About National Tungsten and Rare Earth Industry Metrology and Testing Center

National Tungsten and Rare Earth Industry Metrology and Testing Center

The National Tungsten and Rare Earth Industry Metrology and Testing Center is a national industrial metrology and testing centre in Ganzhou, Jiangxi Province — the first national-level industrial metrology and testing centre established in Jiangxi. It was approved by the State Administration for Market Regulation and is hosted by Ganzhou's comprehensive inspection and testing institute, which also carries the centre's name in its metrology-standard filings. Industry reporting states that the centre covers more than 80 percent of the key measurement and testing requirements across the tungsten and rare-earth value chains, with 104 calibration capabilities and 332 certified testing parameters, and that even during its construction it served 1,383 enterprises and processed more than 40,000 product testing batches a year from Ganzhou, a city known as both the World Tungsten Capital and one of China's core heavy-rare-earth regions.

What an industrial metrology centre is

Metrology is the science of measurement, and an industrial metrology and testing centre is the institution that makes an industry's measurements trustworthy. Mines sell ore on analysed content; smelters are paid on certified purity; magnet and alloy makers guarantee performance figures their customers test against. If the measurements behind those numbers cannot be traced to national standards through an unbroken calibration chain, every transaction carries doubt. China's market-regulation authorities approve national industrial metrology centres sector by sector to close that gap: to hold the sector's calibration capabilities, develop its test methods, produce and verify its reference values, and serve enterprises whose own laboratories need authoritative support. The Ganzhou centre is that institution for two strategic metal industries at once — tungsten and rare earths — a pairing that reflects its host city's double identity.

Approval and host

The centre was approved by the State Administration for Market Regulation, China's national market regulator, under which the metrology system is administered. Its host is Ganzhou's comprehensive inspection and testing institute — the municipal institution that carries the city's inspection and testing work — and filings for metrology standards in 2026 show the host operating under the centre's name, evidence of the centre's integration into the host's working identity rather than its existence as a paper title. Its status as the first national-level industrial metrology and testing centre in Jiangxi Province is a point provincial reporting emphasises: provinces compete for these national platforms, and Jiangxi's first was awarded not to the provincial capital but to Ganzhou, because that is where the two industries are.

Capabilities: 104 calibrations, 332 parameters, 80 percent coverage

The centre's headline capabilities have been reported consistently across industry sources. It has established 104 calibration and measurement-traceability capabilities — the instruments and measurands for which it can provide calibration traceable to national standards — and 332 certified testing parameters, the material properties and compositions it is certified to test. Together those capabilities are stated to cover more than 80 percent of the key measurement and testing requirements across the tungsten and rare-earth value chains, from upstream extraction through downstream manufacturing. In practical terms, that coverage means a Ganzhou enterprise can obtain authoritative measurement for most of what it mines, separates, alloys or manufactures without sending samples to Beijing or Shanghai — the practical difference between a national centre on the doorstep and one a thousand kilometres away.

Service in operation: enterprises and batches

The centre was already serving industry while still in its construction period. Reporting on its launch states that it served 1,383 enterprises and processed more than 40,000 product testing batches annually. Those figures describe a working service institution, not a research enclave: tens of thousands of batches a year is the tempo of an inspection system embedded in daily production across a large industrial cluster. The same reporting credited the centre with participation in 46 research projects and 49 standards-development initiatives — the research and standard-setting side of its mandate, in which the experience of mass testing is converted into better methods and into the standards by which the industries' products are specified.

The host institution's wider platform

The centre sits within a substantial Ganzhou testing establishment. The national tungsten and rare-earth product quality inspection and testing institution in Ganzhou — the platform with which the metrology centre is institutionally intertwined — has been described in industry-forum materials as a public institution under the Jiangxi Provincial Market Supervision Administration, approved in September 2009, with 75 staff including doctoral and master's degree holders and thirty staff of intermediate or senior professional rank. It reported two experimental bases, in Ganzhou's Economic and Technological Development Zone and its High-Tech Zone, with about 15,000 square metres of laboratory area, major instruments worth more than 80 million yuan, eight testing laboratories for fields including rare earths and tungsten, high-purity and magnetic materials, seven research laboratories including ones for rare-earth new materials and for green mining and metallurgy of ion-adsorption rare earths, and three pilot lines for turning research results into products. That establishment is the ground on which the national metrology centre stands.

Tungsten: the World Tungsten Capital

Half of the centre's remit is tungsten, the metal of filaments, cutting tools, armour and high-temperature industry. Ganzhou's branding as World Tungsten Capital reflects more than a century of tungsten mining in southern Jiangxi and the prefecture's continuing weight in Chinese tungsten production and processing. Tungsten products — ores, ammonium paratungstate, powders, carbide — are traded on fine compositional specifications, and their manufacture, especially cemented carbide, is unforgiving of measurement error. A national metrology centre for tungsten in Ganzhou serves the chain at every stage: grade control in mining, specification testing in chemical production, and performance verification in the carbide and tool industries downstream.

Rare earths: Ganzhou's second pillar

The other half of the remit is rare earths. Ganzhou holds China's principal ion-adsorption deposits of medium and heavy rare earths — reported at about 36 percent of national medium and heavy reserves — and hosts the headquarters of China Rare Earth Group, established there in December 2021 from the rare-earth assets of central groups and the local Ganzhou Rare Earth Group. Rare-earth separation and materials production is measurement-intensive to an extreme: seventeen chemically similar elements must be separated to high purity and certified to fine tolerances, and the value of a batch turns on measured impurity levels. The centre's rare-earth testing parameters and calibrations underpin that certification for the cluster's producers, and its standards work connects Ganzhou's practice to national and, increasingly, international specification systems.

Place among Ganzhou's national platforms

The centre belongs to a family of national platforms that has made Ganzhou the quality-assurance capital of China's strategic metals: the national quality supervision and inspection centre for tungsten and rare-earth products, the Jiangxi provincial metrology and testing institutions, the National Rare Earth Functional Materials Innovation Center, the inspection and research arms around China Rare Earth Group and Jiangxi University of Science and Technology, and, from 2026, the National Quality Standard Laboratory for Rare Earth New Materials, co-built by the provincial inspection centre among others. Within that family, the metrology centre's specific office is measurement itself — the calibration chain and certified testing on which every other platform's claims ultimately rest. Industry observers writing about its opening have described such centres as the hidden infrastructure behind industrial power: unglamorous, and indispensable.

Research and standards work

With dozens of research projects and standards initiatives to its name at launch, the centre's work extends beyond routine testing. Industrial metrology centres are expected to attack the measurement problems an industry cannot solve firm by firm: new test methods for new materials, reference materials for elements and compounds that lack them, inter-laboratory comparisons that reveal and correct systematic error, and the drafting of the national and industry standards that codify all of it. For tungsten and rare earths, the frontier problems are known to the trade: certifying recycled and secondary materials, measuring ultra-trace impurities in high-purity products, and defining verifiable measures for green production. The centre's standards participation positions Ganzhou's practice inside the documents that will govern those questions nationally.

Assessment

The National Tungsten and Rare Earth Industry Metrology and Testing Center is documented by its approval under the State Administration for Market Regulation, its hosting by Ganzhou's comprehensive inspection and testing institute, its first-in-Jiangxi status, and a consistent set of reported capabilities and service figures: 104 calibration capabilities, 332 certified testing parameters, coverage of more than 80 percent of its industries' key measurement needs, 1,383 enterprises served and over 40,000 testing batches a year during construction, and participation in 46 research projects and 49 standards initiatives. It is, in short, the measurement authority for the two metals on which its host city's fame rests — the institution that lets Ganzhou say, with traceable confidence, exactly what its tungsten and rare earths are.
