About Chinese Journal of Biologicals

Chinese Journal of Biologicals

Overview and identity

Chinese Journal of Biologicals is a Chinese-language academic journal for the science and manufacture of biological products, published in Changchun, the capital of Jilin Province in northeastern China. Its Chinese title is Zhongguo Shengwuzhipin Xue Zazhi, and it carries the ISSN 1004-5503. It has been published since 1988, appears monthly, and is managed by the National Health Commission of China and sponsored by the Chinese Preventive Medicine Association together with the Changchun Institute of Biological Products, which is also its publisher. Scopus-derived journal records classify it in biochemistry, genetics and molecular biology and in immunology and microbiology — the two scientific bases of its industry.

"Biologicals" in this journal's title is a term of art in Chinese pharmaceutical regulation: it means the vaccines, blood products, diagnostic reagents and other preparations made from living organisms or their components that China's biological-products institutes research, manufacture and quality-control. The journal is therefore not a general biology title. It is the trade-science journal of a specific, strategically important industry — the industry that supplies China's immunisation programme — and its Changchun home is one of that industry's historic production centres.

The Changchun Institute and the journal's origins

The journal was founded in 1988 in association with the Changchun Institute of Biological Products, one of China's historic vaccine and biologicals manufacturers, whose own history in Changchun reaches back to the 1940s. The institute belongs to the family of state biological-products institutes — in Beijing, Shanghai, Wuhan, Chengdu, Lanzhou and Changchun, with the Institute of Medical Biology in Kunming — that together, under what is now the China National Biotec Group, have supplied China's Expanded Programme on Immunization vaccines. A 2013 industry report records that such state-owned institutes accounted for the overwhelming share of China's programme-vaccine output, which is the world the journal was created to serve.

The institute's scientific pedigree is documented in the vaccine literature. When the tick-borne encephalitis virus was isolated in 1952 from a patient in Jilin Province, it was the Changchun Institute that developed the vaccine from that strain by 1953, producing early variants in mouse brain and chicken embryo tissue; the production technology then moved through chick-embryo cells in 1958 and hamster kidney cells in 1967, and after a development effort through the 1990s the institute brought a purified inactivated tick-borne encephalitis vaccine made in hamster kidney cells to completion in 2001, using continuous-flow centrifugation, ultrafiltration and column chromatography, with animal testing showing commendable immunogenicity. A journal published by an institute with that kind of production lineage is written from inside the factory as much as from inside the laboratory, and its contents reflect both.

Scope: research, production and quality control

The journal's own description of its remit is precise: it covers research, production and quality control related to biological products and biotechnology. Its published content ranges across original research, clinical observations, reviews and experimental methods, and its subject matter includes vaccines and other preventive biologicals, therapeutic biological products, blood products, diagnostic biological products and the biotechnology platforms — cell culture, fermentation, purification, formulation and lyophilisation — on which their manufacture depends. Quality control is not an afterthought in this scope but a co-equal pillar: potency and safety assays, reference standards, lot-release science and the analytical methods by which a biological product is shown to be what its label claims.

That scope distinguishes the journal from every neighbouring title. It is not a biotechnology journal in the academic sense — the Chinese Journal of Biotechnology, published from Beijing, serves molecular biology and bioengineering research — and it is not an immunisation-programme journal: the Chinese Journal of Vaccines and Immunization, published by the Chinese Center for Disease Control and Prevention's programme community, covers surveillance, coverage and policy. This journal's ground is the product itself: how a vaccine or biological is developed, made at scale, tested and kept consistent from lot to lot.

Regulatory science and the industry it serves

Biological products are the most heavily regulated class of medicines, because they are made in living systems and vary as living systems vary. The journal's existence as a monthly, commission-managed title reflects the Chinese state's treatment of biologicals as a strategic sector: its supervising authority is the National Health Commission, and its co-sponsor, the Chinese Preventive Medicine Association — the national preventive-medicine society founded in 1987 — links it to the public-health system that deploys the products it studies. Regulatory science runs through its remit: pharmacopoeial standards, validation of production processes, stability studies, and the control strategies by which institutes demonstrate to regulators that each lot is safe and potent.

The stakes of that science are visible in the industry's history. China's vaccine manufacturers supply the world's largest immunisation programme, and the sector's quality record is a matter of national policy; international reporting has traced how China's regulators progressively tightened oversight of vaccine production and how a Chinese-made Japanese encephalitis vaccine, developed by a sister institute in Chengdu, became in 2013 the first Chinese vaccine prequalified by the World Health Organization. The everyday, unglamorous literature in which production and control methods are compared and improved — much of it in this journal — is part of the infrastructure behind such milestones.

Publishing pattern and standing

The journal is a Chinese core journal and a long-standing member of the Chinese scientific and technical journal system; it appeared, for example, in the medical list of the 2006 edition of China's source journals for scientific and technical papers and citations, alongside the other national medical titles. Scopus-derived records in SciJournal list it as active across 2007–2022 with an SJR of 0.102 and an h-index of 8 — modest international citation metrics, as expected for a Chinese-language industry journal whose readership is overwhelmingly domestic and whose influence runs through production practice and standards rather than through international citation.

Monthly publication since 1988 gives the journal one of the longest continuous runs of any Chinese industry-science title: more than three and a half decades of volumes spanning the transformation of Chinese biologicals from the mouse-brain vaccine era into the age of purified, cell-culture-based and recombinant products. For historians of Chinese pharmaceutical technology, that back file is a primary source: process changes, assay developments and product introductions across all of China's biological-products institutes were reported there as they happened.

The Changchun setting

Changchun's role in Chinese biologicals is specific, and the journal embodies it. The city's institute was a founding-era vaccine producer — its 1953 tick-borne encephalitis vaccine addressed a disease of the northeastern forests in its own region — and Jilin Province remains a centre of vaccine manufacture. A Changchun-based national journal for the whole biologicals sector is therefore not an accident of addressing: the editorial office sits in a working production institute, in a city where biological products are an industry, not an abstraction. The same city also publishes other national medical journals covered elsewhere in this directory, making Changchun one of the quieter centres of Chinese medical publishing.

It is worth being precise about one neighbouring name. Changchun Changsheng Biotechnology, the private vaccine company whose 2018 rabies-vaccine scandal shook the industry, was a different organisation — a company originally spun partly out of the institute system in the 1990s and later privatised — and is not the Changchun Institute of Biological Products that publishes this journal. The institute is the state research-and-production body within the China National Biotec Group system; the journal's sponsorship and publishing have remained with it throughout.

Readership and authorship

The journal's readers are the scientists and engineers of China's biological-products institutes and vaccine and biologics companies: research and development staff, production and quality-assurance professionals, quality-control laboratory scientists, and the regulatory and pharmacopoeial community that sets and enforces product standards. Its authorship is correspondingly institutional, drawn from the institute network and from universities and control laboratories such as the National Institutes for Food and Drug Control, whose collaborations with manufacturers on new vaccines are documented in the literature. For this readership the journal is a working tool: a place to publish a validated assay, a process improvement or a stability study in the certainty that it will be read by the only audience in China that can use it.

That professional, intra-industry character also explains the journal's article mix — original research beside experimental methods and reviews — and its value to the state system that manages it. A strategic industry needs a memory and a commons; in Chinese biologicals, this journal is both.

Distinctions from neighbouring titles

Three distinctions fix the journal's identity. Against the Chinese Journal of Biotechnology, the difference is product versus platform: biotechnology as a research discipline there, finished biological products and their manufacture here. Against the Chinese Journal of Vaccines and Immunization, the difference is factory versus field: production and quality control here, immunisation programmes and surveillance there — the two journals describe the same vaccines at opposite ends of their journey. And against the general microbiology and immunology journals of the Chinese Academy of Sciences system, the difference is application: this journal's immunology and microbiology are those of products that must be made, lot after lot, to a specification.

Assessment and continuing role

Assessed as a whole, Chinese Journal of Biologicals is the professional journal of China's biological-products industry, published since 1988 from one of that industry's founding institutes. Its sponsorship — the Chinese Preventive Medicine Association and the Changchun Institute of Biological Products, under the National Health Commission — its monthly rhythm, its core-journal standing and its remit across research, production and quality control have remained consistent while the industry around it has been transformed in scale and technology. As China expands from programme vaccines into a broad biologics sector of monoclonal antibodies, recombinant products and new vaccine platforms, the questions this journal exists for — how to make a living product consistently, provably and at national scale — remain exactly the questions on which the sector's credibility rests.
