About KNPG

KNPG

KNPG-CD, virtual channel 21, is a low-power Class A television station in St. Joseph, Missouri, in the United States. Its main channel is affiliated with NBC, while its subchannels carry The CW Plus and Telemundo, among other services. The station is owned by the News-Press & Gazette Company, through News-Press TV, LLC, a locally based company whose roots in St. Joseph publishing go back to the nineteenth century. It operates alongside two sister low-power stations in the same market, Fox affiliate KNPN-CD and CBS affiliate KCJO-CD, and with the local news and weather channel News-Press NOW. Together, those outlets give a small market that once relied heavily on stations from nearby Kansas City a set of locally based affiliates for most of the major American commercial broadcast networks.

Location and Market

St. Joseph is a city in northwestern Missouri, on the Missouri River, and the television market centred on it is one of the smaller designated market areas in the United States. For much of television history, viewers there depended on a single full-power local station, KQTV, and on signals arriving from Kansas City to the south. The arrival of the News-Press & Gazette low-power stations in the 2010s changed that pattern. KNPG-CD became the market's first locally based NBC affiliate when it took that affiliation in November 2016, a status that matters for local advertising, local news promotion and network programming clearance in St. Joseph itself, rather than through an out-of-market station. The station's branding reflects that role: it is presented as NBC 21 KNPG, with its local newscasts branded under the News-Press Now name shared across the company's St. Joseph properties, including the co-owned St. Joseph News-Press newspaper.

Origins as a Cable-Only WB Outlet

The history traced by channel 21 begins well before it held a broadcast licence. On September 21, 1998, a cable-only affiliate of The WB was launched for the St. Joseph area under the informal call sign "WBJO". It was managed and promoted by a cable operation then owned by News-Press & Gazette, and it arrived alongside The WB 100+ Station Group, a service created to extend The WB's coverage into smaller markets, generally ranked above number 100, through locally managed cable channels. Because WBJO was cable-exclusive and not licensed by the Federal Communications Commission, its call letters were used in a fictional, branding sense rather than as an official licence. Before WBJO, St. Joseph viewers had obtained WB programming through other routes, including Superstation WGN and Kansas City stations that carried the network at different times. That cable origin explains both the station's long association with The WB and, later, its successor network The CW, and why its present CW subchannel retains a cable-derived identity.

From Cable Channel to Broadcast Station

Channel 21 became a broadcast operation in connection with a wider News-Press & Gazette build-out in St. Joseph. On June 2, 2012, the company signed on KNPN-LD as the market's Fox affiliate, described as the first broadcast television station built and signed on by the locally based company. Programming that would become associated with channel 21 aired first as a digital subchannel of KNPN-LD. The CW service then moved to a stand-alone low-power station that signed on on March 7, 2013, initially using the KBJO-LD call sign, a direct echo of the earlier cable WBJO name. As a broadcast station from 2012 to 2016, its main affiliation was The CW, delivered through The CW Plus, the network's service for smaller markets. That phase established channel 21 as the St. Joseph home of The CW before a larger reshuffle of affiliations and call signs in 2016 transformed it into the NBC station.

The 2016 Switch to NBC

On August 18, 2016, News-Press & Gazette announced a reorganisation of its St. Joseph low-power stations. The KNPG call sign, which had been used on channel 30, would be transferred to the channel 21 station, then KBJO-LD, as that station converted into the market's NBC affiliate. The change took effect on November 1, 2016, when channel 21 joined NBC. The CW Plus feed did not leave the station; it moved to a newly created second digital subchannel, 21.2. The KBJO call sign, in turn, was relocated to channel 30, which at that point continued as a Telemundo affiliate. This kind of call-sign and affiliation swap among co-owned low-power stations is a practical way for a single owner to reposition several network services at once without changing the underlying studio, staff or transmitter cluster in St. Joseph. For viewers, the most visible result was simple: NBC programmes, including its prime-time schedule and the Today programme in the morning, now came from a local channel 21 rather than from Kansas City.

Programming and Subchannels

The station's signal is multiplexed into several subchannels. The main channel, 21.1, carries NBC in high definition. Channel 21.2 carries The CW Plus, branded on air as St. Joseph CW 6, a name derived from the station's cable placement on Suddenlink channel 6 rather than from its over-the-air number. Channel 21.3 carries Telemundo, branded as Telemundo St. Joseph. Telemundo arrived on KNPG on June 1, 2017, when the company activated a new third subchannel; the Spanish-language network had previously been carried on the sister station on channel 30 until that station converted to CBS. Further subchannels listed for the station include Bounce TV on 21.4 and Grit on 21.5. This multiplex structure is central to what a modern low-power station can offer: a single licence and transmitter in St. Joseph simultaneously delivers a major-network main channel, a CW service for younger-skewing prime-time programming, a Spanish-language network service in a state where Telemundo previously had no existing affiliate in this market, and additional multicast entertainment services.

News Operation

As KBJO-LD, channel 21 broadcast no local newscasts of its own. That changed with the NBC relaunch on November 1, 2016. From that date, sister station KNPN began providing simulcasts of news programmes originating for KNPG as well as newscasts produced exclusively for channel 21, using the existing shared news department. KNPG began by simulcasting the first ninety minutes of KNPN's weekday morning newscast, with the remaining portion airing only on KNPN because KNPG carries NBC's Today during the 7 a.m. hour. It also simulcast a half-hour 5 p.m. newscast, whose weekend editions moved to KNPG in part because Fox Sports broadcasts on KNPN frequently pre-empted or overran into that time. In addition, KNPG produced exclusive half-hour newscasts at 6 p.m. on weeknights and at 10 p.m. seven nights a week. Station information summarised for the group states that KNPG-CD broadcasts about seventeen hours of locally produced newscasts each week, with three hours on weekdays and one hour each on Saturdays and Sundays. The shared department also draws on reporting resources from the St. Joseph News-Press and shares content with News-Press NOW, with news programming produced in-house at the Edmond Street studios in downtown St. Joseph.

Ownership and Sister Stations

News-Press & Gazette Company is headquartered in St. Joseph and has been owned and operated by the Bradley family since the 1950s. Its holdings have included newspapers, cable and internet operations, commercial printing and broadcast stations in several states. In St. Joseph, KNPG-CD sits inside a tightly integrated local cluster: KNPN-CD carries Fox on its main channel, KCJO-CD carries CBS, and News-Press NOW provides local news and weather. The three television stations share studios at the company's corporate headquarters on Edmond Street in downtown St. Joseph, a building that also houses operations for the St. Joseph News-Press and News-Press NOW. There are no fully separate websites for the three stations; instead, they are integrated with the website of the co-owned newspaper, at newspressnow.com, with a television section listing the stations. That integration is a defining feature of the operation: print, cable-news and broadcast staff work from the same base for the same small market.

Technical Information

KNPG-CD is licensed as a Class A low-power station, with facility ID 188055. Its digital signal is on VHF channel 9, while viewers tune to virtual channel 21, the number retained from its earlier identity. Its listed effective radiated power is 3 kilowatts, with a height above average terrain of about 74.6 metres, or 245 feet. The transmitter coordinates given in station records place the site at approximately 39 degrees 45 minutes north and 94 degrees 50 minutes west, on South 16th Street adjacent to U.S. Route 36, just southeast of downtown St. Joseph, a site shared in the market's low-power cluster. Earlier in its broadcast life, as a stand-alone station from 2013 to 2019, it used digital channel 16 before moving to its present arrangement. The call sign itself refers to the owner: KNPG stands for News-Press & Gazette. Its call-sign history runs from the fictional cable-era WBJO, through KBJO-LD from 2013 to 2016, to KNPG-LD from 2016, and more recently the KNPG-CD designation that reflects its Class A status.

Carriage and the Limits of Low-Power Status

Low-power status shapes how KNPG-CD reaches viewers. As reporting on the sister stations has noted, low-power television stations are exempt from the must-carry and retransmission-consent regulations that full-power stations enjoy. In practical terms, carriage of KNPG on cable systems beyond the local provider and on satellite services is not guaranteed by those rules in the way a full-power station's carriage might be. That makes negotiated carriage and the station's local importance especially significant. At the same time, the station's history shows how, in a market of this size, a group of co-owned Class A and low-power signals, combined on cable and sharing one newsroom, can collectively perform the role that full-power network affiliates perform in larger cities: clearing network schedules, selling local advertising, and providing a recognisable local news service under a single owner's branding.

Role in Central Northwest Missouri Broadcasting

KNPG-CD's significance is less about power or reach than about completing a local network line-up. Before the News-Press & Gazette build-out, St. Joseph had no locally based NBC, Fox or CBS affiliates of its own; after KNPG took NBC in 2016 and KCJO took CBS in 2017, the market had in-market affiliates for five of the six major American commercial broadcast networks when KNPG's CW subchannel is counted. KNPG is the hub of that arrangement for NBC, The CW and Telemundo at once, which is unusual for a single low-power licence. Its development, from a fictional-call-sign cable channel created for The WB in 1998, through a KNPN subchannel, to a stand-alone CW station and then an NBC affiliate with its own exclusive evening newscasts, records in miniature how American small-market television changed with digital multiplexing, cable-network services for small markets such as The WB 100+ and The CW Plus, and newspaper-owned local broadcasting.
