About Mitbestimmung

Mitbestimmung

Mitbestimmung is the magazine of the Hans-Böckler-Stiftung, the German trade-union-affiliated research and scholarship foundation based in Düsseldorf. Published under the foundation's imprint, the magazine covers co-determination (Mitbestimmung) — the German system of employee participation in corporate governance — alongside labor law, human resources, works councils, and the politics of work. Its roots reach back to 1955, when the Hans-Böckler-Gesellschaft first issued the journal Das Mitbestimmungsgespräch, the publication that evolved into today's Mitbestimmung. For seven decades, the magazine has served as the voice of the German co-determination movement: the publication where works-council members, union officials, labor lawyers, and researchers follow the debates that shape how employees participate in the running of their companies.

Overview

The magazine presents itself as the journal of the Hans-Böckler-Stiftung's research and scholarship community, addressing the world of work in Germany. Its editorial program centers on Mitbestimmung — co-determination at company level (Unternehmensmitbestimmung) through employee representatives on supervisory boards and at plant level (betriebliche Mitbestimmung) through works councils — and the legal, political, and practical questions that surround it. Labor law, collective bargaining (Tarifpolitik), working conditions, and the economics of the German social-market model form the standing beats.

The readership is defined by the co-determination world: works-council members (Betriebsräte) and employee representatives on supervisory boards, union officials and functionaries, labor lawyers and HR practitioners who work with co-determination daily, researchers at the foundation's institutes — above all the Wirtschafts- und Sozialwissenschaftliches Institut (WSI) — and students and doctoral scholars supported by the foundation's scholarship programs. The foundation counts among the thirteen talent-promotion institutions (Begabtenförderungswerke) in Germany, supporting students and doctoral candidates financially and ideationally, and its magazine circulates within that academic and practitioner community.

The magazine's tone is that of the union-affiliated research press: analytically rigorous, close to practice, and explicitly committed to the improvement of working conditions and social justice — the foundation's stated mission. It reports on the Hans-Böckler-Stiftung's own research output, translates academic findings for practitioner audiences, and follows the political debates on labor and economic policy in Germany and Europe.

History

The magazine's history begins with the German co-determination movement itself. After the introduction of Montan-Mitbestimmung in the coal and steel industries in 1951, the trade unions sought institutions to develop personnel policy and co-determination practice. On April 23, 1954, the DGB, IG Metall, IGBE, and the WWI founded the Hans-Böckler-Gesellschaft zur Förderung der Mitbestimmung in Theorie und Praxis, to improve the exchange of experience among employee representatives; in the same year, the DGB founded the Stiftung Mitbestimmung for worker education and training. Both were financed by donations.

In 1955, the Hans-Böckler-Gesellschaft issued the first number of Das Mitbestimmungsgespräch — today's Mitbestimmung. The founder's project, developed by Seidel (who had already sketched a journal titled "Mensch und Betrieb" and, in autumn 1952, settled on the name "Das Mitbestimmungsgespräch"), appeared in January 1955 in self-publication as a 16-page mailing-band newspaper. The DGB chairman Walter Freitag wished in a foreword that it would be "a good helper" for practice. Conceived as a members' and specialist journal rather than a mass medium, it quickly found its profile: practical problems of supervisory-board work — such as the handling of fee transfers (Abführungspraxis) and the moral expectations placed on employee representatives — appeared alongside political questions, book reviews, contributions on the re-concentration of the Montan industry, the "people's share" (Volksaktie), critical reports on Eastern-bloc states, and the life memories of an old metalworker. The layout was spartan; from the second year, articles were occasionally illustrated with photos, and in 1959 the journal received a fresh title page with a spot color and modern typography.

The journal accompanied the great milestones of German co-determination: the extension of co-determination to all large companies through the 1976 Mitbestimmungsgesetz — negotiated after twelve years of fierce debate and passed on March 18, 1976 — and the foundation's own development into one of Germany's major research foundations. The WSI's researchers, above all its labor lawyers, maintained close informal contacts with the Hans-Böckler-Gesellschaft and published in the journal. Over the decades, Das Mitbestimmungsgespräch became the Magazin Mitbestimmung of the Hans-Böckler-Stiftung: the foundation's flagship publication, published from Düsseldorf, carrying the research of the WSI and the foundation's institutes into the co-determination community.

Coverage and Content

The magazine's coverage follows the world of work through the lens of co-determination. Company-level co-determination — the supervisory boards of German stock corporations and the role of employee representatives in corporate governance — is the central beat: legal developments, court decisions, European directives, and the political debates on the future of the German corporate-governance model. Plant-level co-determination covers works councils, their elections, their rights and their practice: the everyday reality of employee representation in German companies.

Labor law and collective bargaining form the second pillar: Tarifpolitik — the 75 years of German collective-bargaining policy the magazine has documented since the Tarifvertragsgesetz of 1949 — wage developments, working-time regulation, and the legal framework of employment. Human resources topics appear from the employee-representation perspective: personnel policy, training and qualification, health and safety at work, and the digitalization of work. The magazine regularly runs series on the history of the labor movement and the German social model — such as the multi-part history of co-determination from 1848 — connecting contemporary debates to 150 years of social history.

Research communication is a standing function: the magazine reports the findings of the foundation's institutes — the WSI, the Institute for Macroeconomic Research (IMK), and others — and translates them for the practitioner readership. Book reviews, portraits of labor-movement figures, and coverage of the foundation's scholarship holders round out the program.

Organization and Ownership

Mitbestimmung is published by the Hans-Böckler-Stiftung, the foundation of the German Trade Union Confederation (DGB), based in Düsseldorf. The foundation, named after Hans Böckler — the first DGB chairman, who argued in December 1950 that only a living social order could hold massification and totalitarianism in check — aims to improve working conditions and promote social justice. It supports students and doctoral candidates with outstanding achievements financially and ideationally, funds scientific research projects, and conducts research in its own scientific institutes.

The magazine's editorial office operates within the foundation's Düsseldorf headquarters, drawing on the research of the foundation's institutes — above all the WSI, whose labor lawyers and social scientists have published in the journal since its earliest years. The foundation's press and communication structures support the magazine's production and distribution.

Circulation and reach figures for the current year are not publicly confirmed in freely available sources. The commercial model is that of a foundation magazine: financed within the foundation's budget rather than through newsstand sales, distributed to the co-determination community — works councils, union officials, scholars, and the foundation's network — and available digitally through the foundation's web presence at boeckler.de and mitbestimmung.de.

Digital Presence

The magazine's digital home is mitbestimmung.de, complemented by its presence on the Hans-Böckler-Stiftung's portal boeckler.de, where the magazine's articles are published in the "Magazin Mitbestimmung" section with issue and edition numbering. The digital edition carries the magazine's long-form articles — histories of co-determination, analyses of supervisory-board politics, portraits of the labor movement — with the full text freely accessible, reflecting the foundation's public-education mission.

The foundation's broader digital infrastructure supports the magazine: the boeckler.de portal hosts the research output of the WSI and the other institutes, the scholarship programs, and the foundation's event communications, forming the digital ecosystem in which the magazine's content circulates. The journal's seventy-year run — from the 16-page Streifbandzeitung of 1955 to today's digital magazine — documents the German co-determination movement in its own voice, archived in print and online as the primary source for the history of employee participation in German corporate governance.
