About SIA

SIA

SIA is a news agency based in Baku, Azerbaijan. Its full name in Azerbaijani is Səs İnformasiya Agentliyi, which is rendered in English as the Ses Information Agency, and its short form in Azerbaijani is SİA. The word Səs means voice, a name the agency shares with the Ses newspaper and with the wider Ses Media Group to which it belongs. The agency operates a news website at sia.az, which presents itself in Azerbaijani as a single address for world and local news, and it functions both as a wire-style bulletin service for other outlets and institutions and as a public online news publication in its own right.

Readers should understand from the outset that the public record on SIA is thin in some respects, and this profile distinguishes carefully between them. The agency's registration date, languages, bulletin system, subject coverage, correspondent network and institutional links are documented in its own about material, reproduced in Azerbaijani reference sources. Its parent newspaper and its media group are documented in considerably more detail. By contrast, no reliable public source found for this profile gives a current staff total for the agency itself, a named current editor of the agency alone, audited audience or traffic figures, or a transparent account of the agency's separate finances. Those gaps are stated openly in the closing section rather than filled with estimates.

Registration and Launch in 2008

SIA was registered on 23 July 2008 with the State Registration Administration of the Baku City Tax Department of the Ministry of Taxes of the Republic of Azerbaijan, and it began operating from that registration. The date matters because it separates the agency from its much older parent newspaper. The Ses newspaper dates to 1991, but the information agency built on the newspaper's base is a twenty-first-century creation, launched seventeen years later. Azerbaijani reference accounts state the relationship directly: the Ses Information Agency and Ses internet television were created on the basis of the Ses newspaper.

The year 2008 is also the year associated with the formal leadership of the group that grew around the newspaper. Bahruz Guliyev, the newspaper's editor-in-chief, is recorded as founder and head of the Ses Media Group from 2008 onwards. That coincidence of dates is consistent with the picture given in the sources, of a single newspaper expanding at the end of the 2000s into a group structure with a dedicated news agency, and then, in 2011, an internet television arm. No source found for this profile describes SIA as a state news agency, and it should not be confused with Azerbaijan's official state agency. It is a group agency, created from a pro-government newspaper, rather than a government department.

Roots in the Ses Newspaper

The Ses newspaper was registered in November 1990 as the organ of the Alinja Azerbaijani Charitable Society and began publication on 11 January 1991. Its first editorial office was on the sixth floor of the Physics Institute of the Academy of Sciences, and its first editor-in-chief was Aghabey Asgarov. The newspaper is published in Azerbaijani. It began appearing twice a week in eight pages with a print run of between 5,000 and 10,000 copies, rose above 15,000 copies from 1992 and reached about 25,000 in 1993, moved to sixteen pages in 1994 and became a daily in 1998. Until 2020 it was still published daily with a circulation of about 5,000 and an editorial staff of close to forty people, with correspondent posts in a number of regions of the country.

The newspaper's early history is closely tied to the formation of the ruling New Azerbaijan Party, usually shortened to YAP. Azerbaijani accounts state that Ses served as a base for the party and, after the party was founded, continued to act as one of its main press mouthpieces, giving extensive coverage to party statements, meetings and events. On 16 October 1992 the newspaper published the appeal of ninety-one prominent intellectuals to Heydar Aliyev, and on 24 October 1992 it published Aliyev's reply to that appeal, an episode that the later president himself recalled when he called Ses a very dear newspaper to him and said it had earned a respected place in the party's history. In January 2011 President Ilham Aliyev congratulated the newspaper's staff on the twentieth anniversary of its activity, in a letter that described it as the first independent press outlet of modern Azerbaijan, and its journalists were awarded the Taraggi medal. In November 2025 it was announced that the Ses newspaper would move from daily to weekly publication from 2026, a change affecting the print parent rather than any announced closure of the agency or its website.

The Ses Media Group and Its Leadership

The Ses Media Group is described in Azerbaijani reference sources as a pro-government, ruling-party-oriented media group operating under state and government influence, and its founder and head is Bahruz Guliyev. Guliyev, whose full name is Bahruz Vagif oglu Guliyev, was born on 20 January 1973 in Garababa, in the Shahbuz district of Nakhchivan. He is a journalist and a doctor of philosophy, a member of the New Azerbaijan Party, editor-in-chief of the Ses newspaper since 2005 and, as noted above, founder and head of the Ses Media Group since 2008. External commentary has described him in similar terms to the reference sources: Azerbaijan Internet Watch, writing about the January 2021 media reform decree, called the Ses group mouthpiece media and quoted Guliyev welcoming reform of the old mass media law, describing him as a long-time advocate of the government of Azerbaijan.

Leadership information specific to the agency, as distinct from the group, is much scarcer. One older documented reference is a report of a round table held at the Ses newspaper, in which Vali Valiyev was identified by the title of executive director of the Ses Information Agency, alongside Guliyev in his newspaper role and the heads of several other pro-government titles. That reference is time-bound and should not be read as proof of who holds the post today. No current, independently verified masthead for SIA alone was found for this profile, which is one of the clearest examples of the thinness of the agency-level record compared with the group-level record.

Languages, Bulletins and Distribution

One point in the original seed for this profile needs correction and expansion. SIA is not only an Azerbaijani-language service. According to its own about material, the agency provides a news service in four languages: Azerbaijani, English, Russian and Turkish. Azerbaijani is plainly the main public language of the sia.az website, whose homepage and news categories are in Azerbaijani, but the documented wire service is multilingual. That multilingual offer is a normal feature of larger Azerbaijani agencies seeking institutional and foreign readers, and in SIA's case it is stated explicitly rather than inferred from the website alone.

The service is delivered in two ways. The agency says its news service is carried out through special bulletins and through an online system, and that its bulletins are delivered to recipients by electronic mail or in printed form. Its about material adds that the outlets distributing its bulletins are predominantly Azerbaijan's leading ruling and pro-government press, together with independent media organisations. In other words, SIA works in the classic agency pattern: it gathers and packages news centrally, supplies it to subscribing or recipient outlets and institutions in bulletin form, and at the same time publishes openly online, so that the same reporting reaches both professional redistributors and ordinary readers directly.

Coverage and Editorial Content

The agency's documented information blocks cover Azerbaijan's political, economic, social, cultural and sporting life, together with news of events in the region and the wider world, analytical articles and opinions. That description matches the live sia.az homepage, where the running news flow is organised under headings that include politics, social affairs, world news, economy, incidents, health, education, sport, media, culture and technology. A typical homepage mixes short, time-stamped reports on the president and state bodies, ministries and public services, courts and local incidents, oil and business news, schools and universities, weather, football and other sport, with longer interview, commentary and research pieces labelled as such.

Two features of that mix are worth noting for a directory reader. First, official activity occupies a large share of the flow: statements by state agencies, the work of the Media Development Agency of Azerbaijan and other public bodies are routinely carried in SIA's name, often as the attributed source when other Azerbaijani sites republish them. Second, the agency is a general-interest service rather than a specialist wire. Alongside politics and economy it carries health advice, education stories, cultural items and lifestyle material, which reflects the demands of a public news website as much as those of a traditional agency bulletin. Politics, society and economy, the three areas named in the seed description, are central to the output, but they are not its limits.

Correspondents, Partnerships and Institutional Links

SIA states that it has appointed special correspondents in all regions of Azerbaijan. That regional network is the domestic foundation of its newsgathering and is consistent with the parent newspaper's long history of maintaining correspondent posts outside Baku. Beyond Azerbaijan, the agency says it has built cooperation relations with leading mass media, television channels, electronic broadcasting organisations and press organs in Turkey, Russia, Ukraine, Georgia, the Baltic states, Moldova, European states and the United States. Those are described as cooperation and information-exchange relations, not as a list of owned foreign bureaus, and this profile does not present them as bureaus.

The institutional circle listed in the agency's own material is wide. It includes foreign embassies and consulates operating in Azerbaijan, diplomatic missions, representations of international organisations, state structures and ministries, financial institutions, the Azerbaijani representations of international financial institutions, non-governmental organisations, political parties, Azerbaijani diaspora organisations abroad, foreign companies and local and foreign business structures. Read together, the list describes the intended readership and source network of the bulletin service: government, diplomacy, finance, business and organised civil society, as well as other media. It also helps explain the agency's content balance, since an agency serving that circle will necessarily give sustained attention to official statements, economic policy and Azerbaijan's external relations.

The Website and Related Ses Ventures

The agency's website is sia.az, published from Baku. The address associated with the group in Baku is 66 Uzeyir Hajibeyov Street, the address listed for the Ses newspaper and given as the editorial address of Ses TV, the group's internet television service. Ses TV was created on 11 January 2011, exactly twenty years after the newspaper's first publication date, and broadcasts continuously in Azerbaijani. Azerbaijani accounts of Ses TV note that it provides an online news service through SIA's network across Azerbaijan's regions and through bureaus or operations connected with Russia, Turkey, Georgia, Ukraine, Eastern European countries, Kazakhstan and Central Asian countries, supplying subscribers with daily video news, analytical material, forecasts and special video footage. That account belongs to Ses TV rather than to SIA itself, but it shows how the agency's newsgathering base was reused when the group expanded into video.

Two smaller ventures carried the SIA name and have since ended as separate sites. SIA Sport operated as an independent website under the siasport.az domain until 2017. SIA Travel's official site, siatravel.az, operated until 2023. Their existence shows that the agency brand was at one stage extended into specialist sport and travel publishing, and their closure as standalone domains shows that the surviving centre of the brand is the main sia.az news service. The newspaper's own separate web presence, the Ses TV service and the agency site together make up the group's current public face.

Editorial Position and Place in Azerbaijan's Media Landscape

SIA's editorial position follows from its ownership setting and its history, and both are documented rather than assumed. The group is characterised in Azerbaijani reference sources as pro-government and oriented towards the ruling side, the newspaper served as a base for the New Azerbaijan Party and then as one of its main press voices, its bulletins are distributed predominantly through ruling and pro-government press, and its head is a party member who has publicly advocated for the government. Independent media monitoring has used similar language for decades and across different periods: the Committee to Protect Journalists was already calling Ses a Baku-based pro-government newspaper in the 1990s, and the IREX Media Sustainability Index for 2010 listed Ses among the pro-government newspapers that benefited from mandatory subscriptions for government agencies and related financial help.

That position places SIA in the pro-government segment of Azerbaijan's agency market, rather than in its independent segment. Azerbaijan has a state agency, a number of private and pro-government agencies and a small number of independent outlets, and the practical distinction for a reader is the source perspective an agency brings to official events. SIA reports official activity fully and prominently, carries government and ruling-party positions in its own voice through commentary and interviews, and presents national statehood as a value its parent newspaper has promoted since 1991. That does not make its factual wire reporting unusable, and other Azerbaijani outlets, including independent ones listed among its bulletin recipients, reuse it. It does mean that its selection and framing of political news should be read as those of a government-supporting agency, and compared with other sources on contested questions.

What the Public Record Does Not Show

An honest profile of SIA has to end with its limits. The verified core is solid but narrow: a Baku agency registered on 23 July 2008, built on the base of a newspaper first published on 11 January 1991, working in Azerbaijani, English, Russian and Turkish, distributing bulletins by email, in print and online, covering politics, economy, society, culture and sport from correspondents across Azerbaijan, and belonging to a pro-government media group founded and headed by Bahruz Guliyev. Around that core, however, there is no dedicated independent English-language history of the agency, no published current staff list for the agency separate from the newspaper, no verified circulation or web audience figure for sia.az, and no transparent separate account of the agency's income, subscriptions or ownership structure beyond its place in the Ses Media Group.

Several tempting details have therefore been left out of this profile rather than repeated without support. No founding editor of the agency other than through the group leadership has been named, because none was verified. No daily output total, correspondent headcount or foreign bureau list has been given for SIA, because the sources describe regions, partner countries and cooperation relations without those numbers. And no claim has been made that the agency's four-language wire is equally large in each language, because the public website evidences the Azerbaijani service in depth while the about material simply states the four languages offered. What can be said with confidence is that SIA remains active, publishing a continuous Azerbaijani news flow on sia.az and supplying attributed agency material to other Azerbaijani outlets, as the digital and wire arm of one of Azerbaijan's longest-lived pro-government newspaper groups.
