About Rogers TV Saskatoon

Rogers TV Saskatoon

Overview

Rogers TV Saskatoon is the community television channel serving Saskatoon, Saskatchewan, operated by Rogers Communications as part of its national Rogers TV group of community channels. It is carried on channel 10 of the Rogers cable system in Saskatoon — and on channel 105 on Rogers Ignite TV — and is available only to that system's subscribers, since Canadian community channels are not distributed by competing television providers. The City of Saskatoon itself directs residents to the channel: the city's published meeting notices state that regular and public hearing meetings of city council are broadcast live on Rogers TV channel 10, and that practice was documented in the city's June 2025 meeting schedules.

The Rogers TV name is recent in Saskatoon. The channel spent most of its history under other banners — Telecable Ten in its early years, then Shaw TV Saskatoon, and Shaw Spotlight Saskatoon from late 2018 — before Rogers acquired Shaw in April 2023 and folded the Shaw Spotlight channels into Rogers TV later that year. The service that now carries the Rogers TV name is thus the direct continuation of Saskatchewan's longest-running cable community channel tradition, on the same channel 10 position it has occupied since the 1970s.

History

Community television in Saskatoon grew up with the city's cable service, provided for many years by Telecable. Its community channel was branded Telecable Ten from 1978 until the late 1980s, taking its name from its channel 10 position. Even in that era the channel offered much the same mix it carries today, with an emphasis on local events — including complete coverage of Saskatoon Exhibition entertainment performances — alongside volunteer-made series and talk shows, at a time when community members themselves produced much of what aired.

Shaw Communications built its Saskatchewan presence through acquisitions that included the province's Telecable operations, and Saskatoon's community channel eventually took the Shaw TV name. As Shaw TV Saskatoon it maintained the channel 10 identity and a schedule built around live civic coverage, volunteer production blocks and local sports, drawing on-air personnel that included numerous former newscasters and hosts from CFQC-TV, the city's CTV station.

The channel survived the restructuring that shrank Shaw's community television footprint in 2017, when Shaw closed its Calgary, Edmonton and Vancouver channels under a CRTC policy affecting metropolitan markets of one million or more people and redirected their funding to co-owned Global stations; Saskatoon's channel, serving a much smaller market, continued. In late 2018 it was rebranded Shaw Spotlight Saskatoon, in line with Shaw TV channels across western Canada.

On April 3, 2023, Rogers Communications completed its acquisition of Shaw, bringing the Saskatoon cable system — by then the city's incumbent cable operator — under Rogers ownership. In late 2023 the Shaw Spotlight brand was retired across the former Shaw footprint and its channels were rebranded to, and merged with, Rogers TV. Saskatoon's community channel became Rogers TV Saskatoon, keeping its channel 10 position, which Rogers Ignite TV subscribers find on channel 105.

Programming and Content

Civic coverage is the channel's backbone and its most visible current function. Saskatoon city council's regular business and public hearing meetings are broadcast live on the channel, as the City of Saskatoon's own published meeting notices confirm — a June 2025 city schedule, for example, advised residents that council meetings are broadcast live on Rogers TV (Channel 10) and Rogers Ignite (Channel 105), in parallel with the city's own website livestreams. Live broadcasts of council meetings have been a fixture of the Saskatoon channel since its Shaw TV years.

In its Shaw TV era the channel's local production slate included The Community Producers, a daily programming block of local stories and features produced by volunteers and community groups; Connect, a weekly interview show hosted by Randy Pshebylo exploring topics and issues relevant to the community; Cooked! With Shack, a cooking show hosted by a local radio personality; Lit Happens, a weekly showcase of the literary arts scene in Saskatchewan hosted by local storyteller Danica Lorer; and Punch TV, covering Saskatchewan's artists, writers and pop-culture scene. The volunteer access block and interview formats reflect the network model in which station staff work alongside community producers.

Saskatoon's channel was one of three Shaw community services in Saskatchewan, alongside Prince Albert — where programming included live and taped city council coverage, the country music program Timberline Music Show and the literary showcase Lit Happens — and Moose Jaw, home of the long-running weekly talk and interview show Moose Jaw This Week, hosted by Lyle Johnson. Some Saskatchewan-produced features travelled beyond their home cities, since programs from the Shaw network were also aired regionally and selected features were carried nationally on the Shaw Direct satellite service.

Local sports and special events have long been part of the service. The channel has carried live high school sports, including the annual Bedford Road Invitational Tournament, one of the city's signature school sporting events, along with other local tournaments. Its long-running special-event coverage has included the Saskatoon Exhibition Parade and local Remembrance Day services. In the network era, Shaw TV also provided league sports coverage, including Western Hockey League broadcasts, until that network sports package ended after the 2016–17 season; the Saskatoon channel's sports role since then has centred on local and school events rather than league telecasts.

Audience and Reach

Rogers TV Saskatoon is distributed exclusively to subscribers of the Rogers cable service in Saskatoon, Saskatchewan's largest city, on channel 10 and, for Ignite TV customers, channel 105. It is not available over the air and is not carried by other television providers, in keeping with the Canadian community channel model.

No audited ratings or audience figures for the channel are published. Its significance lies less in measured viewership than in its civic function: it is the television outlet through which Saskatoon residents can watch their city council deliberate live, and a production platform for community groups, volunteers and local creators in a market whose commercial television sector has narrowed over the decades.

Digital Presence

The channel's programs and schedules are presented on Rogers' Rogers TV website, which maintains a Saskatoon section with show listings and on-demand material, replacing the former Shaw TV and Shaw Spotlight web presences after the 2023 rebrand. The City of Saskatoon simultaneously live streams its public council and committee meetings on its own website, saskatoon.ca/meetings, and archives them for later viewing, so the channel's council broadcasts form part of a combined television-and-streaming civic record.

Ownership and Organisation

Rogers TV Saskatoon is owned and operated by Rogers Communications through its cable and telecom division, which acquired the Saskatoon cable system with the purchase of Shaw Communications, completed on April 3, 2023. The channel belongs to the Rogers TV group, whose community stations are produced with the assistance of volunteers and community partners, under the CRTC's community television policy framework, which directs a portion of cable licensees' revenues to community programming.

Its organizational lineage runs from Telecable's community service in Saskatoon, through Shaw's ownership as Shaw TV Saskatoon and Shaw Spotlight Saskatoon, to its present Rogers TV identity — a single continuous community channel whose name has changed with each change of corporate ownership while its channel position and civic role have remained constant.

Contact and Availability

Rogers TV Saskatoon is available to subscribers of the Rogers cable service in Saskatoon on channel 10, and on channel 105 for Rogers Ignite TV subscribers; the City of Saskatoon cites both positions in its published council meeting notices. Program listings and schedules are available through the Saskatoon pages of the Rogers TV website. Rogers TV stations accept applications from the community for new programs, reviewed by station managers and producers for production capability, sponsorship, community involvement and uniqueness, and Saskatoon community producers can pursue proposals through the Rogers TV website. No public email address for the Saskatoon channel is published in its listings, and none is recorded here.
