About Guangzhou Academy of Social Sciences

Guangzhou Academy of Social Sciences

The Guangzhou Academy of Social Sciences (GZASS) is the municipal social-science research institute and think tank of Guangzhou, the capital of Guangdong Province in southern China. Founded in 1981 and affiliated with the Guangzhou municipal government, the academy provides policy research and fosters academic exchange in the social sciences and humanities for one of China's largest and most internationally connected cities. It is based at 220 Runyun Road in the city's Baiyun District, and it publishes its work through its official website at gzass.gd.cn. In February 2025 the academy achieved a notable international milestone when it became the first associate member of Metropolis, the world association of major metropolises — a step that recognised its standing as a research institution speaking for a global city, rather than a city government itself.

Founding and Place in China's Academy System

GZASS was founded in 1981, in the early years of China's reform and opening up. That timing matters for understanding the institution. Across China, academies of social sciences were established or rebuilt after 1978 as government-affiliated research institutes that combined two roles: academic research in their own right, and an advisory function to the party-state at their level of government. Alongside the national Chinese Academy of Social Sciences in Beijing and provincial academies such as the Guangdong Academy of Social Sciences, municipal academies were created in major cities to study the problems of their own urban region in depth.

Guangzhou was a natural place for such an institute. The city is the historic commercial gateway of southern China, the centre of Lingnan culture, and a national hub for trade, transport and manufacturing. A municipal academy could follow questions that a national or provincial body would treat only in passing: how the city's economy was changing, how migration was reshaping its neighbourhoods, how its districts were governed, and how Guangzhou should position itself among the world's cities. Metropolis, in confirming the academy's membership in 2025, described it simply and accurately as a leading research institute affiliated with the Guangzhou municipal government, founded in 1981.

Mandate: A Municipal Think Tank

The academy's mandate is to serve as a municipal-level think tank. In Metropolis's description, GZASS was established to provide policy research and foster academic exchange in the social sciences and humanities, and it serves as a key research base and a forum for international cooperation. That formulation captures the three strands of its work. First, it produces analysis intended to be useful to decision-makers in Guangzhou. Second, it conducts academic research in fields such as sociology, regional economics and urban studies, publishing findings that enter scholarly debate. Third, it acts as a meeting point — hosting and joining exchanges through which Guangzhou researchers and officials can compare experience with counterparts in other large cities.

The subjects on which Metropolis highlights the academy's work are telling: smart mobility, artificial intelligence and other areas of interest for global cities. These are not abstract academic themes but live policy questions for a metropolis managing traffic, technology industries and digital services at very large scale. The academy's research is therefore best understood as applied knowledge about a city in rapid transformation, produced close to the government that must act on it.

Structure and Research Institutes

Like other Chinese academies of social sciences, GZASS organises its researchers into specialised institutes and centres devoted to particular fields. Units attested in the academy's own publications and in international reporting include an Institute of City Internationalization, whose director, Yao Yang, served as executive editor-in-chief of the academy's 2026 report on city internationalization; an Institute of Regional Economics, whose researchers publish on regional development and governance; and a Sociology Institute, long associated with research on migration and urban communities in Guangzhou. The sociologist Guoxuan Cai of the academy's Sociology Institute, for example, co-authored a widely cited scholarly study of the residential patterns and marginalisation of migrant workers in the booming metropolis — research grounded in the academy's home city.

The academy also houses the Guangzhou Urban Innovation Research Center, the research centre named on the title pages of its global-city reports. Leadership of the academy sits at vice-presidential as well as presidential level in its public engagements: Wu Qing, a vice president of GZASS, represented the academy on a panel on global partnerships and local implementation at the 2025 Workshop for Thought Leaders in Guangzhou, alongside officials from Metropolis, UN-Habitat and UNICEF China — an indication of how the academy's senior researchers operate as the city's intellectual representatives in international urban forums.

The Guangzhou Global City Development Report

The academy's signature English-language publication is the Guangzhou Global City Development Report, produced by the academy together with the Guangzhou Urban Innovation Research Center. The report benchmarks Guangzhou against the world's leading cities and tracks its progress as a global city. The 2023 edition was a special edition for the tenth anniversary of the Belt and Road Initiative, examining Guangzhou as an important hub city of the initiative, its sister-city exchanges along the Belt and Road, and the development of its world-class airport, port and railway hub.

The 2024 edition shows the report's method in detail. Its opening chapter assesses Guangzhou's comprehensive capability as a global city across economic strength, its role as an international business and trade centre, foreign direct investment attraction and use, outward direct investment, and its standing as an international transportation hub. A second chapter places the city in global rankings, including the A.T. Kearney Global Cities Index — in which the report notes Guangzhou rising for four consecutive years — the WIPO ranking of science and technology clusters, the Global Financial Centres Index and the Cities of Opportunity ranking. Further chapters treat Guangzhou's role as an international meeting place, its green development and digital-city governance, and a forward look titled "Towards 2049", which sets out ambitions for Guangzhou as an open city, an ocean city, a hub city and a cultural city. For readers outside China, these reports are among the most accessible windows on how Guangzhou's own research establishment measures the city against global standards.

Blue Books and City Internationalization Research

Alongside the global-city report, the academy produces "blue book" research on Guangzhou's internationalization. In September 2026 Guangzhou released the Blue Book of Guangzhou: Report on City Internationalization of Guangzhou (2026) at a launch conference held together with a symposium on global urban development and trends under the APEC framework. Presenting the findings, Yao Yang of the academy's Institute of City Internationalization argued that Guangzhou should align with national planning to identify its strategic positioning, and use high-level internationalization to drive high-quality urban development.

The report's analysis, as presented at the launch, described Guangzhou's contributions through major platforms for APEC people-to-people exchanges, city visits, overseas Chinese affairs, sister-city networks, and Lingnan culture and its digital promotion. It also set out a strategic direction for the city: leveraging the development of the Guangdong-Hong Kong-Macao Greater Bay Area to strengthen Guangzhou's role as a southern hub in the global city network, and advancing its shift from a transport and trade hub to a comprehensive hub by optimising industrial links, extending trade and commercial platforms, coordinating industrial chains and upgrading planning and professional services. The blue book format — an annual, data-based assessment with policy recommendations — is characteristic of Chinese academy publishing, and the internationalization volume shows GZASS applying it to its city's external relations.

Greater Bay Area Research

Much of the academy's work is framed by the Guangdong-Hong Kong-Macao Greater Bay Area, the national strategy linking Guangzhou with Shenzhen, Hong Kong, Macao and neighbouring Guangdong cities. The academy's global-city and internationalization reports repeatedly return to the Greater Bay Area: Guangzhou's hub role within it, its industrial-chain coordination with sister cities in the region, and its function as a platform through which the Bay Area connects with the wider world. Research on the Bay Area's reform and innovation — the subject of a wider blue-book literature to which Guangzhou institutions contribute — has tracked the region's economic aggregate passing RMB 11 trillion in 2019 and exceeding RMB 14 trillion in 2023, providing the economic backdrop against which the academy's city-level recommendations are made. For GZASS, the Greater Bay Area is both a research subject and the strategic context that gives its municipal advice national significance.

International Engagement and the Metropolis Milestone

In 2025 the academy's international role was formalised in a new way. At its first Board of Directors meeting of 2025, Metropolis — the World Association of the Major Metropolises — approved GZASS as the network's first-ever associate member. Associate membership is the category Metropolis created for not-for-profit organisations such as think tanks, research institutions and non-governmental entities, as distinct from the full membership reserved for the governments of large cities and metropolitan areas. Metropolis presented the academy as an example of how a research institution can contribute to global urban conversation.

The connection builds on a longer Guangzhou-Metropolis relationship: since 2012 Metropolis has partnered with Guangzhou through platforms including the Guangzhou Award for urban innovation, which over six editions showcased more than 1,600 urban innovation cases from 653 cities in 101 countries in support of the United Nations Sustainable Development Goals. In June 2025 the Workshop for Thought Leaders, hosted by Metropolis in Guangzhou under the theme "Digital Technology: Accelerating the Local Implementation of the Global Agendas", brought together more than 80 city representatives, international organisation leaders and urban governance experts from 19 cities in 11 countries — with the academy's vice president among the panellists. GZASS thus participates in the global urban-governance circuit both as researcher and as host-city institution.

Collaborative Research Beyond Guangzhou

The academy's researchers also join international academic consortia. GZASS was a member of the consortium of institutions from China, India and Russia that developed the Urban & Innovation Environment Index, a global ranking of urban agglomerations by technological and spatial development, alongside South China University of Technology, the HSE Faculty of Urban and Regional Development in Moscow and O.P. Jindal Global University in India. The index analysed the world's 100 largest agglomerations and selected 30 for its final rating. Participation in such a project shows the academy working in the comparative, data-driven mode of contemporary urban studies, contributing Guangzhou-based expertise to a ranking designed for cities worldwide.

Role and Significance

The Guangzhou Academy of Social Sciences occupies a distinctive niche in China's knowledge system. It is neither a university nor a government department, but a publicly affiliated research academy whose task is to know one city deeply and to explain it — to its own municipal government, to Chinese academic audiences, and increasingly to international networks of metropolitan policymakers. Its founding in 1981 placed it in the first generation of local academies created to support reform-era decision-making; its output, from studies of migrant workers' neighbourhoods to annual global-city benchmarking, reflects the changing concerns of Guangzhou itself over four decades.

Its recent trajectory points outward. Publishing its global-city findings in English, issuing an annual blue book on city internationalization, joining cross-national research consortia, and becoming in 2025 the first associate member of Metropolis all serve the same purpose: to give Guangzhou's policy research a standing in the international conversation among major cities. For anyone seeking to understand how China's great southern metropolis assesses its own development — its economic strength, its transport and trade hub functions, its green and digital governance, and its ambitions towards 2049 — the publications of the Guangzhou Academy of Social Sciences are a primary source, produced by the institution the city itself maintains for that purpose.
