Environment News was launched in Beijing in the same period (some accounts of Chinese environmental journalism date the paper's formal founding to 1985). Environmental protection was then a young field in China: the country's first national environmental protection conference had been held only in 1973, and a dedicated environmental administration was still taking shape. In that context the new newspaper had a field almost to itself — at the time, no other Chinese media outlets were reporting environmental news as a specialism. The paper brought national environmental policy, laws and regulations to public attention, performing an explanatory and mobilising role for a regulatory system that was being built from scratch.

International recognition: UNEP honours

The newspaper's early work attracted unusual international recognition. In 1986 the United Nations Environment Programme (UNEP) honoured China Environment News with a silver medal for its significant contributions to environmental communication. The following year, in 1987, UNEP placed the newspaper on its Global 500 Roll of Honour, the programme's list of outstanding environmental achievers. For a Chinese specialist newspaper founded only shortly before, the honours marked it out as a participant in the emerging global environmental movement, not merely a domestic administrative bulletin.

An English edition and its closure

For about a decade the paper also published an English edition aimed at foreign readers, co-funded by UNEP and China's environmental administration in the late 1980s. The English edition lacked the institutional distribution advantages of the Chinese paper in the domestic market, and after UNEP funding ended it went out of business in 1998. The episode illustrates the political economy of China's specialist press: the Chinese-language China Environment News circulated primarily through the environmental administration system, with the State Environmental Protection Administration (SEPA) actively supporting its distribution, while the foreign-facing edition depended on external subsidy.

Circulation and administrative reach

Supported by the environmental administration's subscription network, China Environment News built a circulation of more than 230,000 copies — a high figure among China's special-interest newspapers, as Nieman Reports noted in its study of Chinese environmental reporting. As the environmental administration's organ, the paper served as its publicity channel, carrying policy announcements, enforcement campaigns and model-case reporting to environmental officials and professionals at every level of the system, from the ministry in Beijing to county environmental protection bureaus.

Campaigns: the Centenary Action

The newspaper was also an organiser, not only a reporter, of environmental campaigns. In 1993 it initiated an environmental coverage campaign known as the "Across China Environmental Protection Centenary Action" (中华环保世纪行), a long-running reporting programme in which journalists travelled across the country investigating environmental conditions and publicising enforcement. The campaign became one of the best-known examples of Chinese environmental journalism operating inside the state system — using officially sanctioned reporting tours to expose pollution problems and press local authorities to act.

From SEPA to the Ministry of Ecology and Environment

The newspaper's supervising administration has been repeatedly upgraded, and the paper's institutional home reflects that rise. It was affiliated with the State Environmental Protection Administration (SEPA), which became the Ministry of Environmental Protection in 2008 and then, in the 2018 institutional reform, the Ministry of Ecology and Environment, which absorbed additional ecological and climate responsibilities. The China Environment News Press is today a news unit directly subordinate to the Ministry of Ecology and Environment, and the paper continues as the ministry system's national environmental newspaper, published from Beijing for a nationwide professional readership.

Digital presence

The newspaper was an early mover online. The China Environment Net was built in 1999, with accounts differing on whether the site's public launch is dated to World Environment Day 2000 — when senior SEPA officials discussed environmental issues with citizens through the site — or to its formal start of operation in 2001. The paper also publishes an official electronic edition, and its reporting now circulates through the ministry's wider digital channels. Its online presence extends the print paper's archive and daily environmental news to a general internet audience.

China Environment News today

Four decades after its founding, China Environment News remains what it was created to be: the specialist national newspaper of China's environmental administration, reporting environmental policy, pollution control, ecological conservation and climate issues for officials, professionals and concerned readers across the country. Its UNEP honours of 1986 and 1987, its 1993 Centenary Action campaign and its circulation through the environmental bureaucracy give it a documented place in the history of environmental journalism — as the paper that professionalised environmental reporting in China when the field itself was new.

The governance system behind the paper

The newspaper's beat was created by the same history that created its parent administration. China sent a delegation to the first United Nations Conference on the Human Environment at Stockholm in 1972; the following year, 1973, it held its first national environmental protection conference and set up an environmental protection leading group under the State Council — the year later remembered as the first year of Chinese environmental protection. In 1983 environmental protection was declared a basic national policy. The environmental administration was progressively upgraded — to the State Environmental Protection Administration, then, after the great floods of 1998 raised its standing, toward full ministry status, becoming the Ministry of Environmental Protection in 2008 and the Ministry of Ecology and Environment in 2018. China Environment News, founded as this system took shape, reported each stage, and its journalists' association — the China Environmental Journalists Association, founded in 1986 — and China's admission to the international federation of environmental journalists in 1993 mark the professionalisation that accompanied it.

A system paper among system papers

China Environment News was not the only environmental title inside the Chinese state: the Wilson Center's survey of environmental journalism notes that the environmental administration and the State Forestry Bureau each published environmental newspapers — SEPA's for seventeen years at the time of writing — circulated mainly within government agencies rather than to the general public. That observation defines China Environment News's character precisely: a paper whose first public is the environmental administration itself, and whose authority derives from that position. Its reporting, campaigns and honours nonetheless reached beyond the bureaucracy, making it the reference point for the development of environmental journalism in China as a whole.

The documented milestones of the paper's career are unusually concrete for a Chinese specialist title: launched in Beijing in 1984, when no other Chinese outlet reported the environment as a specialism; awarded UNEP's silver medal in 1986 and a place on the UNEP Global 500 Roll of Honour in 1987; publisher of an English edition, co-funded with UNEP, that survived until 1998; circulation leader among China's special-interest newspapers at more than 230,000 copies on the strength of the environmental administration's subscription system; initiator in 1993 of the Across China Environmental Protection Centenary Action reporting campaign; and online through China Environment Net from the turn of the century. That record secures China Environment News its place in any history of how environmental journalism began in China.
