About Siak TV

Siak TV

Siak TV, formally LPPL Siak TV, is the local public television station of Siak Regency in Riau province, on the eastern coast of Sumatra, Indonesia. Owned by the Siak Regency government and managed through the regency's Communications and Informatics Office, Diskominfo, it broadcasts from Siak Sri Indrapura, the regency capital, in Indonesian, carrying regency information, local news and Malay cultural programming. The station traces its origins to 2005, was given its statutory form by Siak Regional Regulation Number 8 of 2015, and began satellite broadcasts on 12 April 2021, which carried its signal across the whole Indonesian archipelago. It later added the TERAS mobile application, launched on 17 August 2021, and in March 2024 the station was honoured by Indonesia's Ministry of Communication and Information Technology as a best local public broadcaster for its audiovisual content contribution at the Anugerah Media Center awards.

Origins: a regency television service from 2005

Siak Televisi, as a university study of the station records, has existed since 2005, gradually working to improve its quality and to add to the menu of programmes it presents each day. Its studio stands on Jalan Sultan Ismail in Kampung Dalam, in Siak district, close to the seat of the regency government it serves. The broadcast day described in that research runs from 06.00 in the morning until midnight, a full local schedule for a regency station. The date of its beginnings is significant: Siak was one of the earlier Indonesian regencies to put its own government television on air, in a period when local public broadcasting was still taking shape under the Broadcasting Law of 2002 and its implementing regulation of 2005. The station's purpose was set by its setting. Siak Sri Indrapura is a historic Malay royal town, the seat of the former Sultanate of Siak Sri Indrapura, and the regency around it stretches across peatlands, palm oil estates and river settlements whose residents are poorly served by media based in the provincial capital, Pekanbaru, let alone in Jakarta. A regency station could speak to those residents about their own government, development and culture.

Statutory form: Regional Regulation Number 8 of 2015

In 2015 the regency put the station on a formal statutory footing. Regional Regulation of Siak Regency Number 8 of 2015 established LPPL Siak TV as a broadcasting institution in the form of a legal entity founded by the regional government with the approval of the regency parliament, the DPRD, on the proposal of the community. The regulation sets the conditions for such an institution — that no TVRI or local television station already serves the area, that frequency allocation is available, that professional human resources exist to sustain a proportional daily schedule, and that broadcasting be carried on continuously — and it provides that LPPL Siak TV may cooperate only with TVRI, the national public broadcaster, preserving its public and non-commercial character. Licensing costs and frequency fees are borne by the region through the regional budget. The regulation classifies its broadcasting as terrestrial television, analog or digital, a classification overtaken in practice by the satellite and internet distribution the station later adopted. A companion regulation of the same year dealt with the regency's public radio, giving Siak a matched pair of local public broadcast media under the same public-service principles that Indonesian law prescribes for LPPL: independent, neutral, non-commercial, and existing to serve the public interest.

Role within the regency government

Siak TV is managed independently by Diskominfo Kabupaten Siak, the regency's communications and informatics office, as the ministry itself described the arrangement when honouring the station. That position shapes its work. The station is a dissemination channel for regency government information: development programmes, public services, official events and announcements reach residents through its bulletins and features, and its content production serves audiences both in the region and nationally through the government's information channels. The Diskominfo framing recorded in research on the station adds an economic role: through Siak Televisi and the TERAS application, information about development, the promotion of small and medium enterprises and the creative economy of Siak Regency can be publicised. The TERAS initiative was devised by the office's information, communication, encryption and statistics division. In short, Siak TV functions as the audiovisual arm of the regency's public communication system, while its LPPL status obliges it to do so as a neutral public service rather than as a government promotional channel alone.

Satellite broadcasting from April 2021

The station's decisive technical step came on 12 April 2021, the date Indonesian television listings record for the start of Siak TV's satellite broadcasts. Carriage on the Telkom-4 satellite, where Riau listings place Siak TV at frequency 4020, vertical polarisation, symbol rate 32727, in standard definition, transformed the station's geography. A service made for one regency became receivable, in the words of the university study, from Sabang to Merauke, the standard Indonesian expression for the whole span of the archipelago, because satellite broadcasting and YouTube streaming together removed the regency boundary from the signal. For the large number of people from Siak and Riau living and working elsewhere in Indonesia, the satellite feed made their home regency's television an ordinary channel on a parabolic receiver. Satellite listings group Siak TV among Indonesia's government television channels, alongside the other regency LPPL stations that took the same route to national visibility in the same period.

TERAS and digital services

Five months after the satellite launch, on 17 August 2021 — Indonesia's independence day — Diskominfo Siak launched TERAS, short for Televisi Radio Siak, a mobile application through which the regency's television and radio can be accessed by phone. The application was described by the office as a breakthrough in information services from the regency government and as a proud achievement of the nation's own people within Diskominfo Siak. Adoption was quick for a new regency service: within two months the application had been downloaded more than five hundred times from the Play Store. Together with the station's YouTube streaming, TERAS moved Siak TV onto the devices its younger viewers actually use, and it gave Diskominfo a single branded doorway to the regency's broadcast media. The station's managers, as research on Siak TV notes, regard this digital competition as their central challenge: audiences now choose between the regency station and an endless field of YouTube creators and private television, so the station must keep creating programmes that give Siak residents a reason to watch their own channel.

Programming and Malay identity

Siak TV's programming follows the classic LPPL pattern of regency information, local news and regional culture, broadcast across a long day from early morning to midnight. News and information output covers the regency government, development across Siak's fourteen districts, public services and community events, while cultural programming draws on the regency's Malay heritage. That heritage is unusually deep: Siak Sri Indrapura was the seat of a Malay sultanate whose palace still stands in the capital, Malay is the historic language and culture of the regency's riverine heartland, and the wider regency is home to communities including the Sakai people and a large plantation workforce. A local station in such a place is one of the few media that routinely shows Malay cultural life — its ceremonies, music, dress and language colour — as everyday content rather than as an occasional feature. Development coverage has its own local texture in Siak, a regency of extensive peatland, oil palm and pulpwood estates, the Zamrud National Park and the Giam Siak Kecil biosphere reserve, where questions of land, environment and livelihoods give local journalism concrete subjects.

Recognition: the Anugerah Media Center 2024 award

National recognition came on 5 March 2024, when the Ministry of Communication and Information Technology held its Anugerah Media Center awards at the Trans Luxury Hotel in Bandung, West Java. Siak Regency's head of Diskominfo, Romi Lesmana, attended as a special guest of the ministry, and LPPL Siak Televisi received the award in the category of best Local Public Broadcasting Institution for audiovisual content contribution, one of three institutions so honoured. The Deputy Minister of Communication and Information Technology, Nezar Patria, congratulated the winners and urged them to keep contributing positive and educative content for the public. The ministry's citation recognised the regency's work in spreading information and producing content for regional and national audiences through its information channels and through LPPL Siak Televisi and radio, which Diskominfo Siak manages independently. For a regency station, the award placed Siak TV in the small group of Indonesian LPPL whose content the national government itself holds up as a model.

Siak TV today

Siak TV continues to broadcast from Siak Sri Indrapura as the television service of LPPL Siak TV, under the Siak Regency government and Diskominfo Kabupaten Siak. Its signal is available terrestrially in its home area, by satellite on Telkom-4, by streaming on YouTube and through the TERAS application, and its broadcast day runs from morning to midnight. The station's trajectory — regency television from 2005, statutory LPPL form in 2015, satellite reach in 2021, a national ministry award in 2024 — mirrors the maturing of Indonesian local public broadcasting itself, from a permit on paper to a multi-platform public service. Its task remains the one set at its founding: to meet the information needs of the people of Siak, to raise the quality of the regency's human resources through what it broadcasts, and to keep Malay Siak visible on Indonesian screens.
