About Rogers TV Moose Jaw

Rogers TV Moose Jaw

Overview

Rogers TV Moose Jaw is the community television channel serving Moose Jaw, Saskatchewan, operated by Rogers Communications as part of its national Rogers TV group of local community channels. It is carried on the Rogers cable system in Moose Jaw — the system that did business for decades as Shaw Cable — and it is available only to that system's subscribers, because Canadian community channels are carried by the cable operator that produces them and not by competing television providers. In its Shaw years the Moose Jaw channel was identified with cable channel 10, the traditional Shaw TV position in the city.

The channel's present name dates only from late 2023. For most of its modern history it was a Shaw service — first Shaw TV Moose Jaw and then, from late 2018, Shaw Spotlight Moose Jaw — producing local talk programming and carrying city council proceedings for Moose Jaw viewers. When Rogers acquired Shaw in April 2023 and folded the Shaw Spotlight channels into Rogers TV later that year, the Moose Jaw community channel took the Rogers TV name. Its current status is confirmed in the regulatory record: in its 2024 application to operate its western community channels under a zone framework, a process still before the CRTC in 2025, Rogers included Moose Jaw in the Central Saskatchewan zone alongside Saskatoon and Prince Albert — the governing evidence that Moose Jaw's community channel continues in operation under its current identity.

History

Moose Jaw's community channel grew up inside the city's Shaw cable system. Community programming on Shaw systems in Saskatchewan followed the model Shaw applied across the west: after the CRTC stopped mandating pure public access in 1997, the channels professionalized around staff-supported local production, with volunteers and community groups continuing to make programs alongside station staff. In Moose Jaw the channel settled on cable channel 10, and city council made regular use of it: in October 2018, when Moose Jaw council voted to move its executive committee meetings into council chambers and broadcast them from January 2019, the reporting of the decision noted that council meetings were already carried on Shaw Cable 10 alongside the city's own live streams.

The channel's best-known local production of the Shaw era was Moose Jaw This Week, a long-running weekly local talk and interview program hosted by Lyle Johnson, which put city figures, organizations and issues in front of a local audience. Local viewers also saw network programming produced for the Shaw TV system as a whole, including the Western Hockey League package: Warriors games from Moose Jaw — including the first game at the new Mosaic Place in September 2011 and playoff series in 2006 and 2012 — were produced for live carriage across the Shaw network, and the condensed WHL in 30 program launched on Shaw TV in January 2018 with the Moose Jaw Warriors featured in its opening weeks.

In late 2018, Shaw rebranded its western community channels as Shaw Spotlight, and the Moose Jaw channel continued under that name. On April 3, 2023, Rogers Communications completed its acquisition of Shaw; the CRTC's approval of the transaction, in Broadcasting Decision CRTC 2022-76, required Rogers to demonstrate its progress in meeting the access and local programming requirements of each of the licensed and exempt undertakings it acquired from Shaw Cablesystems — the category into which Moose Jaw's exempt cable system falls. In late 2023 the Shaw Spotlight brand was retired and its channels were rebranded to, and merged with, Rogers TV, and the Moose Jaw channel became Rogers TV Moose Jaw.

Programming and Content

The channel's local identity was built on talk and civic programming. Moose Jaw This Week gave the city a weekly television conversation of its own during the Shaw TV and Shaw Spotlight years, and the carriage of Moose Jaw city council proceedings — regular meetings and, from 2019, executive committee meetings as well — made the channel part of the city's civic infrastructure, the television route by which residents could watch their municipal government at work.

Sports formed the second strand. While the WHL on Shaw network package was produced centrally rather than by the local station, Moose Jaw was one of its regular production stops: Warriors home games from the Civic Centre era and then from Mosaic Place were televised live across western Canada in 2006, 2011 and 2012, and the Warriors' league-leading 2017-18 team opened the WHL in 30 schedule. Network-wide Shaw sports coverage ended after the 2016-17 WHL season, and the community channel's role since then has centred on local and community-level programming rather than league telecasts.

Under the Rogers TV model, the Moose Jaw schedule is built from the same elements as its sister stations: locally produced and community access programs, municipal and public affairs coverage, and network strands shared across the Rogers TV group. Rogers' 2024 community channel application places Moose Jaw within its proposed Central Saskatchewan zone with Saskatoon and Prince Albert, a structure that allows programming and production resources to be shared across the zone while each city keeps its own channel and local schedule.

Audience and Reach

Rogers TV Moose Jaw is distributed exclusively to subscribers of the Rogers cable service in Moose Jaw. It is not broadcast over the air and is not carried by satellite or competing cable providers. Its potential audience is therefore the subscriber base of the local cable system in a city of roughly 34,000 people — small in absolute terms, but one for which the channel has historically been the only television outlet producing programming specifically about Moose Jaw.

Canadian community channels do not publish audited ratings, and Rogers publishes no audience figures for the Moose Jaw channel. Its reach is best understood in terms of local relevance: for decades it has been the television home of Moose Jaw council proceedings and of the city's own talk programming, serving community organizations, service clubs, schools and cultural groups that have few other routes to local television. The City of Moose Jaw also streams its meetings through its own website, so the channel's council coverage now complements the city's direct digital streams rather than standing alone.

Digital Presence

The channel's programs are listed on Rogers' Rogers TV website, which maintains a Moose Jaw section with show descriptions and schedules — the web presence that replaced the earlier Shaw TV and Shaw Spotlight sites when the channel was folded into the Rogers TV brand in late 2023. The site is the station's public storefront: it is where viewers find the current lineup and where community organizations find information about the channel.

Beyond the listings site, the channel's civic content reaches digital audiences through the City of Moose Jaw's own meeting streams and archives, which the city introduced alongside the cable broadcasts and has maintained since. As with other former Shaw Spotlight stations, the transition to Rogers TV consolidated the channel's online identity under the single national Rogers TV brand.

Ownership and Organisation

Rogers TV Moose Jaw is owned and operated by Rogers Communications through its cable and telecom division, which has operated in Moose Jaw since completing the acquisition of Shaw on April 3, 2023; the division markets its consumer cable service in former Shaw markets under the Rogers Xfinity brand, while the community channel itself carries the Rogers TV name. The channel forms part of the Rogers TV group, whose stations are produced with the assistance of volunteers and community partners, in line with the CRTC's community television policy framework, under which cable licensees devote a portion of their revenues to community programming.

Regulatorily, the Moose Jaw channel sits in a different position from Rogers' long-standing Ontario stations. The Moose Jaw cable system is one of the exempt broadcasting distribution undertakings Rogers acquired from Shaw, rather than one of the sixteen licensed undertakings listed in the transaction decision; Saskatchewan's licensed Shaw system was Saskatoon's. Community channels on exempt systems operate under the CRTC's exemption framework, and Rogers' July 2025 correspondence with CRTC staff on its zones application confirms Moose Jaw among the central Saskatchewan systems for which Rogers sought authority to operate a linear community channel, with historical per-system data on original local programming hours supplied for Moose Jaw as for its zone partners.

Contact and Availability

Rogers TV Moose Jaw is available to subscribers of the Rogers cable service in Moose Jaw on the system's community channel position — the position long identified as cable channel 10 in the Shaw era. Program listings and schedules are published on the Rogers TV website's Moose Jaw pages. Rogers TV stations review applications from the community for new shows, assessed by station managers and producers on production capability, sponsorship, community involvement and uniqueness; prospective community producers in Moose Jaw can pursue program proposals through the Rogers TV website. The channel does not publish a public email address for general enquiries in its listings, and none is recorded here.
