About Rogers TV Grand Falls-Windsor
Rogers TV Grand Falls-Windsor
Overview
Rogers TV Grand Falls-Windsor is the community cable channel serving Grand Falls-Windsor, Newfoundland and Labrador, carried on channel 9 for subscribers of the Rogers cable system in the town and its central Newfoundland service area. It forms part of Rogers TV, the network of English-language community channels owned by Rogers Communications, but it is a distinct local outlet: a separate channel for its own zone in the CRTC's zone-based framework for the province, with its own local production made in the Exploits Valley — not a relay of the Ottawa anchor, of the St. John's station, or of any other Rogers TV channel. Its signature local programme is Exploits Central, a talk show focused on community events, listed in current network references as hosted by Kathryn Musseau. The channel broadcasts the town's public council meetings live, carries charity bingo and telethons, covers municipal and provincial politics for its area — including a candidates forum produced for the Grand Falls-Windsor–Buchans district in October 2025 — and fills out its schedule with staff and access programming and shows shared across Rogers TV's Newfoundland and Labrador systems. Listings for the channel are published in the Grand Falls-Windsor section of rogerstv.com.
History
The Grand Falls-Windsor cable system was originally operated by Central Cable. In 1990 Central Cable's system joined those of St. John's (Avalon Cablevision), Gander (Omni Cablevision) and Corner Brook (Shellbird Cable) in the new Cable Atlantic cable system, which was sold to Rogers Cable in 2000. The community channel that came with the system followed the network through its changes of identity — rebranded as Rogers Television in February 2002, renamed Rogers TV in April 2008, and relaunched with the rest of the service on 1 September 2016.
The channel's separate regulatory status rests on the CRTC's Atlantic decisions: the Commission's 2006 zone decisions placed Rogers' Newfoundland and Labrador community channels under a zone framework in which each zone's schedule is to be built mainly from programming produced in that zone; Broadcasting Decision CRTC 2014-204 amalgamated Rogers' Atlantic distribution licences into regional licences, and Broadcasting Decision CRTC 2018-265 maintained the conditions of licence for the zone-based community channels in the province. Rogers closed its Greater Toronto Area community stations in 2017, but the smaller-market stations, Grand Falls-Windsor among them, continued, and the channel remains in the network's current station list on channel 9. Its local talk programming has a documented history of its own: in the House of Commons on 24 October 2011, Scott Simms, the member of Parliament for the area, cited a Grand Falls-Windsor programme, Grand Central, among the local shows Rogers TV produced in the province, and the town-level production tradition continues today under the Exploits Central title.
Programming and Content
Exploits Central is the channel's own talk show, focused on community events in Grand Falls-Windsor and the Exploits Valley; current network references name Kathryn Musseau as its host, while older listings credited Chris Janes. Civic coverage is a second pillar of the local schedule: the Town of Grand Falls-Windsor's accessibility plan, adopted in February 2024, records that the town's public council meetings are broadcast live by Rogers TV, with the meetings also carried on the town's own YouTube channel. The channel's political coverage extends to elections at both the municipal and provincial levels: ahead of the provincial general election of 14 October 2025, Rogers TV produced a candidates forum for the Grand Falls-Windsor–Buchans electoral district, dated 8 October 2025 and published on the network's YouTube channel, alongside province-wide municipal election results programming on 2 October 2025 and a provincial election results show on election night.
The channel also keeps two fixtures of Newfoundland community television: televised bingo, in its case supporting the Grand Falls-Windsor Volunteer Fire Department and the Botwood Kinsmen, and bi-annual charity telethons, held together with the Gander and Corner Brook stations in support of organizations including the Children's Wish Foundation, the SPCA, the Kiwanis Club and the Lion's Club. Programmes shared across the province's Rogers TV systems complete the schedule, among them One Chef One Critic and NL NOW, both produced in St. John's; since 2011 Rogers TV has also shared most of its St. John's programming with Eastlink's Newfoundland and Labrador community channel. As across the network, the remaining hours combine programmes produced by Rogers staff with access programming proposed by residents and community organizations, made by a small staff working with volunteers and local partners, with the majority of programming produced in the station's own region.
Audience and Reach
The channel is available only to subscribers of the Rogers cable system in Grand Falls-Windsor and its surrounding area, on channel 9; it is not carried by other television providers and cannot be received over the air. Its service area is Rogers' central Newfoundland territory around the Exploits Valley: the company's announced broadcast areas for its St. John's IceCaps hockey productions in 2014 placed Grand Falls in a Central region that also took in Botwood, Peterview, Carmanville, Gander and Bishops Falls. Grand Falls-Windsor itself — formed in 1991 by the amalgamation of Grand Falls and Windsor — had a population of 13,853 at the 2021 census and is the largest community in central Newfoundland; since the town's newspaper, the Advertiser, ceased publication in 2017 after a run dating to 1936, the community channel has been one of the few remaining locally produced media voices in the town. Rogers publishes no ratings or audience figures for individual community channels; the service's own published figure of more than 2.3 million cable subscribers describes the Rogers TV network as a whole and is not a measurement of this channel.
Digital Presence
The channel's listings and show pages are published in its Grand Falls-Windsor section of rogerstv.com, under the inventoried address rogerstv.com/grand-falls-windsor/shows, in the same format used across the Rogers TV network, and some network programming is additionally available through Rogers On Demand. The network's Rogers tv YouTube channel carries the channel's regional productions, including the Grand Falls-Windsor–Buchans Candidates Forum of 8 October 2025, and the Town of Grand Falls-Windsor also posts its council meetings — broadcast live by Rogers TV — to the town's own YouTube channel. Because rogerstv.com has been blocked to automated research tools throughout this project, the fine detail of the channel's current streamed offerings should be re-verified against the live site at publish time; the channel's continuing operation is independently documented by the town's 2024 accessibility plan, the October 2025 forum production, and the network's current station listings.
Ownership and Organisation
Rogers TV Grand Falls-Windsor is owned and operated by Rogers Communications through its cable division, as part of the Rogers TV network of English-language community channels; TV Rogers is the network's French-language counterpart. Community channels in Canada operate within a CRTC framework under which cable companies devote part of their subscription revenues to community programming expected to reflect the local community, and in Newfoundland and Labrador Rogers meets that obligation through zone-based channels whose licence conditions were maintained by the Commission in 2018. Locally, the Grand Falls-Windsor station works to the network model: a small professional staff supported by volunteers and community partners, under Rogers TV's common branding, standards and regional management for the province, producing programmes — Exploits Central, council broadcasts, election forums, bingo and telethons — specifically for its own zone rather than relaying another station's output.
Contact and Availability
Rogers TV Grand Falls-Windsor is found on Rogers cable channel 9 in Grand Falls-Windsor and the surrounding communities of its service area, as part of the basic cable service; it is not available from other television providers. Programme listings, show information, and information about volunteering or proposing a programme are published through the channel's section of the Rogers TV website, rogerstv.com/grand-falls-windsor. The channel does not publish a general public business email address, and none is listed in this profile.
