About Frontiers of Education in China

Frontiers of Education in China

Overview and identity

Frontiers of Education in China is an English-language journal of education research published by Higher Education Press in Beijing, China, as part of the Frontiers journal series. It is identified by print ISSN 1673-341X and online ISSN 1673-3533, with domestic number CN 11-5741/G4 and postal subscription code 80-979. Its archive begins with volume 1 in 2006 and reached volume 19 in 2024. The journal covers higher education reform, basic education and education policy in China, presenting Chinese education research to an international readership in English.

The journal belongs to the Frontiers family — a series of English-language journals launched by Higher Education Press, the publishing house affiliated with China's Ministry of Education, in partnership arrangements that included Springer — whose titles (Frontiers of Physics, Frontiers of Education in China and their siblings) were designed to carry Chinese scholarship in each field to the world under a uniform brand.

Publisher and series context

Higher Education Press, based in Beijing, is one of China's major academic publishers and the natural home for an education journal: it is the country's principal publisher of higher-education textbooks and scholarship. The journal's platform is the press's own journal site at journal.hep.com.cn (with its academic.hep.com.cn mirror), which hosts the complete archive from volume 1 onward and displays the journal's identifiers — ISSN 1673-341X, online ISSN 1673-3533, CN 11-5741/G4 — on every issue page.

International bibliographic records variously list the journal's publisher as Higher Education Press Limited Company, with coverage 2006–2024, and note Springer International Publishing's role in its international distribution during the partnership period — the standard dual imprint pattern of the Frontiers series, paralleled by its sibling Frontiers of Physics, co-published by Higher Education Press and Springer from 2006. For citation, the press of record is Higher Education Press, Beijing.

Founding and first volumes

The journal's first volume, 2006, appeared in four issues — March, June, September and December — establishing the quarterly rhythm of its early years. The contents of that first volume, preserved on the publisher's platform, map the journal's founding agenda with unusual completeness. Issue 1 (15 articles) carried work on college and university reform and the humanistic character of higher education, on social-class differentiation in access to higher education drawn from surveys conducted since the 1990s — starker, its author argued, than urban–rural income differences — and on the young discipline of educational economics in China. Issue 2 (11 articles) addressed the new curriculum reform and moral education, the theory mission of Chinese pedagogy between Herbart and Dewey, and the equity of educational expenditure analysed through the Gini coefficient of per-student public spending.

Issue 3 turned to China's social transformation under globalisation and informatisation, to the New Elementary Education reform experiment, and to the administrative system of higher education with its segmentation between central ministries and provincial governments. Issue 4 examined the classification of higher education institutions by property ownership and recurrent-expenditure income. Within its first year, in other words, the journal had staked out the whole territory it has occupied since: access and equity, finance, curriculum, governance and reform — the structural questions of the world's largest education system.

Scope and subject coverage

The journal's scope is education research on China across all levels: higher education reform and governance; basic (primary and secondary) education and its curriculum reforms; education policy and finance; education equity between regions, between urban and rural areas, and between social classes; teacher education; moral and values education; and the economics and sociology of education. Its equity focus is durable enough to serve as a theme line on its own platform, where an article on “focusing on Chinese education equity” — including work on whether low tuition-fee policy can improve higher education equity and social welfare — represents the strand.

Two early articles give the flavour of its empirical register. A study of policies for the compulsory-education disparity between urban and rural areas appeared in volume 1, issue 1 (2006), pages 40–55. A nation-wide survey-based analysis traced family background — paternal occupation and education — through students' college entrance examination scores, the level and type of institution attended, employment after graduation and first-job income: the full pipeline by which advantage is transmitted, documented from Chinese data in English, in the journal's pages. For international readers in 2006, such work was scarcely available anywhere else.

Language and translation function

The journal publishes in English, and that choice defines its function. Chinese education research is produced overwhelmingly in Chinese, in journals such as the Chinese-language education titles of the normal universities and the academy. Frontiers of Education in China exists to move a selection of that scholarship — and original English work by Chinese and international scholars on Chinese education — across the language boundary, under a Chinese publisher's imprint.

That function explains the journal's article character: many contributions present, for an outside audience, the context an insider would take for granted — the administrative segmentation of higher education, the structure of compulsory-education finance, the gaokao-centred admissions system. Reading the journal's archive is, consequently, one of the most efficient ways for a non-Chinese education researcher to acquire the institutional grammar of Chinese education.

Publication pattern and archive

The publisher's archive records an unbroken volume sequence: volume 1 (2006) through volume 19 (2024), with the volume pages for the intervening years — volume 4 (2009), volume 10 (2015), volume 11 (2016), volume 12 (2017), volume 13 (2018), volume 14 (2019), volume 15 (2020) — all present on the platform. Nineteen volumes across nineteen years confirms annual volume numbering on a regular publication rhythm. International directories record coverage 2006–2024 and classify the journal under Education, in the fourth quartile of Scopus-derived rankings — a modest citation profile that reflects its bridging role: it is cited where Chinese education is studied comparatively, rather than competing inside the general education-research citation economy.

Every issue page on the publisher's platform restates the journal's full identifier block — print and online ISSNs, CN number and postal code 80-979 — a completeness of self-description that makes the title exceptionally easy to catalogue and cite without ambiguity.

Place among journals on Chinese education

English-language journals devoted to Chinese education are few. Frontiers of Education in China is distinguished among them by being published in China, by a Chinese ministry-affiliated press, as the education title of a national journal series — the inside-out counterpart to journals on China published by Western houses. Its perspective is that of the Chinese research system presenting itself: the reform agendas it documents, from the new curriculum reform of the 2000s onward, are the agendas of China's own education policymakers and scholars.

Within the Frontiers series, the education title shared branding, platform and international distribution with the science titles of the family, an unusual sheltering of a social-science journal inside a predominantly scientific series — explained by the series' purpose, which was national scholarly presentation rather than disciplinary publishing.

Readership and use

Readers are comparative-education researchers, scholars of Chinese society, education policymakers and graduate students worldwide who need primary Chinese education research in English. The journal is particularly used for: higher-education expansion and its equity consequences; rural–urban educational disparity; education finance; and curriculum and moral-education reform — the themes of its founding volumes that remain live research fronts.

For citation, the journal's identifiers are print ISSN 1673-341X and online ISSN 1673-3533; articles from the archive are individually retrievable on the publisher's platform by volume and issue back to March 2006.

Continuing role

China's education system continues to generate the world's largest natural experiments in educational expansion, selection and reform, and the demand for reliable English-language presentation of its research has not diminished. Published by Higher Education Press in Beijing under ISSN 1673-341X (print) and 1673-3533 (online), with an archive running from volume 1 in 2006 to volume 19 in 2024, Frontiers of Education in China remains the Frontiers series' education title and a standing bridge between Chinese education scholarship and its international readership.
