About IPWatchdog

IPWatchdog: The Leading Voice on Patent Law and Innovation Policy

IPWatchdog, published at ipwatchdog.com, is an online publication covering patents, intellectual property law and innovation policy. Headquartered in Ashburn, Virginia, it publishes news, analysis and commentary on the United States Patent and Trademark Office, the Federal Circuit, patent litigation, Patent Trial and Appeal Board proceedings, trademarks, copyrights and trade secrets. Founded in 1999 by patent attorney Gene Quinn, it describes itself as the number one intellectual property publication on the internet and has become a central forum for the American patent community.

Intellectual property is technical, economically significant and, for most general news outlets, nearly invisible. IPWatchdog built its position by treating patent policy as headline news: who may obtain a patent, what it is worth, how it can be challenged and whether the system still rewards invention are questions it argues — openly and persistently — shape the country's innovative future.

Founded in 1999 by Gene Quinn

Gene Quinn purchased the IPWatchdog domain in 1998 and launched the site in October 1999. He has recalled that he was then living in Orlando, Florida, and planning a career as a full-time law professor. An earlier plan, shared with partners, was to evaluate stocks based on intellectual property portfolios; as the partners drifted toward law firm jobs, Quinn built his own platform instead, initially summarising essentially every intellectual property case in America in a paragraph each week for an audience of potential clients and IP attorneys. He has said he had more belief than a business plan, trusting that doing the work visibly would be worthwhile even before it became a business.

The site's twentieth anniversary in 2019 was marked with tributes from across the IP community, and its twenty-fifth in 2024 with a cover feature on Quinn and his wife Renée in Inventor's Digest, which dubbed them IP's first couple. Few legal blogs survive a quarter century; fewer still turn into institutions with conferences, awards and a recognised policy position.

Gene Quinn: Attorney, Teacher, Commentator

Quinn, founder, president and chief executive, is a patent attorney who began his career as a civil litigator. He has been named twice — in 2014 and 2019 — among the fifty most influential people in intellectual property by Managing IP, and recognised by IAM Magazine from 2017 onward among the world's top 300 IP strategists, including in IAM's inaugural Strategy 300 Global Leaders list. IAM has credited him with reshaping the IP debate in the United States in ways that forced policymakers to consider the macroeconomic effects of IP law on innovation and economic activity.

His expertise is particularly associated with software patentability and United States patent procedure. He has advised inventors, entrepreneurs, start-ups and investors, consulted with attorneys on procedural problems at the Patent Office and represented patent practitioners before the Office of Enrollment and Discipline. Teaching runs through his career: he has taught patent law, claim drafting, prosecution, copyright, trademark and introductory IP courses at law schools including Syracuse, Temple, Toledo, the University of New Hampshire, the John Marshall Law School in Chicago and Whittier, and since 2000 has taught the nation's leading patent bar review course — meaning generations of patent practitioners first learned the examination system partly from IPWatchdog's founder.

Renée Quinn and the Building of a Business

Renée C. Quinn, president of IPWatchdog, Inc., joined the company in 2006 and, by the publication's own account, has been the driving force in its evolution from a niche publication into a leading platform. She oversees operations, finance, revenue generation, partnerships and the execution of flagship events and educational programmes, having previously served as chief operating officer, chief financial officer and director of marketing. With a background in psychology, business strategy, e-commerce and marketing, she is widely regarded inside the organisation as its operational and strategic backbone.

Married to Gene Quinn in 2006, she has worked beside him to build the brand, and her own writing on business, branding, marketing and social media has appeared on the site and in Inventor's Digest. She has spoken at the USPTO Women's Symposium and the annual meeting of the Association of Intellectual Property Firms, and in 2025 received Marquis Who's Who honours for expertise in legal services. The Quinns' partnership — his editorial voice, her operational leadership — is central to how IPWatchdog presents itself to its community.

Coverage: Patents First, IP in Full

Patent coverage dominates: USPTO leadership and operations, patent eligibility and reform legislation in Congress, Federal Circuit and Supreme Court decisions, district court litigation, International Trade Commission proceedings and PTAB challenges. A representative recent thread followed debates over the Patent Eligibility Restoration Act, with contributors including named inventors describing how eligibility doctrine would decide their own pending cases, alongside the site's annual predictions and year-end assessments from stakeholders across the field.

Around that core, the publication covers trademarks, copyright — including fair use and artificial intelligence disputes — trade secrets, licensing, life sciences and international developments such as the Unified Patent Court and China's patent system. Guest contributors, including practising attorneys, in-house counsel, academics and inventors, supply much of the commentary, making the site a genuine forum rather than a single-voice blog. News reporting, opinion and educational explainers coexist, all aimed at demystifying intellectual property for audiences ranging from first-time inventors to veteran litigators.

An Advocacy Voice

IPWatchdog does not pretend to neutrality about the patent system. Its editorial position favours strong, reliable patent rights and is frequently critical of eligibility doctrine, PTAB invalidation rates and what it sees as congressional and judicial weakening of inventors' protections. Its podcast, IPWatchdog Unleashed, carries that voice into interviews — a recent episode featured former acting USPTO director Coke Morgan Stewart, now leading the Council for Innovation Promotion, arguing that the patent system is in crisis and that Congress is the only place it can be fixed.

That advocacy is precisely why policymakers and practitioners read it. The publication channels the inventor and patent-owner perspective into public debate, hosts responses and counter-arguments, and measures every administration's USPTO leadership against its stated standards. Reporting on internal agency controversies and leadership decisions can be unsparing, reflecting an audience that regards the office's operation as a matter of professional livelihood.

Events: Masters Programmes, LIVE and the Institute

IPWatchdog has grown from a website into a convening institution. Its Masters series of programmes brings together in-house counsel, outside counsel and industry leaders to debate patent strategy, enforcement and policy across subjects including life sciences and international IP. The annual IPWatchdog LIVE conference and the IPWatchdog Institute's educational programmes extend that function, and newer gatherings include a Women's IP Forum, where senior figures such as Stewart have addressed the state of the system in fireside conversations with Renée Quinn.

Renée Quinn plays a central role in developing the Masters series and signature meetings, managing programme sales and sponsorships. The events monetise the community the website built, and in turn feed the site's reporting with access to the officials and executives who shape IP policy.

Recognition and Reach

The publication's standing was recognised early: in December 2010 the ABA Journal selected IPWatchdog for the second consecutive year among the top 100 global legal blogs, and readers voted it the top IP law blog on the internet. The company, a privately held business based in Ashburn, Virginia, maintains a substantial professional following and describes its mission as providing a free, reliable and understandable resource on intellectual property, brand building and related topics, explaining what IP rights are, why to obtain them and how, as well as the pitfalls to avoid.

Why IPWatchdog Matters

Patent policy is made in a specialised conversation among agencies, courts, Congress and the practitioners who live with the results. IPWatchdog is that conversation's loudest public room. For more than twenty-five years it has translated doctrine into stakes, given inventors and patent owners a platform, educated new practitioners and held institutions to account from a clearly declared point of view. Anyone who wants to understand American innovation policy as its participants argue about it must reckon with IPWatchdog.
