About Report Information Agency

Report Information Agency

Report Information Agency, also rendered in English as Report News Agency, is a Baku-based Azerbaijani news agency whose public face is the Report.az news portal. It publishes fast, wire-style news from Baku, from Azerbaijan's regions and from abroad, and it is routinely named alongside the state agency AZERTAC, the private agency Trend and Azeri-Press Agency, known as APA, when Azerbaijani and international publications list the country's best-known news agencies. An academic survey of online media monitoring published in 2025, for example, lists Report information agency, at Report.az, among the well-known news portals and agencies operating in Azerbaijan and covering the latest events in the country, in the same group as AZERTAC, Trend and APA. Its official website is report.az, and its work is produced in Baku, the capital of Azerbaijan.

Report should not be confused with Azerbaijan's official state news agency. AZERTAC is the government-owned agency, founded in 1920. Report is a privately held agency operating inside a large commercial media holding, Global Media Group. That distinction matters for understanding both its reach and its limits: Report has the speed, volume and official access associated with a major domestic wire, but its ownership is not publicly transparent, and outside media-freedom organisations describe it as pro-government. This profile sets out what can be verified about the agency, attributes contested assessments to the organisations that made them, and states openly where the public record runs out.

Identity and place in Azerbaijani media

Report operates as a general news agency rather than as a newspaper, magazine or broadcaster. Its product is the short, continuously updated news item: an official statement, a ministry announcement, a diplomatic meeting, an economic figure, a court or security development, a sporting result, each published quickly and then picked up, credited and republished by other outlets. That wire function is visible in the way other Azerbaijani media use it. Domestic outlets routinely frame stories with formulations such as according to Report, citing the relevant state body, and foreign publications that cover Azerbaijan cite Report Information Agency by name as the source for official announcements.

The agency's own English-language site presents it in similar terms. Report.az describes itself as one of Azerbaijan's most trusted news agencies, covering breaking news from Baku, the regions and the wider world, with its own correspondents on the ground and a strict verification policy before publication. That is the agency's self-description, not an independently audited ranking, and it is recorded here as such. No independent citation or traffic ranking that would place Report first among Azerbaijani agencies was found in the sources consulted for this profile; indeed, rival agency Trend has publicly claimed, citing monitoring data, a leading citation position in the wider region. Report's prominence is therefore best stated plainly: it is one of the small group of Azerbaijani agencies whose output other media treat as a standard source, not a measured number one.

The Report.az portal and how it publishes

Report.az is an online-only operation. The portal is updated continuously throughout the day, and its English section states that there is no paywall and that all content is freely accessible to readers anywhere in the world. The English site's own description of its method stresses original reporting over aggregation: it says the editorial team does not simply republish material from other outlets, that stories are based where possible on first-hand reporting, official statements and documents, and that developing stories are updated in place rather than replaced by a stream of disconnected posts. Those are claims the agency makes about itself, and readers can test them against the live site, but they have not been independently verified as an editorial audit.

The portal's structure follows the standard agency pattern. A rolling news feed carries the newest items first, organised by subject sections, with politics, economy and sport named in the site's own summary of its coverage. Alongside the feed, the agency publishes interviews with officials and public figures. A documented example is the interview given by Pakistan's finance minister, Muhammad Aurangzeb, in which he discussed Pakistan's desire to join BRICS, macroeconomic stability, investment and digital assets; Pakistani reporting of that interview described Report Information Agency as Azerbaijan's leading news agency, a characterisation that again comes from the reporting around the interview rather than from an independent ranking.

Languages and audiences

Report publishes in three languages: Azerbaijani, Russian and English. The Azerbaijani service is the domestic core, serving readers inside Azerbaijan. The Russian service reflects the continued role of Russian as a working language of news consumption in Azerbaijan and the wider post-Soviet region. The English service, at report.az/en, is written and edited for an international readership. The agency's English site explains that audience explicitly: foreign correspondents and editors covering the South Caucasus, diplomats, energy-sector professionals following Azerbaijan's oil, gas and renewables industries, academic researchers and policy analysts, business executives and investors, and members of the Azerbaijani diaspora who are more comfortable reading in English.

That multilingual model places Report in the same broad category as Azerbaijan's other large agencies, which also publish in several languages, rather than with single-language domestic news sites. It also explains the agency's citation footprint outside Azerbaijan: an English-language item from Report can be used directly by a foreign newsroom, a think tank or an embassy monitoring service without translation, while the Azerbaijani and Russian versions serve the domestic and regional audiences who encounter the same news first.

Coverage and editorial agenda

The verified core of Report's coverage is politics, economy, Karabakh, society and sport, together with foreign news and Azerbaijan's external relations. Political coverage centres on the presidency, government, parliament, political parties and diplomacy. Economic coverage follows energy, trade, macroeconomic data and business developments in a country where oil and gas remain central. Karabakh and wider security questions, including relations with Armenia, military cooperation and Caspian security, form a distinct and heavily covered strand. Society coverage takes in education, health, municipal affairs and daily life in Baku and the regions, and sport is a standing section rather than an occasional addition.

A concrete example of the security strand shows how the agency's items travel. In April 2025, Report Information Agency was cited as a source for the announcement that Azerbaijan and Kazakhstan would hold joint naval exercises, called Caspian Breeze 2025, in the northern Caspian Sea. The citation appeared in analysis by the Jamestown Foundation, a Washington-based research institute, which credited Report Information Agency, alongside Kazakhstan Today, for the April 10 announcement. The example is typical: Report publishes the official announcement quickly, and analysts outside Azerbaijan then use that item as their dated source for what Baku has said.

Global Media Group

Report is part of Global Media Group, a holding company known by the initials GMG. The clearest independent statement of that structure comes from the Organized Crime and Corruption Reporting Project, known as OCCRP, in its investigation of the Azerbaijani media environment. OCCRP reported that Baku TV is part of Global Media Group, which also controls several other pro-government media outlets in Azerbaijan, including Report News Agency and the news website Oxu.az, as well as Haber Global TV in neighbouring Turkey. That finding confirms the central fact in the agency's corporate identity: Report, Oxu.az and Baku TV are stablemates inside the same group.

Other reporting gives a wider list of group outlets. An investigation into the people behind Baku TV and Report, published by Meydan TV and republished elsewhere, listed the media outlets within Global Media Group as Baku TV, Haber Global, Report News Agency, Media.az, Oxu.az, Baku.ws, Caliber.az and the Kaspi newspaper, and stated that in official documents Baku TV is listed under Global Media Group LLC. The exact roster of group brands has varied between reports and over time, so the wider list is presented here as reported by that investigation; the membership of Report, Oxu.az and Baku TV is the part confirmed by more than one independent source. Group life is also visible in ordinary corporate activity: a report by Global Management on a mini-football tournament between Global Media Group companies listed the teams of Report Information Agency, Oxu.az and Baku.ws, Baku TV and Global Management competing against each other.

Leadership and ownership opacity

One leadership fact is documented in public records. According to OCCRP, citing publicly available documents registered with Azerbaijan's tax authorities, Global Media Group's legal representative and board chair is Elnur Abdullayev, a former state transport ministry official. OCCRP noted that President Ilham Aliyev awarded Abdullayev an honorary diploma in 2020 for services in the development of mass media in the Republic of Azerbaijan, and that in May 2024 Abdullayev signed Global Media Group's accession to the United Nations Global Compact. Azerbaijani business reporting of a related event in October 2024 likewise named Elnur Abdullayev as chairman of Global Media Group when he signed a memorandum of understanding with the head of UN Global Compact Azerbaijan.

Beyond that office, ownership is opaque. OCCRP stated directly that public records do not show who owns Global Media Group, and it linked that gap to a wider Azerbaijani rule: the government banned public access to company ownership information in 2012, and a lack of transparency requirements means details about who controls many privately owned pro-government outlets are not publicly recorded. A separate investigation into Baku TV and Report went further, reporting claims about informal influence around the group and stating that pro-government media sources had previously reported that Report News Agency was created with investment and support from SOCAR, the State Oil Company of the Republic of Azerbaijan. That SOCAR claim is a reported allegation from a single investigative line, not a documented corporate filing, and this profile does not present it as established fact; no founding investment record for Report was available in the sources consulted.

Sustainability commitments and group activities

Because Report sits inside Global Media Group, the group's public commitments form part of the agency's institutional context. In October 2024, ahead of the COP29 climate conference hosted in Azerbaijan, Global Media Group signed a memorandum of understanding with UN Global Compact Azerbaijan to promote sustainable business practices and the Global Compact's ten principles. Reporting of the signing said the group, a recent member of the Global Compact, aimed to integrate responsible business practices across environmental, social and governance areas, and that its corporate social responsibility strategy included increasing energy efficiency, reducing waste and enhancing digitalisation. OCCRP, covering the same membership from a critical angle, confirmed that GMG became a signatory to the UN Global Compact in May 2024 and that the pledge was signed by Abdullayev.

Group companies have also taken part in public environmental activity in Azerbaijan, including tree-planting campaigns organised under the Year of Solidarity for the Green World, with the participation of Global Management and other companies in the group and the support of the Ministry of Ecology and Natural Resources. These activities are documented at group level; no separate sustainability programme, annual report or public accountability document issued by Report Information Agency itself was found in the sources consulted.

Editorial character and outside assessments

How Report's editorial character is described depends on the source, and the difference should not be smoothed over. Report presents itself as an independent news agency that quickly delivers the most important events in the country to its readers; that self-description was quoted in the Meydan TV investigation. Outside assessors describe it differently. OCCRP classifies Global Media Group's outlets, Report included, as pro-government. Meydan TV, in an August 2024 analysis of how government-aligned media covered the crackdown on independent journalists, listed Report among the state-affiliated and government-aligned print and online outlets disseminating reports about detained journalists. Radio Free Europe/Radio Liberty reported that lawyers for arrested Abzas Media journalists lodged a court complaint about Report.az articles, arguing that spreading the materials violated the presumption of innocence.

An earlier expert assessment made a narrower, checkable point. Panelists for the IREX Vibrant Information Barometer for Azerbaijan reported that mainstream outlets are clearly influenced by their funders or owners, that criticism is not permitted, and, as their example, that Report.az does not criticise the State Oil Company, SOCAR, just as APA does not criticise the Minister of Emergency. The same panel said such mainstream outlets also do not criticise government policies or actions. Reporters Without Borders, in the assessment OCCRP summarised in 2025, said virtually the entire media sector is under official control in Azerbaijan and ranked the country 167th out of 180 in its 2025 World Press Freedom Index. Those assessments describe the environment and the agency's alignment as outside observers see them; Report's own contrary self-description is recorded above, and this profile adopts neither side's label as its own conclusion.

Report as a source for other media

Whatever assessment is made of its alignment, Report's practical role as a transmission point for official Azerbaijani news is well documented, including by its critics. OCCRP's own reporting cited Report News Agency as the source for the news, in February 2025, that accreditation for Voice of America's radio station in Azerbaijan had been revoked, and for the reported withdrawal of Bloomberg's accreditation. In other words, when foreign media organisations were closed or restricted in Azerbaijan, Report was the pro-government outlet through which that news was publicly carried, and an international investigative outlet treated it as the citable source.

The same pattern holds in ordinary news flow. Azerbaijani outlets attribute government and institutional announcements to Report as a matter of routine, regional and international publications cite Report.az items on diplomacy and security, and think tanks cite the agency for dated official announcements, as the Jamestown Foundation example above shows. That is the factual basis for calling Report one of Azerbaijan's most-cited domestic news sources in everyday practice: not a published league table, which was not found, but repeated, visible citation by domestic outlets, foreign media, analysts and even critical investigators.

What cannot be verified

The limits of the record on Report are unusually clear and are stated here rather than filled in. No reliable founding date or founding year for Report Information Agency was established in the sources consulted: the agency has no detailed public history in the material available, and claims about its creation, including the reported SOCAR investment claim discussed above, could not be confirmed from corporate or primary documents. Its ultimate owners are not publicly recorded, as OCCRP established. No verified current staff number, correspondent count, daily output figure, audience or traffic total, revenue figure or subscription model for the agency was found. The agency is described on its own site as having correspondents in Baku, in Azerbaijan's regions and abroad, but no dated, independently checked correspondent list was available.

Readers should therefore treat this profile as a verified core with open edges. What is solid is the identity of the agency, its Baku base, its portal at report.az, its publication in Azerbaijani, Russian and English, its coverage of politics, economy, Karabakh, society and sport, its membership of Global Media Group alongside Oxu.az and Baku TV, the documented chairmanship of Elnur Abdullayev, and the attributed outside assessments of its pro-government alignment. What remains unverified is the agency's founding story, its ownership and financing in detail, and any precise ranking of its reach. Where this profile could not verify a detail, it has said so, in line with the principle that an incomplete record is more useful than an invented one.
