About China Language News

China Language News

China Language News is the national language-work newspaper of China, published in Beijing. In Chinese it is Yuyan Wenzi Bao, literally Language and Script News, also rendered Language and Characters Newspaper. It is listed among the papers of State Council bodies in the Chinese organ-paper system, under the State Language Commission and Ministry of Education system, and it covers language standardisation and Chinese character policy. Its publisher is the Language Press in Beijing, and its subject, the regulation and promotion of China's national language and script, makes it the house newspaper of one of the most distinctive projects of the modern Chinese state.

Language Work and the State Language Commission

The paper's sponsoring system is China's language regulator, the State Language Commission, managed by the Ministry of Education. The commission is mainly responsible for the standardisation of national languages and for implementing the policies and laws of the State Council on languages. Its most important contributions include the development and publication of Hanyu Pinyin in 1958, the Chinese Character Simplification Scheme of 1956, and the List of Commonly Used Standard Chinese Characters of 2013. A newspaper attached to that system reports language work the way other organ papers report their ministries: new standards, new character lists, Putonghua promotion campaigns, rulings on correct usage and the research of the language institutes, all carried to the teachers, editors, officials and scholars who apply the standards.

The Language Press and the Paper's Institutional Home

China Language News is a subsidiary publication of the Language Press, whose own history traces the institutional history of language reform in China. In 1956 the Chinese Character Reform Press was established directly under the Chinese Character Reform Committee, the predecessor of the State Language Commission, and it was the only professional language publishing house in the country; its early presidents included Hu Yuzhi and Lu Shuxiang, two of the leading figures of Chinese language reform. In 1980 the publishing house was renamed Language Press. In 2000 it merged with the Language Audio-visual Publishing House and the Language Newspaper and Periodical Press to form the new Language Press, and in 2010 it became a member unit of the China Education Publishing and Media Group under the Ministry of Education. The Language and Characters Newspaper is listed among its subsidiaries, the print news arm of a house whose main business is educational publishing, dictionaries and academic works on language.

Format and the Pinyin Era

The paper's most vivid early description comes from the linguist John DeFrancis, whose study of Chinese writing reform described the Yuyan Wenzi Bao as a four-page weekly, half of which consisted of character-only material and another half of blocks of characters and their equivalent blocks of Pinyin. That format, characters on one side and the same text in the alphabetic Pinyin spelling on the other, made the newspaper itself a teaching instrument: a reader could practise the new romanisation against the familiar characters, page by page. DeFrancis cited the paper in the context of the period of greatest pedagogical emphasis on Pinyin in Chinese schools, when biliteracy, literacy in characters and in Pinyin together, was an explicit goal of language policy and the language newspaper was one of its vehicles.

Standardisation Milestones It Publicised

The great milestones of the system the paper serves are the milestones of modern written Chinese. The Character Simplification Scheme of 1956 simplified the everyday characters of the language; Hanyu Pinyin, published in 1958, gave Chinese a single official romanisation, now used worldwide in teaching, computing and transliteration; and the List of Commonly Used Standard Chinese Characters of 2013 restated the standard character repertoire for the digital age. Behind each stood the committee and commission system under which the paper is published, descending from the Chinese Language Reform Association established in October 1949 and the Chinese Character Reform Committee created directly under the State Council in October 1954, whose Pinyin Scheme Committee followed in February 1955. China Language News is the continuing newspaper voice of that standardisation project, reporting its current work as earlier language papers reported its founding campaigns.

Content in Recent Decades

The paper remains a cited venue for language scholarship and commentary. University publication lists record articles in Yuyan Wenzi Bao in 2019 on collective language research, on John DeFrancis himself, on language programmes helping to improve people's language ability, and on Yan Xiu and Chinese language modernisation, while later scholarly bibliographies cite the paper's 2023 discussion of Chinese numeral classifiers, including the question whether one says a head of pig with one classifier or another. That mixture, policy explanation, scholarly argument, historical reflection and practical rulings on usage, is characteristic of the paper: it is at once an official channel and a forum in which China's linguists and language teachers argue about their subject in public, in a newspaper format, rather than only in journals.

The paper's scholarly footprint extends to its weekly companion form. Bibliographies of Chinese linguistics cite both Yuyan Wenzi Bao and Yuyan Wenzi Zhoubao, the Language and Characters Weekly, in the same years, including a 2023 weekly article on the correct classifier in a common phrase. The coexistence of the newspaper and weekly citations in current linguistic literature shows a publication that working linguists still write for and cite, decades after DeFrancis described its four-page Pinyin-era format, and one whose usage rulings remain part of the scholarly record.

Putonghua Promotion and Language Policy

Much of the paper's beat is the promotion of Putonghua, the common speech, and of standard written Chinese. The codification of Putonghua, whose pronunciation is based on the dialect of Beijing, whose lexicon draws on the Mandarin dialects and whose grammar is founded on model works in the vernacular, was the work of the same commission system the paper serves, and its promotion continues through schools, broadcasting rules, civil-service requirements and the annual promotion campaigns the language administration organises. The paper explains and publicises that policy world: how standards are set, how they change, how teachers and editors should apply them, and how the common language relates to China's dialects and minority languages, the other great subject of national language work.

Readers and Professional Use

The readers of China Language News are the professionals of language work: schoolteachers and textbook editors, journalists and publishing copy-editors charged with using standard characters and correct Pinyin, language-committee officials at every level, linguists and students. For them the paper performs the classic organ-paper service in a uniquely self-referential field, since a newspaper about language must itself model the standards it reports, in every character it prints. Its Beijing base places it beside the Ministry of Education, the State Language Commission and the Language Press, the institutions that set the standards, while its subject reaches every classroom and newsroom in China.

Place in China's Specialist Press

Among the national specialist papers published in Beijing for State Council bodies and national administrations, China Language News holds an unusual position: its beat is the medium in which all the other papers are written. The Chinese Wikipedia's organ-paper listings place Yuyan Wenzi Bao among the State Council body papers, under the language commission and education system, and the Language Press lists it among its own publications. As the national newspaper of language standardisation and character policy, published in the capital in Chinese, it records and promotes the continuing effort to keep a single, standard, teachable form of the Chinese language and script in use across the largest literate population in the world.
