About JOY 94.9
JOY 94.9
JOY 94.9 (call sign 3JOY) is Australia's first and only LGBTQI+ community radio station — broadcasting from Melbourne, Victoria. On 94.9 FM since the full-time community licence in 2001, the volunteer-run station provides a voice for diverse LGBTQIA+ communities with music, talk, news and specialist programming. Founded 1 December 1993 (World AIDS Day) in response to the HIV/AIDS crisis, it celebrated 30 years in December 2023 — now as JOY Media, with JOY 94.9, JOY Academy and JOY Gigs. Studios are at the Victorian Pride Centre, Level 1, 79–81 Fitzroy Street, St Kilda.
The founding on World AIDS Day was the mission statement: a community devastated by HIV/AIDS needed its own voice — the health information, the grief shared, the joy asserted. The hardware store's upstairs studio — 80 square metres, one broadcast studio, sticky tape and Blu-Tack — became the rainbow's transmitter: the accidental coffee request, the wrong first song, the Kylie that became the Barnesy. From that 90.7 part-time share to the 94.9 full-time frequency, from Coventry Street to the Pride Centre, JOY is the community's three decades: the crisis, the pride, the marriage equality, the media organisation.

History
JOY Melbourne Independent Community Broadcasters Association incorporated 28 June 1993 — first test transmission 1 December 1993 (World AIDS Day): 90.7 MHz from 268A Coventry Street, South Melbourne — an 80 sqm space above a hardware store. Founder John Oliver's accidental first words: "Can I have a cup of coffee and then we'll get going?" The scheduled first track — Kylie Minogue's "Celebration" — became Jimmy Barnes' "Working Class Man" (technical issues). Part-time tests shared 90.7 with other community broadcasters.
1995: the annual "The Strip – Pride and JOY" electronic/remix compilation; the first Midsumma outside live-cross; 1996: the full outside broadcast from "The Outlook," Commercial Road, Prahran — three weeks, 24 hours a day; the rename to JOY Melbourne Incorporated. 2001: the full-time community licence. The studios journeyed: South Melbourne (sticky-tape and Blu-Tack) → Bourke Street, Melbourne → the Victorian Pride Centre, St Kilda.
2015: the podcast service launched (February); December 2017: one million podcast downloads (85,000+/month, 40+ countries; The Informer and Saturday Magazine leading — the same-sex-marriage postal survey's refuge). 2022: the JOY Media rebrand (CEO Ange Barry, President David 'Macca' McCarthy). 2023: the 30th anniversary — World AIDS Day commemorated, the pioneers interviewed. (2018's board turmoil — the Save JOY petition, founder John Oliver among signatories — tested the station; the community endured.)
