About Yellow River Laboratory

Yellow River Laboratory

The Yellow River Laboratory is a Henan provincial laboratory for Yellow River basin water science, headquartered in Zhengzhou, Henan Province, and led by Zhengzhou University. It was unveiled in autumn 2021 in the first wave of Henan's rebuilt provincial-laboratory system, following the Songshan Laboratory (unveiled on 17 July 2021) together with the Shennong Seed Industry Laboratory. Zhengzhou University's official site names academician Wang Fuming as the laboratory's director. The laboratory works on Yellow River water security, flood control, sediment and channel regulation, and basin ecology — the interlocking problems of the great river that gives Henan its name and its defining geographical fact, since the province's name itself means "south of the river".

The river it is named for

The Yellow River is China's second-longest river, flowing about 5,464 kilometres from the Bayan Har Mountains on the Qinghai–Tibet Plateau eastward through nine provinces and autonomous regions to the Bohai Sea, draining a basin of some 795,000 square kilometres. Basin studies underline the paradox at the heart of Yellow River science: the river carries only about 2 per cent of China's river runoff, yet it must supply water for roughly 12 per cent of China's population and about 15 per cent of its agricultural water for arable land. It is also the most sediment-laden great river on earth, and its lower reaches — flowing across Henan on an elevated bed built up by centuries of deposited silt — have shaped Chinese flood-control engineering for millennia. A laboratory devoted to this river, seated in the basin's middle-lower reach capital, addresses water scarcity, flood risk, sediment and ecology as one system rather than four separate problems.

Origins in the first wave of 2021

The Yellow River Laboratory belongs to the first wave of Henan's provincial-laboratory reconstruction. Henan unveiled its first provincial laboratory, Songshan, on 17 July 2021, and in the roughly one hundred days that followed, the Shennong Seed Industry Laboratory and the Yellow River Laboratory were unveiled in turn — provincial commentary of the period described the three laboratories rising together like a flight of geese over the Central Plains. The timing reflected strategy as much as symbolism: ecological protection and high-quality development of the Yellow River basin is a major national strategy, and Henan, the province through which the river's lower course runs and whose capital hosts the Yellow River Conservancy Commission's hydraulic research establishment, built its basin laboratory at the very start of its new system rather than as an afterthought.

Leadership: Academician Wang Fuming

Zhengzhou University names academician Wang Fuming as director of the Yellow River Laboratory. Wang is an academician of the Chinese Academy of Engineering, elected in 2015, who took his doctorate at Dalian University of Technology in 1987 and was awarded the National Excellent Young Scientists Fund in 1996. His career has been spent on the theory and technology of safety maintenance for major infrastructure: he has made systematic and innovative achievements in preventing and controlling seepage and water damage in foundation engineering, and in diagnosing and treating concealed defects in infrastructure, with results widely applied to seepage prevention and repair and to emergency rescue. He has directed the State-Local Joint Engineering Laboratory for Detection and Repair Technologies of Major Infrastructure and the Henan Collaborative Innovation Center for Safety Protection of Water Conservancy and Transportation Infrastructure, and has received international awards for trenchless-technology research as well as the Henan Provincial Award for Outstanding Contributions in Science and Technology. For a laboratory concerned with the safety of levees, channels and water infrastructure along a flood-prone river, that record in hidden-defect diagnosis and seepage control is directly on mission.

Led by Zhengzhou University

The laboratory is led by Zhengzhou University (ZZU), Henan's flagship comprehensive university in Zhengzhou, which also led the Songshan Laboratory in the first wave. ZZU's water-science engagement with the basin predates and surrounds the laboratory: the university hosted, with the Henan Association for Science and Technology and national societies, the High-level Science and Technology Forum on Ecological Protection and High-quality Development of the Yellow River Basin in Zhengzhou, and signed a strategic cooperation agreement with the Chinese Hydraulic Engineering Society (the China Water Resources Society), the Chinese Meteorological Society and the Henan association to jointly build a Yellow River research base, planning comprehensive, multi-level cooperation on basin ecological protection and high-quality development. Academicians Li Zechun, Xia Jun, Wang Jiayao and Wang Fuming were among those attending that forum — a measure of the senior water-science network the laboratory draws on.

Member institutions: the North China University of Water Resources and Electric Power

The laboratory's membership reaches across Zhengzhou's water-research establishment. North China University of Water Resources and Electric Power (NCWU), the university founded in Beijing in 1951 as the Ministry of Water Resources' own water conservancy school and based in Zhengzhou since 1990, records in its official introduction that it "has been selected as the Yellow River Laboratory Research Base in Henan Province, becoming a leading member of the Yellow River Laboratory". NCWU brings a deep bench to that role: dozens of national and provincial research platforms, a Yellow River Research Institute among its specialised institutes, provincial key laboratories in hydrosphere and basin water security, and a research record spanning Yellow River management, the South-to-North Water Diversion Project and basin water governance. Its participation gives the laboratory an engineering-university arm alongside Zhengzhou University's comprehensive research base.

A Zhengzhou water-science cluster

The laboratory also sits within the densest concentration of Yellow River science in China. The Yellow River Institute of Hydraulic Research, the research institute of the Yellow River Conservancy Commission under the Ministry of Water Resources, is co-located in Zhengzhou (postcode 450003) and appears alongside NCWU and other basin institutions in the authorship of Yellow River studies. With the conservancy commission's science, two water-focused universities and the provincial laboratory in one city, Zhengzhou functions as the working capital of lower Yellow River research — and the laboratory was designed as the provincial platform that connects those assets to Henan's strategic needs and to the national laboratory system it is meant to feed into.

Research agenda: security, flood, sediment, channel and ecology

The laboratory's field, as recorded in provincial-laboratory reporting, is Yellow River water science in the round: water security for a basin where demand far outruns the river's modest runoff; flood control on a lower course whose elevated channel makes breaches catastrophic; sediment — the river's defining load — and the regulation of the channels it builds and chokes; and the ecology of a basin under a national ecological-protection strategy. These are not separable topics on the Yellow River. Sediment decisions are flood decisions; flood decisions are water-allocation decisions; and all of them are ecological decisions. The laboratory's structure, gathering university, conservancy and engineering-institute researchers under one provincial platform, reflects that interdependence.

Research in print

The laboratory appears as a publishing affiliation in peer-reviewed work on lower Yellow River channel regulation, sediment settlement and hydraulic engineering — the applied core of its mission. Around it, its member institutions publish the basin science on which its work rests, from multi-scale studies of Yellow River basin surface-water change drawing on Yellow River Institute of Hydraulic Research and NCWU authorship, to water-security assessments of Henan's Yellow River water-receiving area showing security scores improving markedly across 2010–2021 while river-network density remained the chief obstacle. That surrounding record matters for a young laboratory: its early authority comes from the established basin-science community it organises, and its affiliation lines in hydraulic-engineering journals mark that organisation taking institutional form.

Place in Henan's twenty-laboratory system

Like its first-wave partners, the Yellow River Laboratory was quickly asked to move from unveiling to performance. Henan's February 2022 provincial science and technology work conference called on Songshan, Shennong and the Yellow River Laboratory to build their core teams, improve their institutional mechanisms and implement their major tasks to a high operating standard, even as the province planned further laboratory batches. The system those first three laboratories began grew to twenty provincial laboratories unveiled between July 2021 and early 2024 — a system provincial officials describe as the reserve force of the national laboratories and the vanguard of Henan's innovation bases, built to make Henan a national innovation highland and an important national talent centre.

Why the laboratory matters

No Chinese province is more identified with a river than Henan is with the Yellow River, and no river presents a harder compound problem: too little water, too much sediment, a flood-prone elevated lower course, and a national strategy demanding ecological protection and high-quality development at once. The Yellow River Laboratory is Henan's dedicated provincial instrument for that problem — first-wave in its system, university-led, directed by an academician whose science is the safety of water infrastructure itself, and networked into the conservancy and university establishments that have studied this river for generations. Its work will be judged downstream, in channels that hold, floods that are managed, sediment that is governed rather than suffered, and a basin whose water is shared more securely among the people who depend on it.
