About Jugendhilfe

Jugendhilfe

jugendhilfe is the German specialist journal for child and youth welfare: published six times a year by Wolters Kluwer Deutschland, the journal addresses the professionals of the Kinder- und Jugendhilfe, the teachers and students of social work, across the country. Founded in 1963 as the GDR's publication organ for youth welfare, the journal has accompanied the field through the reunification into the present: each issue intensively devoted to one current topic, with the jurisprudence, the legislation, and the practical guidance, six times a year.

Overview

jugendhilfe appears six times yearly as the Fachzeitschrift for the Kinder- und Jugendhilfe, the dedicated journal for the youth-welfare field. The publisher is Wolters Kluwer Deutschland GmbH (Hürth); the imprint is the Luchterhand Verlag, the legal publisher with the long tradition. The editors are Andreas Dexheimer and Marc Rothballer (since 2023), leading the journal with the editorial continuity. The ISSN: 0022-5940, the bibliographic identity of the youth-welfare journal through the decades.

The journal gives the professionals a practice-oriented aid: each issue focuses intensively on one current topic from the child and youth welfare, conveys the essential factual and background knowledge and concrete suggestions for the practice, the knowledge that the everyday needs. The current jurisprudence in the youth-welfare law and the legislative developments are explained comprehensibly, orienting the professional everyday, case by case. The reviews of the specialist literature, the media recommendations, and the calendar of the trainings, conferences, and congresses round out the practical tips, issue after issue.

The GDR Origins

The GDR origins that the jugendhilfe carries are unique among the German specialist journals: founded in 1963 as the socialist state's independent publication organ for the youth welfare's field, published in East Berlin by the Volk und Wissen Verlag under the editor-in-chief Günter Gesemann. The journal served the GDR's Jugendhilfe: the state-organized youth welfare, the Jugendwerkhöfe, the child protection as the state task.

The reunification transformed the journal: from 1991 the West German Luchterhand-Verlag continued it, the redaction moving from East Berlin to Neuwied. The journal bridged the systems: the East's experiences, the West's SGB VIII, the united field's new questions. The continuity through the rupture testifies to the field's need: a dedicated journal for the youth welfare, regardless of the system. In the German publishing where the GDR titles mostly vanished, the jugendhilfe survived: from the Volk und Wissen to the Wolters Kluwer, from the socialism to the present.

History

jugendhilfe's history begins in 1963: founded as the independent publication organ for the youth welfare's field in the GDR, a unique origin, published under the editor-in-chief Günter Gesemann in East Berlin by the Volk und Wissen Verlag. The journal served the socialist youth welfare: the Jugendhilfe as the state task.

From 1991 the Luchterhand-Verlag (Neuwied) continued the journal: the redaction first with Heinz Vollus, after his death in 1993 with Christiane Jäger, carrying the torch. Since 1994 the journal appears six times yearly, the rhythm it has kept ever since. In 2001 Dieter Reuter-Spanier and Klaus Roth took over the editorship, a new chapter for the united journal. Reuter-Spanier left at the end of 2007, after Luchterhand had been bought by Wolters Kluwer Deutschland; Roth left at the end of 2008, closing an era. In 2009 Andreas Dexheimer and Otto Knauer took over; after Knauer's departure in 2015 Dexheimer edited alone; in 2023 Marc Rothballer joined as the co-editor, the current team.

The six decades span the field's transformations: from the GDR's state youth welfare to the Federal Republic's SGB VIII, from the institutional care to the ambulatory, from the authority to the participation. The journal documented each: the reunification's upheavals, the legal reforms, the professionalization.

Coverage and Content

The thematic focus is the signature: each issue intensively devoted to one current topic from the child and youth welfare. The innovative questions, methods, and research results are presented in compact information by renowned authors from different perspectives, easily understandable. The professionals get the state of the art: on the child protection, the foster care, the youth work, the participation.

The jurisprudence coverage orients the practice: the current court decisions in the youth-welfare law explained comprehensibly, the legislative developments tracked. The professionals navigate the SGB VIII: the journal explains the law's application. The literature reviews and the media recommendations guide the reading; the event calendar guides the training. The journal is the practice's companion: the factual knowledge, the background, and the suggestions.

The Child and Youth Welfare

The Kinder- und Jugendhilfe that the journal serves is the German welfare field: the youth offices (Jugendämter), the free carriers, the residential and the ambulatory services, the child protection, the daycare, the youth work. The professionals are the social workers, the social pedagogues, the educators; the teachers and students of the social work study the field.

The journal's role is the forum: where the science meets the practice, where the jurisprudence meets the everyday, where the innovations are discussed. The renowned authors from the different perspectives ensure the plurality: the science, the practice, the administration, the politics. In the welfare where the law and the life meet, the jugendhilfe is the bridge: the specialist journal, six times yearly, since 1963, today and tomorrow, for the field, always, without fail, today and tomorrow, six times yearly, always, today.

The Practice Orientation

The practice orientation that defines the jugendhilfe is the program: the professionals of the Kinder- und Jugendhilfe getting the practice-oriented aid, not the academic theory alone. Each issue's intensive focus on one current topic delivers what the practitioners need: the essential factual and background knowledge, the concrete suggestions for the practice, the innovative questions and methods and research results in compact, understandable form.

The practice orientation shapes the jurisprudence: the current court decisions explained comprehensibly, the legislative developments tracked for the professional everyday. The social workers applying the SGB VIII get the orientation: what the courts decided, what the legislators changed, what it means for the casework. The reviews and the media recommendations guide the professional development; the event calendar guides the training. In the welfare where the theory must serve the practice, the jugendhilfe serves: the practice-oriented specialist journal, six times yearly, without fail, since 1963.
