About FIP.am

FIP.am

Overview

FIP.am, the Fact Investigation Platform, is an online fact-checking outlet based in Yerevan, operated by the Union of Informed Citizens NGO. It publishes in Armenian and English and checks statements by officials and viral claims. Its mission, as summarised by the Project Oasis Europe media directory, is to disclose false or misleading information published by Armenian officials, government bodies, political parties and the media, and to reduce the dissemination of disinformation and its impact on public opinion and decision-making. It is part of Armenia's post-2018 fact-checking ecosystem alongside CivilNet Check.

Unlike partisan projects that borrow the language of fact-checking, FIP.am presents the institutional markers of the genuine discipline: a named parent organisation, a published methodology, a declaration that it does not represent the interests of any political party or other group, and participation in international transparency programmes. Those markers are the substance of this profile.

The Union of Informed Citizens

The founding organisation of FIP.am is the Union of Informed Citizens, a non-governmental organisation aiming to raise public awareness of issues relevant to Armenian citizens. The Union is a long-established Armenian civic organisation known for election-related work, public-awareness campaigns and research; its representatives appear in discussions with state bodies, including a working discussion at the Ministry of Justice on investigating electoral crimes and violations, where proposals from the Union were on the agenda alongside those of other civil society groups.

Being housed in an NGO rather than a media company shapes the outlet's character. Its purpose is civic: to improve the quality of public information, rather than to win audience share or advance a party. The same parent organisation previously ran Sut.am, a related fact-checking project discussed in the companion profile in this batch, and FIP.am is its successor platform in the same line of work.

Methodology and Standards

Project Oasis records that all of FIP.am's published information adheres to the ethics of journalism and the legislation of the Republic of Armenia, and that the platform does not promote, encourage or condone wars of aggression, human rights violations or crimes against humanity or nature. Its site sets out a methodology for how claims are selected and checked, and through the Journalism Trust Initiative programme it worked on a specific section on avoiding conflicts of interest, building on what the programme described as an already detailed methodology.

Ani Grigoryan, Editor-in-Chief of the Fact Investigation Platform, has served as a trainer in fact-checking courses for students run by the Freedom of Information Center of Armenia, teaching verification tools and platforms to university students in Yerevan and later in the regions. That teaching role reflects the outlet's self-understanding: fact-checking is a transferable public skill, not only a publishing format.

What It Checks

FIP.am checks statements by officials, government bodies and political parties, claims circulating in the media, and viral content. Its checks are cited in scholarly and monitoring work: Freedom House's Freedom on the Net report for Armenia cited a November 2018 FIP.am investigation headlined, in English, One of the 7 officials bribed by Veolia Jur is now a minister, as a source in its account of corruption reporting. That citation shows the platform working at the boundary between fact-checking and investigative journalism, following the money in a utility-corruption story.

Election periods are its busiest season, because claims multiply and the parent organisation is deeply involved in electoral integrity work. In a media environment where disinformation spikes around votes, wars and negotiations, a standing platform that publishes sourced verdicts in two languages gives journalists and citizens a reference point that social media argument cannot provide.

Transparency and the Journalism Trust Initiative

FIP.am was one of twenty Armenian media outlets that completed the Journalism Trust Initiative transparency process supported by the Freedom of Information Center of Armenia, compiling and publishing transparency reports covering ownership, funding and editorial policies. The programme noted that while many news organisations followed professional standards in practice, that was often invisible to audiences; FIP.am was among the more advanced participants, already possessing a detailed methodology and using the process to formalise a conflicts-of-interest policy.

This transparency work is the clearest practical difference between FIP.am and the deceptive fact-checking projects that Armenian researchers have exposed. A genuine fact-checker can answer the questions who funds you, who decides, and how do you correct errors; FIP.am publishes those answers. For a directory profile, that verifiable institutional openness is worth more than any claim about neutrality.

Place in the Fact-Checking Ecosystem

Armenia's fact-checking ecosystem developed rapidly after 2018, when a new government, an energised civil society and an intense information contest with Azerbaijan all increased demand for verification. Civil society reporting lists the country's verification initiatives together: the Fact Investigation Platform, Fact Radar of the Public Journalism Club, the Verified section of media.am, and the InFact group of the Investigative Journalists NGO, alongside CivilNet Check. FIP.am is the entry in that list operated by the Union of Informed Citizens.

International misinformation also falls within its remit. In October 2022 the Union of Informed Citizens reported that three of its websites had been attacked by Azerbaijani hackers, and in April 2023 its YouTube channel was attacked and later restored, incidents recorded by Freedom House. A fact-checking organisation being targeted in wartime information operations is an indicator of the role such platforms play.

Language and Audience

Publishing in Armenian and English serves two audiences. The Armenian edition addresses the domestic public whose officials are being checked; the English edition serves international journalists, researchers and institutions that monitor Armenian public life and need verdicts they can cite. Election monitors, academics and Freedom House country reports are among the documented users of its work, which gives the platform an influence beyond its direct readership.

For ordinary readers, its value is practical: when a striking claim about a minister, a bribe, a military development or an election circulates, FIP.am offers a sourced answer that can be checked itself. In an information environment saturated with partisan certainty, that modest, verifiable service is the product.

Relationship to Sut.am

FIP.am's related earlier project, Sut.am, was also founded by the Union of Informed Citizens as an independent fact-checking medium that did not represent any political party, specifically seeking to prevent the spread of obvious disinformation, as the Desinformation Resilience Index for Armenia recorded. The two names are sometimes confused in sources; the correct relationship is that both belong to the same NGO's verification work, with FIP.am the platform that continued and professionalised the mission, including its English-language presence and transparency reporting.

Understanding that lineage matters for readers tracing Armenian fact-checking history: citations to Sut.am in older monitoring reports and citations to FIP.am in newer ones are references to successive vehicles of one organisation's work.

Limits and Outlook

Public information about FIP.am's budget and staff size is limited to what its transparency reporting discloses, and no audience figures are stated here because none could be verified from the sources used. The platform's scale is that of an NGO project, not a commercial newsroom, and its output should be judged by the quality and citation record of its checks rather than by traffic.

Its outlook is tied to the health of Armenian civil society and to continued demand for verification amid regional conflict and domestic polarisation. On the evidence of its methodology, transparency participation and citation by international monitors, FIP.am is one of the reference points against which Armenian fact-checking, genuine and imitative alike, is measured.
