About Toutiao

Toutiao

Toutiao, known in Chinese as Jinri Toutiao and translated as "Today's Headlines," is a Beijing-based news aggregation and information platform operated by ByteDance, the Chinese technology company that also developed Douyin and TikTok. Launched in August 2012, Toutiao became ByteDance's first major success and the product that proved out the company's central idea: that a machine-learning recommendation engine, rather than a team of human editors choosing a front page, could decide what each reader should see next. The platform is headquartered in Beijing, China, and its official website is toutiao.com. Within a few years of launch it had overtaken long-established portal news services in user activity, and it remains one of China's largest distributors of online news and information.

Founding and origins

Toutiao grew directly out of the founding of ByteDance itself. ByteDance was founded in Beijing in March 2012 by software engineer Zhang Yiming, together with Liang Rubo and other colleagues who had previously worked with Zhang at 99fang.com, a real estate search engine he had co-founded in 2009. In early 2012 the small team, working from a rented apartment in Beijing's Zhongguancun technology district, began developing an application that would use big-data algorithms to classify news according to each user's preferences. That application became Toutiao, which was released in August 2012, only months after the company itself was established. Zhang's background in software engineering, including earlier work at start-ups such as Kuxun and Fanfou, shaped the product's engineering-first character from the beginning.

An app built around a recommendation engine

The defining feature of Toutiao is its personalised feed. Instead of presenting every user with the same editor-selected headlines, the platform analyses signals from each reader's behaviour — what they click, how long they spend on an item, and what they pass over — and builds an individual interest profile that determines what appears in their feed. Contemporary accounts of the company's founding describe this as a deliberate break with the portal era: in place of editors, an algorithm would act as the gatekeeper, matching content to readers rather than requiring readers to search for content. Toutiao started out as a news recommendation engine and gradually evolved into a platform delivering content in many formats, including text articles, images, question-and-answer posts, microblogs and videos. According to company histories, the app reached one million active users within its first year and more than 13 million daily active users within two years of launch, growth driven substantially by word of mouth as the recommendations improved with more data.

Growth against the portal incumbents

When Toutiao appeared, China's online news market was dominated by the big portal operators — Sina, Sohu, NetEase and Tencent — whose news channels had been built in the late 1990s around edited homepages. TechNode's analysis of China's content aggregation market reported that within four years of its launch Toutiao had surpassed incumbents such as Sina, Sohu and NetEase in active users. That rise was significant because Toutiao owned almost none of the content it distributed at first: it aggregated material produced by others and won on distribution. By April 2018, Caixin described Toutiao as China's largest news aggregator, with more than 95 million daily active users at that time. Reuters later reported that Toutiao was ByteDance's second-largest advertising revenue source in China after Douyin, accounting for roughly 20 percent of the company's China sales in one year — about 36 billion yuan (around US$5.57 billion) in the year referenced by that report.

An open platform for publishers and creators

A second pillar of Toutiao's model is its open publishing system. Rather than relying only on licensed content from established media, the platform opened accounts to media outlets and individual creators, who publish directly into the same recommendation system used for professional news. ByteDance's own histories note that Toutiao used interest-based, decentralised distribution to help long-tail content creators find an audience: a specialist writer with a small potential readership could be matched by the algorithm to exactly the users interested in that topic, something an edited homepage could rarely achieve. This creator ecosystem turned Toutiao from a pure aggregator into a publishing platform in its own right, and it made the service a significant channel through which Chinese newspapers, magazines and broadcasters reach mobile readers, alongside independent authors publishing under their own accounts.

Expansion into video

As mobile video consumption grew, Toutiao expanded well beyond text. Reporting on the platform in 2018 noted that Toutiao operated three video-streaming services through which users could upload and share clips: Douyin, Huoshan and Xigua. Douyin, launched in China in 2016, applied the same recommendation approach to short video and became the foundation for TikTok, its international counterpart launched in 2017. Xigua Video served longer-form video and Huoshan short video clips. This expansion meant that by the late 2010s the name Toutiao referred both to the flagship news and information app and, in industry and regulatory discussion, to the family of content products ByteDance had built around the same algorithmic distribution technology.

Regulatory pressure and the 2018 suspensions

Toutiao's scale and its algorithm-led model also brought it repeated regulatory attention. In April 2018, Chinese regulators ordered app stores to remove four popular news apps for periods ranging from three days to three weeks in order to regulate the dissemination of news; Toutiao received the longest suspension, three weeks, alongside Phoenix News (Ifeng), NetEase News and Tiantian Kuaibao. Days earlier, the State Administration of Radio and Television had criticised Toutiao and the livestreaming app Kuaishou for allowing inappropriate video content to spread, demanded a clean-up of content deemed vulgar, violent, obscene or harmful, and ordered a suspension of new-user registration while existing users were inspected. Toutiao said it removed 10,318 video clips from its video platforms and banned 4,864 user accounts in response. The following day the regulator ordered the permanent closure of Neihan Duanzi, ByteDance's jokes app, which predated the main Toutiao app. In July 2021, Reuters reported that ByteDance had been blocking new user and content-creator registrations on Toutiao since the previous September at the authorities' behest, with would-be registrants shown a "system under maintenance" message while existing users could continue normally.

Place within ByteDance

Within ByteDance's portfolio, Toutiao occupies the position of founding product and proof of concept. Its success validated Zhang Yiming's thesis about algorithm-driven distribution, generated the revenue foundation that funded ByteDance's expansion into new categories, and produced the recommendation technology later applied across Douyin and TikTok. Zhang stepped back from day-to-day leadership of ByteDance in 2021, but the model he built at Toutiao — engineering-led, feed-based and personalised — remains the company's signature. Business profiles of ByteDance consistently list Toutiao alongside TikTok, Douyin, CapCut and Lemon8 as one of the products powered by the company's shared recommendation, advertising and artificial-intelligence infrastructure.

Why Toutiao matters

Toutiao matters to the history of online news because it demonstrated, at very large scale, a different answer to the question of who edits the news. The Chinese portal generation had transferred the newspaper front page to the web; Toutiao replaced the front page altogether with a feed unique to each reader. Its rise within four years past Sina, Sohu and NetEase showed that distribution technology could outweigh content ownership in the competition for readers' attention, and its troubles in 2018 showed with equal clarity the limits of a purely algorithmic approach to content governance in China's regulatory environment. For media organisations, Toutiao became both an opportunity — a route to readers they could not reach alone — and a dependency, since the algorithm that delivered their audience was owned and tuned by ByteDance.

Official website and access

Toutiao's official website is toutiao.com, and the service is primarily used through its mobile applications in China. Readers encounter a personalised stream of news, articles, questions and answers, microblog-style posts and video, assembled by the recommendation engine from material published by media outlets and individual creators on the platform. The service is published from Beijing by ByteDance, the company founded there in 2012 by Zhang Yiming and Liang Rubo, and it remains the original expression of the algorithmic news model that turned ByteDance into one of the world's most valuable technology companies.
