About RTN

RTN

RTN is the television service of Radio y Televisión del Neuquén, the public broadcaster of the Province of Neuquén in Argentine Patagonia. Operated by the Government of the Province of Neuquén through the state company of the same name, RTN is the province's public television channel, distinct from the commercial Canal 7 Neuquén with which it shares the city and, at times, has shared programming. Its television signal began regular broadcasts in October 2009, reached open air on 11 April 2011 on Canal 8, and was assigned digital channel 28.1 in 2015. The institution behind it is considerably older than the channel, having been created by provincial decree on 28 July 1986, and in July 2026 it marked forty years as the province's public media organisation, integrating radio, television and digital platforms from the city of Neuquén.

Institutional origins before the channel

The roots of RTN lie in the late 1970s, when an office known as the Dirección de Tecnología Educativa began working in Neuquén as a producer of audiovisual content. Its first purpose was to design, produce and make educational programmes in audiovisual format for distribution in the towns and settlements of the province, alongside public welfare campaigns and the dissemination of government and community information. Before RTN existed, that production unit worked from the offices of Tecnología Educativa, and after fifteen communications professionals were hired, work began on designing and producing audiovisual spaces in a more systematic way. On the radio side, in its first stage the service at first only repeated third-party signals such as Radio Nacional and Radio Universidad-CALF, while producing accident prevention, health promotion and educational campaigns. That producer-first origin matters for understanding RTN today: it was a content production centre for a geographically dispersed province long before it was a broadcaster with its own frequency, and its television channel, when it finally arrived, inherited that production-centred, educational and institutional mission rather than a commercial entertainment one.

Creation by decree in 1986

On 28 July 1986, by provincial Decree 2566, the provincial executive during the governorship of Felipe Sapag created RTN as a television signal, with a radio station added three years later, in 1989. The text of the decree, as quoted in accounts of the institution's history, states that the organisation was born in response to the need to have a production centre for programmes to achieve knowledge on the part of the community, conducive to the integral development of the province and to stimulating and enriching its cultural heritage. The Government of Neuquén's own anniversary coverage in 2026 dates the institution from 1986 and describes it as a state public medium at the service of the citizenry and a strategic tool for guaranteeing the right to information across the province. The address recorded for RTN in Neuquén city is Santa Cruz 679. The forty-year chronology is therefore an institutional one: production unit in the early 1980s, formal creation in 1986, radio from 1989, and a television channel only from 2009, and this profile keeps those stages separate rather than presenting RTN television as a forty-year-old channel.

Launch of the television signal in 2009

RTN television began regular transmissions in October 2009, after broadcasting experimentally during September of that year through a channel of the cable company Davitel. The signal was created by the state company Radio y Televisión del Neuquén and was, at first, a cable-delivered service rather than an open one. On 11 April 2011 RTN began broadcasting regularly over the air through Canal 8, a notable arrangement in which the provincial public signal used channel 8 in a city whose established commercial station was Canal 7. By February 2019 the analogue channel was no longer transmitting the state signal's programming, a gap recorded in the channel's reference history and a reminder that the analogue service had effectively lapsed before the digital service was fully established.

Digital assignments

On 24 June 2011 the Federal Authority for Audiovisual Communication Services, AFSCA, by Resolution 689, assigned the provincial government UHF Channel 28 for digital terrestrial television, and on 28 July 2011 it became known that the assigned channel would be used to broadcast the RTN signal. Provincial legal records from 2021 confirm that, through Resolution 689 of 2011, the Province of Neuquén was designated holder of the open digital terrestrial television service on digital channel 28.1, operated by Radio y Televisión del Neuquén under the Subsecretariat of Press of the Ministry of the Chief of Cabinet. On 4 June 2015 AFSCA, by Resolution 372, assigned the provincial government channel 28.1 to broadcast regularly in HD format on digital terrestrial television. The same provincial records note that RTN forms part of the Federal Council of Public Television, constituted from Resolution 792 of 2008 of the national Secretariat of Media, which brings together around thirty national, provincial and university stations to coordinate joint projects, productions, training agreements and the circulation of material.

Programming

Part of the channel's programming consists of regionally produced content, much of it produced by RTN itself. Programmes named in its record include A Diario, a morning newscast, and Reflejo Neuquino, a general interest programme that is also broadcast on radio, illustrating the multimedia integration between RTN's radio and television arms. A Diario also has a documented connection beyond RTN: it was carried at one stage by the commercial Canal 7 Neuquén as part of that station's local programming history, which shows how the public producer has supplied news content across the Neuquén market. In addition, the channel transmits content from the Banco Audiovisual de Contenidos Universales Argentino, known as BACUA, and from the Instituto Nacional de Cine y Artes Audiovisuales, INCAA, under a content exchange agreement. The provincial government's anniversary material describes the present service as integrating radio, television and digital platforms, with content intended to portray the life of the inhabitants of the province, disseminate government actions and community activities, and produce radio and audiovisual content with a plural, democratic and inclusive outlook. No detailed daily schedule or audience data is published in the sources consulted, and none is invented here.

The Patagonian public network

In August 2016 the public channels of Patagonia, including RTN, formed the Red Patagónica de la Televisión Pública, the Patagonian Public Television Network, with the aim of allowing viewers to access a Patagonian regional newscast with political, economic, sporting, cultural and tourist news. Santa Cruz's Canal 9 records the network's joint product, the Resumen Patagónico de Noticias, first broadcast on 17 September 2016 and aired on Saturdays, bringing together news from the public channels of Tierra del Fuego, Chubut, Río Negro, La Pampa, Neuquén and Santa Cruz, with an agreed shared content bank and joint transmission of cultural, tourist and sporting events. For a small provincial channel, membership of that network is its principal route to scale: it exchanges Neuquén stories for a regional news window and gives its productions a Patagonia-wide audience that its own transmitter network could never reach.

Public mission and provincial reach

Provincial accounts of RTN describe an institution that accompanied the vertiginous development of Neuquén society and state after provincialisation, recording the construction of schools, hospitals, routes and roads, airports and bridges, showing and promoting tourism, documenting natural resources, transmitting education, encouraging sport and highlighting the socioeconomic life of men and women in every settlement of the province, from the cordillera to the steppe, from north to south. Its stated public communication policy is to portray the lives of the province's inhabitants, disseminate government actions and community activities, and produce content with a plural, democratic and inclusive perspective. That mission has to be read in the geography of Neuquén: a province of long distances, small interior towns and a fast-growing capital and oil region around Vaca Muerta, where a public channel and radio network serve settlements that commercial media based in the Alto Valle do not routinely cover.

Forty years and renewal from 2023

From the start of the provincial administration that took office in December 2023, RTN undertook a process of institutional strengthening, modernisation and reorganisation, with the support of the Chief of Cabinet Juan Luis Ousset and the Secretary of Press and Communication Claude Staicos, according to the provincial government's anniversary coverage. The process included an institutional and human resources reordering, a public competition for posts, and permanent dialogue with workers, with the aim of strengthening teams and improving the quality of the service. For its fortieth anniversary on 28 July 2026 the institution launched its first institutional spot reviewing its history, received institutional recognition from the Legislature of Neuquén, and presented infrastructure and technology improvements and new production spaces. Governor Rolando Figueroa published a fortieth anniversary greeting recognising the public medium's work. The government presents RTN at forty as a modern, accessible, quality public communication service, while the documented technical history shows the more modest underlying reality of a channel whose open analogue service had gaps and whose future rests on its digital channel 28.1 and its online presence.

Assessment and limits of the record

RTN must be distinguished carefully from two neighbours with which it is easily confused: the commercial LU 84 TV Canal 7 Neuquén, now owned by Alpha Media, and the state radio and television services of other Patagonian provinces. The verified record for RTN television itself is thinner than for the commercial station: its institutional history, decree, launch dates, digital assignments, network membership and named programmes are well documented in provincial and reference sources, but detailed schedules, staffing numbers, budgets and audience figures are not published in the sources consulted, and this profile states that limit openly instead of filling it with generalities presented as fact. What can be said on the evidence is that RTN is Neuquén's public multimedia service, created in 1986 as a production centre, broadcasting on television since 2009 and over the air since 2011, and marking forty institutional years in 2026 as an integrated radio, television and digital operation.
