About Journal of Computer Science and Technology

Journal of Computer Science and Technology

The Journal of Computer Science and Technology (JCST) is China's oldest English-language computer science journal, founded in 1986 and published by Springer in association with the Institute of Computing Technology of the Chinese Academy of Sciences in Beijing. It is sponsored jointly by that institute and the China Computer Federation, appears six times a year, and publishes refereed research across the breadth of computing — computer architecture and systems, artificial intelligence, networks, software, data management, graphics and theory. Its print ISSN is 1000-9000 and its electronic ISSN is 1860-4749. Indexed in the Science Citation Index Expanded, EI and Scopus, JCST has documented the growth of Chinese computing research, in English, for four decades.

Longevity is the journal's defining asset. When JCST began, Chinese computer science was rebuilding its international contacts and its researchers had few English-language outlets at home; a domestic journal publishing in English, to international refereeing standards, was a deliberate piece of scientific infrastructure. Forty years on, the journal's archive amounts to a continuous record of how Chinese computing moved from catching up to leading in areas such as processor design, artificial intelligence and distributed systems.

Founding in 1986 and Professor Xia Peisu

According to the Institute of Computing Technology (ICT), JCST was founded in 1986 by Professor Xia Peisu. The attribution is significant: Xia was one of the founding figures of Chinese computing, associated with ICT from the era of China's first computers, and her sponsorship placed the new journal at the centre of the institute that had built much of the country's early computing capability. ICT itself describes JCST as the first English-language journal in the computer field published in China — a claim repeated in the journal's own aims and scope on Springer's site.

The journal was bilingual in mission from the start even though it published in English: it existed so that Chinese results could enter the international literature without first passing through a foreign journal, and so that foreign researchers could follow Chinese work in a venue edited in Beijing. Its first decades therefore carried a representative function beyond ordinary publishing — successive issues showed international readers what the Chinese computing community, concentrated in CAS institutes and the leading universities, was working on.

Sponsors: the Institute of Computing Technology and the China Computer Federation

JCST is sponsored by the Institute of Computing Technology, Chinese Academy of Sciences, and the China Computer Federation (CCF), the national professional society for computing in China. A 2014 editorial in the journal described it as the premier English journal of the CCF, serving international readers and authors through rigorous review. The dual sponsorship — a leading research institute and the professional federation — mirrors the journal's dual audience of laboratory researchers and the wider professional community.

Publication is by Springer, jointly with Science Press of China in the journal's established description, on a bimonthly schedule in English. The editorial office is at ICT in Beijing, and manuscript handling runs through the journal's own submission system as well as Springer's platform, where JCST sits in the publisher's computer science portfolio with the DOI prefix 10.1007/s11390 attached to its articles.

Scope across computer science

Springer states the journal's remit as an international forum for scientists and engineers in all aspects of computer science and technology to publish high-quality, refereed papers, selected through rigorous peer review for originality, timeliness, relevance and readability. Its listed topics are: computer architecture and systems; artificial intelligence and pattern recognition; computer networks and distributed computing; computer graphics and multimedia; software systems; data management and data mining; theory and algorithms; and emerging areas.

The journal also publishes survey and review articles from experts in the field, intended to promote insight into the state of the art and trends in technology. In a general journal, such surveys carry disproportionate weight: its most-cited papers include widely used reference works, among them a comparison of implementations of MFCC features in speech processing and a survey on location, localization and localizability in wireless networks — papers that show JCST's review and methods literature being used by researchers well outside China.

The special-section model

From the mid-2010s the journal reorganised its broad scope into a recognisable structure. A 2014 editorial announced two changes in response to the rapid movement of the field: a more international editorial board, and a theme-based publication approach modelled on the focused practices of high-quality international conferences. Starting from 2015, JCST introduced a permanent special section in each issue devoted to one of six mainstream research areas — computer architecture and systems; artificial intelligence and pattern recognition; computer graphics and multimedia; data management and data mining; software systems; and computer networks and distributed computing — each returning in the same issue each year and edited by a designated leading editor who is an internationally recognised scholar in that area.

The model gives a generalist journal some of the community focus of a specialist title: authors know which issue carries their field's section, readers can follow an annual cycle in their area, and leading editors take responsibility for standards in their sections. The journal's site continues to organise content through special sections and collections, with recent calls addressing topics such as reusable, collaborative and evolving AI models and AI computility — evidence that the section system has become the journal's main instrument for tracking fast-moving subfields.

Indexing, standing and the CCF list

ICT records that JCST is covered by many authoritative indexing and abstracting systems, including SCIE and Web of Science, Engineering Information, Scopus, Computing Reviews, DBLP and others. Within China's own evaluation structures it is rated Class T1 in the High-Quality Scientific Journals Classification Catalogue in the computing field, and it is recommended as Class B in the China Computer Federation's list of international academic conferences and periodicals.

The CCF recommendation matters to the journal's authors in a concrete way: Chinese universities commonly use the CCF list in assessing their researchers' publications, so a B-class English journal edited in Beijing offers Chinese computer scientists an internationally indexed venue whose standing is formally recognised at home. That combination — Springer distribution, SCIE and Scopus indexing, and CCF recognition — explains the journal's durability in a field where Chinese authors have every major international journal and conference open to them.

Four decades of Chinese computing in one archive

JCST's archive, maintained on its own site as published papers since 1986, spans the whole modern history of the discipline in China: the processor and systems work of the institute that created it, the growth of Chinese software and database research, the networking era, and the present dominance of artificial intelligence and machine learning in its contents. Its own community marked the milestone directly — the journal's news in the mid-2020s is headed by the celebration of the 40th anniversary of JCST, with recent issues carrying work on homomorphic encryption processors, hypergraph algorithms for cloud computing and embodied artificial intelligence alongside the systems and theory papers that have always been its staple.

The mix visible in current issues is the scope statement made concrete: architecture papers on specialised processors sit in the same volume as surveys of algorithms, data-sharing architectures and learning-based bug detection. A general journal survives in a specialised age by being the common room of its national discipline, and JCST's contents show it performing exactly that role for Chinese computer science.

Readership and authorship

The journal addresses researchers and engineers in computer science and technology internationally, but its centre of gravity is the Chinese research system: CAS institutes, the major universities and the CCF community supply much of its authorship, readership and editorial leadership. For readers outside China it offers a curated cross-section of that system's output in a single English-language venue, complementing the conference proceedings through which much Chinese computing research also travels.

For authors, the attractions recorded in its official descriptions are consistent: a refereed, SCIE-indexed Springer journal, edited from Beijing by their own professional community's institute and federation, with a forty-year record. In a publishing landscape where new journals appear constantly, that continuity — same title, same sponsors, same breadth since 1986 — is the substance of the journal's reputation.

Journal of Computer Science and Technology today

JCST continues as a bimonthly Springer journal from Beijing, publishing research articles and surveys across its eight topic areas, organised substantially through its rotating special sections and themed collections. Its print ISSN 1000-9000 and electronic ISSN 1860-4749 have anchored the title through the transition from print to online-first publication, and its papers now appear with DOIs on Springer's platform as well as in the journal's own archive reaching back to its founding.

The journal's historical claim remains its simplest description: the first English-language journal in the computer field published in China, founded in 1986 at the Institute of Computing Technology, still published for the China Computer Federation's community today. Where many national journals have narrowed, merged or disappeared, JCST has kept its founding breadth and its founding purpose — to put Chinese computer science, in English and under rigorous review, before the world.
