About Telco Productions

Telco Productions: Santa Monica's Long-Running First-Run Syndicator

Telco Productions, Inc. is a television production and syndication company based in Santa Monica, California, that creates and distributes first-run series to broadcast and cable outlets across the United States. Its website is telcoproductions.com. For three decades the company has specialised in a particular, durable corner of American television: weekly half-hour programmes—animal shows, children's educational series, reality and lifestyle programmes—that local stations can schedule flexibly and that satisfy stations' educational and informational obligations.

Telco is led by its president, Alex Paen, a former broadcast journalist whose own on-air career became the foundation for several of the company's series. Where the major studios syndicate off-network hits, Telco built a business making original, modestly budgeted programmes designed from the start for syndication. That model, and the longevity of shows such as Animal Rescue and Missing, makes Telco a representative example of independent first-run syndication surviving into the streaming era.

Overview

Telco Productions both produces and distributes. As a producer, it creates series through Paen's company; as a distributor, it sells those series market by market to television stations, typically on a barter basis in which national advertising time inside the programmes is split between the station and the syndicator. Its published fact sheets show the classic structure: a 28-and-a-half-minute weekly half-hour, a barter split of three and a half minutes local and three and a half minutes national, weekly satellite feeds, and closed captioning to federal standards.

The company's catalogue mixes children's educational and informational (E/I) programming for viewers aged 13 to 16 with family and lifestyle series for general audiences. Its Santa Monica address on Wilshire Boulevard has remained its operational home, with distribution functions for station formats handled in partnership with PMI, a syndication distribution operation in Pittsburgh.

History and Founding

The company's roots lie in publishing as much as broadcasting. In sworn testimony, Paen has described purchasing The Telco Report, an international television programme magazine, in 1985, and continuing to serve as its publisher. That trade-publication background gave him a map of the international programme market before he became a producer within it.

In 1994, Paen created Emergency with Alex Paen, a weekly syndicated series showcasing emergency workers around the world, which he hosted. As producer and distributor, his responsibilities at Telco Productions spanned contract and sales administration and marketing direction, and the emergency-services format established the template the company would repeat: Paen on camera, real-world public-service subjects, and a weekly half-hour built for syndication. From there he created, produced and distributed further series including Missing, Dog Tales, We the Jury, State Police, Dragonfly TV, Real Green and SWAP TV, while overseeing an expanding distribution sales staff.

Ownership and Leadership

Telco Productions is an independent company led by Alex Paen as president. Paen's biography explains his programming instincts. Born and educated on the East Coast, he graduated from Nashoba Regional High School in Bolton, Massachusetts, in 1971, studied journalism at Grahm Junior College in Boston and earned a bachelor's degree in communications studies at UCLA in 1975.

He began in Los Angeles at Gene Autry's radio station KMPC as a sports and news writer, was promoted to on-air reporter, and covered stories from the Hillside Strangler case to school desegregation and wildfires. In 1979 he was assigned to cover the hostage crisis in Iran, then moved into television reporting at KTLA, anchored weekend news, and reported on international affairs at KABC-TV. That news career—especially the emergency and international reporting—directly seeded Emergency, Animal Rescue and Missing.

Services and Distribution

Telco's service to stations is a complete syndication package: the programme itself, delivered by weekly feeds; promotional material contained within each feed; format and timing documentation so stations can schedule commercial breaks precisely; and the affidavits and children's-programming documentation stations need for their regulatory files. Its fact sheets direct distribution and format questions to PMI, which handles the technical distribution relationship, while Telco's Santa Monica office handles station services.

An early digital milestone came when TitanTV Network acquired exclusive broadband rights to three Telco series—Animal Rescue, Missing and Dog Tales—allowing stations airing the shows to stream them on their own websites with local advertising, using territorial exclusivity technology that mirrored broadcast market exclusivity online. The three-way advertising split between station, platform and Telco showed the company adapting its barter model to the web at an early stage.

Programming: The Core Series

Animal Rescue, created in 1997, is the company's signature series: a weekly half-hour hosted by Paen showcasing animal rescue work. It brought Paen repeated Daytime Emmy recognition; a contemporary profile noted his seventh nomination connected with the show in five years, in the writing category, ahead of the 36th Annual Daytime Emmy Awards in 2009.

Missing, developed and brought to national syndication in 2003, is a weekly half-hour reality series featuring actual cases of missing individuals, adults and juveniles, from across the United States, together with safety information for children; Telco's fact sheet for its nineteenth year describes it as E/I-rated and suitable for family viewing. Dog Tales showcases dogs and their owners, with information on canine health, training, grooming and care, likewise E/I-rated. Together the three series form the returning core that Telco announces season after season.

Programming: Education and Lifestyle

Around that core, Telco's fall 2023 syndication announcement illustrates the breadth of the catalogue. Newer offerings included Chasing Down Madison Brown, a food and music series; Real Green, with eco-friendly stories from around the world; and Hiring America, helping United States veterans find jobs—each a weekly half-hour. Returning E/I weeklies listed alongside Animal Rescue, Dog Tales and Missing were Dragonfly TV, Think Big, Biz Kids, America's Heartland and Science Now, plus a range of half-hour and hour specials during the broadcast season.

Several of these titles serve broadcasters' need for children's educational programming: Telco documents E/I status, the 13-to-16 age range and the on-screen E/I icon throughout broadcasts. Series such as Wild Times and Wild Treks, built around zoo and exotic-animal material with expert input, extend the same educational approach into natural history for teenage viewers.

Clients and Media Partners

Telco's clients are the local broadcast stations—and, increasingly, cable and streaming outlets—that clear its programmes market by market. Because first-run syndication is sold station by station, the company's real distribution achievement is cumulative: maintaining clearances for weekly series across many seasons, as Missing's run into its nineteenth year and Dog Tales' into its fourteenth attest.

Its partners include PMI for syndication distribution and formats, and historically TitanTV for broadband streaming rights. Within programmes, partnerships with zoos and animal organisations supply the expert content behind the animal series, while public-safety material underpins Emergency and Missing.

Coverage Areas

Telco is a national distributor: its series are offered to stations throughout the United States, and its subjects are drawn nationally and internationally—emergency workers and animal rescues around the world in the flagship formats, missing-person cases from across the country in Missing. The company itself remains compact and California-based, operating from Santa Monica in the Los Angeles media market.

International awareness has been part of the company's DNA since Paen's ownership of an international television programme magazine, and series built from globally gathered footage, such as Emergency and Real Green with its eco-friendly stories from around the world, reflect that outward orientation even though syndication to American stations is the core business.

Digital Platforms

Telco's digital presence centres on telcoproductions.com, where broadcaster information for each series—air schedules, episode synopses and Federal Communications Commission children's programming documentation—is published alongside programme fact sheets and format documents. Those online documents are working tools for station traffic and programming departments, down to break timings and affidavit instructions for each episode feed.

The earlier TitanTV broadband arrangement showed the company's willingness to let affiliates extend its programmes onto their own websites, preserving the market-exclusivity principle of syndication in streaming form. In an era when independent syndication has contracted, maintaining both broadcast feeds and a practical digital support operation has been part of Telco's survival formula.

Notable Work and Recognition

Animal Rescue's repeated Daytime Emmy nominations—seven within five years for Paen and the series, as reported in 2009—remain the company's most prominent recognition. The longevity records are equally telling: a missing-persons series sustaining nineteen seasons and a dog series fourteen in weekly syndication are achievements few independent producers match.

Missing also carries a public-service dimension beyond entertainment: each episode puts actual unresolved cases before a national audience alongside child-safety guidance, in the tradition of reality programming intended to generate real-world responses. Emergency, the 1994 series that started the production business, similarly put emergency workers' work at the centre of a commercial format.

Recent Developments

Telco's fall 2023 rollout—new series in food, music, environment and veterans' employment alongside its full returning slate—showed the company still actively developing for syndication rather than merely licensing a library. Its published schedules and format documents continue into current broadcast seasons, with weekly episode feeds for series such as Dog Tales documented through 2025 and into 2026 air dates.

That continuity is itself the story. Founded on a journalist's expertise, built on weekly half-hours that stations can rely on for family and educational scheduling, and still independently operated from Santa Monica, Telco Productions demonstrates that the classic first-run syndication model—market-by-market sales, barter splits, affiliate support—continues to function for producers willing to serve it season after season.
